ST. CLAIR — Roy Foley, 65, of St. Clair Township, was charged with OVI and failure to control his vehicle Wednesday evening after losing control of his car and driving it off the left side of Annesley Road into a pond in the front yard of a residence located behind Campbell’s Signs.

St. Clair Township Police Department received the call about the incident at approximately 7:40 p.m. and officers were on scene within five minutes. North Star Critical Care arrived about the same time, according to Detective Keith Hildebrand. Also responding was Glenmoor Volunteer Fire Department (GVFD).

Hildebrand said they had to work quickly to get the driver out as the car started to slowly sink. So he tied a 30-foot dog leash used for K9 Rebel around Glenmoor Firefighter Connor Lerussi who was doing a ride-along with North Star. Hildebrand, Lerussi and North Star medic Katie Utt went into the water to rescue the driver.

According to Hildebrand, Foley, who was transported to the hospital by NorthStar, didn’t appear to suffer any injuries and refused to be tested for intoxication by officers.

Hildebrand noted that Foley was transported to the hospital due to his intoxication and that he has several prior offenses.

Calcutta Volunteer Fire Department responded to the scene with their rapid deployment craft to help remove the car from the pond.
