Contract awarded for Elkton water, sewer line extension project

LISBON — Columbiana County commissioners awarded the contract for the Elkton water and sewer line extension project to Marucci & Gaffney Excavating Co. for $2,276,268.

Commissioners took the action Wednesday based on a recommendation from county Engineer Bert Dawson, with the Youngstown company submitting the lowest bid when bids were opened last week.

Other bidders included: Yarian Brothers Construction, New Waterford, $2,379,283; S.E.T., Inc., Lowellville, $2,556,859; and Rudzik Excavating, Struthers, $2,441,363.

Commissioner Mike Halleck commented that the project was three years in the making. Global Pak on Elkton Road was expanding and the idea of extending water and sewer service out that way was explored.

The water and sewer line extensions will serve Global Pak and a dozen households in the Elkton area.

County Chief Deputy Sanitary Engineer Troy Graft previously said the county received approval to install a utility bridge to bring the water and sewer lines over the Little Beaver Creek, which has the designation of a Wild & Scenic River.

The project will include 2,400 feet of force main for the sewer which will be pumped to the county’s treatment plant near Elkton and a water line extension stretching 6,000 feet from Scroggs Road out to Elkton.

When contacted Wednesday, Graft said they’ll be notifying Marucci & Gaffney about the award. Construction is supposed to be done by the end of 2025. The project will be funded through American Rescue Plan Act funds.

In other business related to projects, electronic bids were opened and accepted at the county engineer’s office for the McCoy Avenue pump station replacement project, with S.E.T. Inc. of Lowellville submitting the lowest bid for $237,933.

Other bids included: Utility Contracting, Inc., Youngstown, $258,932; J.S. Bova Excavating LLC, Struthers, $594,190; Rudzik Excavating, Struthers, $333,200; Ohio West Virginia Excavating, Shadyside, $414,449; and Allison Contracting LLC, Wellsville, $255,084.

Graft said the bids will be reviewed, with the contract likely awarded next week. He said .029 acres at St. Clair Avenue and McCoy Avenue in East Liverpool will serve as the new location for the pump station, which will replace a dilapidated pump station in that area. Graft said the new pump station will serve a small section of Calcutta in that immediate area, including residences and businesses. Money for the project will come from the Ohio Public Works Commission and local money.

The commissioners also approved a grant agreement with the Ohio Department of Development for the release of $375,000 by the State Controlling Board for a Roadwork Development Grant for the improvements to Calcutta-Smith Ferry Road, also known as County Road 430.

A resolution passed by commissioners approved a permit for Glo Fiber formerly known as Horizon to work within the county right-of-way on West State Street, County Road 173, in Perry Township for installation of fiber optic line.

Commissioners also approved a resolution proclaiming April 15-19 as National Work Zone Awareness Week, to honor all fallen work zone workers and recognized the safety of those currently working on roads.

The commissioners announced the last meeting of the month will be held at 9 a.m. Feb. 27, which is a Thursday, due to a conflict with the normal Wednesday scheduled.

Next week’s meeting will be held at 9 a.m. Feb. 12 in the downtown courthouse.
