-- Deputies responded at 6:51 a.m. Sunday to Mountz Road, Knox Township, for a domestic dispute, learning that a male was intoxicated and grabbed a woman off the couch and dragged her across the floor, also putting an 8-month-old child in the car and starting to drive down the driveway. Zachary Westover, 25, Mountz Road, was charged with domestic violence and endangering children.
-- A Washingtonville man on Washington Street reported at 4:19 p.m. Saturday that his neighbor's pit bull dog was running around the area. A deputy spoke with the owner on Boston Street, Washingtonville, and he said the dog was inside the residence now. A message was left for the Columbiana County Dog Warden.
-- Deputies were dispatched at 10:31 a.m. Saturday to Oak Street, Leetonia, for a physical domestic altercation occurring between two people and a third person. Leetonia didn't have an officer on duty so the sheriff's office responded. An ambulance was dispatched to the residence for a reported injury of an elderly female. Aaron Gibbs, 24, Oak Street, Leetonia, was charged with domestic violence.
-- A man on Hartley Road, Knox Township, reported at 10:58 p.m. Friday that a person who has a protection order on him continues to try to make contact with him and his family.
-- A resident on state Route 154, Elkrun Township, reported at 7:17 p.m. Friday that there was a burglary at his residence.
Salem
-- Officers on patrol in the area of Franklin Avenue and Whinnery Road at 11:48 p.m. Sunday observed a vehicle with an equipment violation commit a traffic violation. Officers conducted a traffic stop on the vehicle and consent to search was given by the driver. No contraband was located in the vehicle, and officers issued a verbal warning for the traffic and equipment violations.
-- Officers responded to the 200 block of East Second Street at 10:29 p.m. Sunday for a reported hit and skip. The caller advised that while she was in a business, a witness advised her that a black truck had struck her vehicle. No other description of the truck was given, and the plaza does not have cameras. Officers did observe handprints around the damage showing someone had cleared away the dirt.
-- Officers responded to the 900 block of South Union Avenue at 9:09 p.m. Sunday for a speak with officer report. The caller advised her juvenile son was followed by a man in an older dodge truck with a wooden bed to their residence. The man blocked the juveniles in the driveway then exited the truck making threats, before leaving the area with his lights off when the caller attempted to get a plate.
-- Officers responded to the 200 block of West Sixth Street at 7:06 p.m. Sunday for a report of a barking dog. Officers were delayed by a priority call and no dogs were heard while officers were in the area.
-- Officers responded to the 100 block of West State Street at 4:58 p.m. Sunday for a report of possible drug activity. Officers located the vehicle and people in question, and during the investigation K-9 Simon indicated the presence of narcotic odor and contraband was recovered from the vehicle and occupants. Two of the occupants, Jonathan Perez, 22, Youngstown, and Dylon Henderson, 18, Campbell, were taken into custody, transported to the police department for processing and transported to the Columbiana County Jail charged with drug paraphernalia.
-- Officers responded to the area of Jennings Avenue and West State Street at 2:28 p.m. Sunday for a wellness check. The caller advised that there was a woman standing in the road trying to flag cars down. Officers spoke with the woman who was attempting to find a ride to Alliance and advised that she was going to go to a local business and attempt to call her sister for a ride.
-- Officers spoke to a woman at the police department at 1:54 p.m. Sunday regarding unwanted text messages. The woman advised that when she left the gym on Thursday night, she noticed a note with a phone number on the vehicle and that she texted the number and now they will not stop sending her messages after she requested they do so. Officers were unable to locate the number in the police system and the woman advised she asked around at the gym and nobody else knew who the number belonged to. The woman was advised to block the number.
-- Officers spoke with a man at the police department at 1:14 p.m. Sunday that advised that he was walking, and a family member appeared to swerve toward him while driving on Franklin Avenue. The caller was encouraged to contact the department if there were further issues.
-- Officers responded to the 1900 block of East State Street at 12:47 p.m. Sunday to speak with the caller about an alleged sexual assault which possibly occurred inside the city. Investigation of the matter is pending.
-- Officers responded to the 100 block of South Howard Avenue at 11:52 a.m. Sunday for a wellness check. The caller advised that she observed a person at a nearby business acting strangely. Officers spoke with the person who advised they were fine.
-- Officers responded to the 100 block of West State Street at 11:10 a.m. Sunday for a dispute. While en route officers were advised the involved parties had separated and gone their separate ways. Officers spoke with a woman who advised everything was okay and that she had just had an argument with a friend. Officers attempted to locate the man but were unable to.
-- Officers responded to the 1900 block of East State Street at 10:58 a.m. Sunday for a report of a distraught person. Officers spoke with the person for a short time until they were no longer needed.
-- Officers responded to the 300 block of East Eighth Steet at 2:54 a.m. Sunday for a report of a man swinging a bat hitting things, that had broken into a vehicle. Officers located the man who did not have anything in his hands at the time, advising him to get down on the ground and detaining him. Officers spoke with a friend and coworker of the man who advised that the man was having a manic episode. The fire department and EMT responded, and the man was pink slipped and transported to the Salem Regional Medical Center for treatment. An officer rode in the ambulance as a precaution and remained at the hospital for a time to ensure the man remained non-violent. The vehicle owner did not wish to press charges.
-- Officers responded to the 500 block of East Pershing Street at 2:21 a.m. Sunday for a report of an ambulance needed. Officers had the fire department and EMT responded and transported the man to the hospital and officers cleared without incident.
-- Officers responded to the 500 block of Continental Drive at 11:15 p.m. Saturday for a report of a suspicious substance located in a juvenile's room. The mother had located the substance and requested officers make sure they were not drugs. The items were checked and were not drug related.
-- Officers on patrol in the 2400 block of East State Street at 7:35 p.m. Saturday for a report of criminal activity located the vehicle in question committing traffic violations with a driver known to be suspended. Officers attempted to stop the vehicle, which fled, and due to lack of severity of crime committed and public safety concern, the attempt to stop the vehicle was discontinued. The driver will have charges issued in the form of a warrant and officers from Goshen Township spoke with the owner of the vehicle in question who advised that the driver stole the vehicle.
-- Officers responded to the 2800 block of East State Street at 7:19 p.m. Saturday after receiving a tip that a person was en route to commit a crime. The caller advised the man would be in a white SUV with a loud exhaust. The man was well known to officers and was observed in the vehicle by another officer in the area. Officers attempted to stop the vehicle which fled.
-- Officers responded with the fire department to the 300 block of Fair Avenue at 4:32 p.m. Saturday for a medical call. Officers stood by until the woman was transported.
-- Officers responded to the 1800 block of Cleveland Street at 10:45 a.m. Saturday for a wellness check. Officers found the person in question to be in distress and they were transported to the emergency room by ambulance.
-- Officers spoke to a person at the police department at 10:19 a.m. Saturday for a report of identity theft. The caller advised that while checking her credit score, she noticed that she was sent collections from an unknown company out of Texas, and that she did not open any account with the company in question. The caller advised that she already filed a report with the Federal Trade Commission but also wanted a report on file with this department.
-- Officers responded to the 500 block of East State Street at 9:58 a.m. Saturday for a suspicious person report. Officers spoke with the caller who advised that a woman waved her down and started to record her with her phone. The caller advised the woman then followed her to her business. Officers checked the area but did not have any contact with the woman.
-- Officers on patrol in the area of South Lincoln Avenue and Cedar Street at 5:10 a.m. Saturday observed a vehicle travelling in excess of the speed limit. Officers conducted a traffic stop on the vehicle, and K-9 Simon conducted an open-air sniff on the vehicle, giving a positive indication for narcotics. Officers conducted a search of the vehicle, recovering contraband and the occupants, Michael Spencer, 36, Hanoverton, and Michael Hover, 33, Salem, were arrested and transported to the Columbiana County jail. Hover was charged with drug paraphernalia, while Spencer was arrested on a warrant.
-- Officers responded to the 1100 block of Cleveland Street at 11:37 p.m. Friday for a noise complaint. The caller advised that someone was working in their garage and being loud. Officers spoke with the man in question, advising him of the complaint, and he agreed to stop for the night.
-- Officers responded to the 1100 block of East Sixth Street at 11:28 p.m. Friday for a report of a man yelling in his vehicle. Officers spoke with the man, who smelled of alcohol, and provided officers with a false name. Officers located an open container and contraband in the vehicle and officers attempted to place the man in handcuffs for an OVI arrest and he fled on foot. Officers were able to catch the man and place him into custody, and the man's real identity, Michael Critt, 28, Salem, was located and officers transported the man to the police department for processing, prior to transportation to the Columbiana County Jail charged with resisting arrest, obstruction, OVI, and driving under suspension.
-- Officers responded to Circle K at 10:57 p.m. Friday for a report of an older man attempting to touch multiple young girls. When officers arrived, they were advised a man and woman had fled on foot toward the rear of the business upon seeing their patrol car. Officers located both behind the business and detained them pending further investigation. It was found the detained man had made some comments toward a female juvenile inside the store; however, no crime was committed. The man and woman were identified, released, and picked up by the man's mother due to him being intoxicated.
