Lisbon council seeks grant for sewer line project

LISBON -- The village of Lisbon is trying to secure a $1.2 million grant to replace the North Market Street sewer line from Saltwell Road to Jerome Street.

Village council recently approved applying for the Ohio Department of Development Ohio Water and Wastewater Infrastructure grant, giving Mayor Peter Wilson permission to sign the paperwork.

Lisbon senior water plant operator Chris Peterson briefly touched on the project during the council meeting, explaining the location and the amount of funding being sought.

In other utilities department news, Bureau of Public Affairs Chairman Bill Hoover said work on the new water tower at the north end of town was progressing, but more importantly, he wanted to thank the water department workers, along with the street department and the police, for all the help during recent water line breaks on Washington Street.

He estimated the water loss at 350,000 gallons, but said one good aspect was the fact that the department ended up exercising at least 20 water valves, which counts toward the Ohio Environmental Protection Agency mandate. He said the work took about 36 hours straight, so he wanted to express appreciation to everybody who helped.

Wilson gave updates on the electric aggregation and the state capital budget program, saying citizens not already enrolled in a program for electricity should have received an opt-out letter from Archer Energy. If they do nothing, they'll be enrolled in the aggregation program, which offers a lower rate than Ohio Edison for usage. Billing will still go through Ohio Edison. As for the state capital budget, Wilson said there isn't a lot of time to put in an application, with the deadline still Dec. 15. He was trying to set up a meeting with state Rep. Monica Robb Blasdel to discuss the funding program.

He also reported speaking to the Columbiana County engineer's office regarding the Bill Catlett property along state Route 154 where Dollar General wants to build. He was told the belief is that there's an easement on the property. He also mentioned concerns about rain water and added that a lot of agencies would be involved, such as the Ohio Department of Transportation and U.S Army Corps of Engineers.

Councilwoman Dawn Thomas said that's up to the company, not the village.

Council gave approval to request to move the Kevin Ferro Pantry from the downtown parks area to the bottom of the steps of the Lisbon Eagles property, facing Chestnut Street. In a letter, Dana Blackburn said more eyes would be on the pantry at that location and Eagles members will stock it more frequently and place perishables inside for better care and distribution.

Councilman Jerry Cox asked about putting up lights for the street garage maintenance project, saying the cost won't put the project over budget. The project cost had been set at $49,500.

Council members agreed to just hold one meeting in December, at 6:30 Dec. 12, unless something comes up and has to be handled.

For informational items, Thomas mentioned the Crown Royal Purple Bag Project that allows people to go on the Crown Royal website to pack a bag of items for a soldier overseas.
