Local man involved in $3.7M identity theft scheme

(WKBN) — A processed meat production company will pay a $3.7 million penalty after a Salem hiring manager’s involvement in an identity theft scheme.

Yelwin Omar Munoz-Solis, 43, of Salem, was a hiring manager at Fresh Mark’s Salem facility.

According to a release from the US Attorney’s Office Tuesday, he conspired with others to steal the identities of U.S. citizens and gave them to illegal job applicants. He also certified I-9 documents.

Munoz-Solis pleaded guilty to conspiracy to commit aggravated identity theft, aggravated identity theft, and making false statements on immigration forms submitted to Homeland Security Investigations (HSI.)

From 2013 and 2018, HSI agents investigated Fresh Mark’s processing facilities and arrested multiple employees who used stolen identities to get the job.

HSI used search warrants in Salem, Massillon, and Canton on June 19, 2018, which resulted in the detainment of 146 aliens working at the facility.

Fresh Mark entered into a non-prosecution agreement with the U.S. Attorney’s Office for the Northern District of Ohio in which they must pay a $3,719,997 penalty and also comply with reporting requirements for a period of two years.

The money will go to the Federal Crime Victims Fund.
