Buckeye Water District adopts addendums to multiple ordinances

WELLSVILLE — During a special meeting Wednesday, the Buckeye Water District Board of Directors adopted addendums that needed to be approved before their regular monthly meeting Dec. 21.

According to Board President Al DeAngelis, the reason the addendums are needed is because the United States Department of Agriculture (USDA) wants the district to have everything submitted to them by Dec. 15 due to a decrease in interest rates.

DeAngelis explained that loans or grants through the USDA obtained at one interest rate that increases, the interest rate remains on the loan or grant the same; however, if the interest decreases, then the loan or grant takes on the lower interest rate. So, the USDA wants everything submitted by Dec. 15 so they can start processing the applications.

The first addendum to be approved during the meeting was for the Route 39/10th Street extension, which would have been completed in two phases. The first phase would have stopped in Russell Heights and then Phase two would have begun where phase one ended and gone into Wellsville. According to DeAngelis, since the district has incorporated the dredging of the Wellsville Marina into this project, the USDA said they would rather it be done all in one. So instead of two phases it will all be completed as one project.

The second addendum approved includes the intakes which will need addressed when the Marina is dredged.

The last addendum approves the use of Professional Engineering Reports (PERS) which is required for projects done with USDA funding. The reports go to the USDA listing alternatives on what can be done and give the USDA a broad idea on what is trying to be accomplished, DeAngelis said.

The district adopted three resolutions to accept each of the addendums with a 72-hour waiver.

The district also approved a request for qualifications for engineering services for preliminary engineering and detailed design of the new administration and maintenance building. The request is for engineers to express their desire to design the facility. The construction of the new facility has not yet been confirmed. The building was originally put on hold due to the cost. The request for bids is just planning and preparation and getting cost estimates so funding can be applied for if the district decides to proceed with construction.

The Buckeye Water District meets the third Thursday of each month at 9 a.m. in council chambers at Wellsville Village Hall, 1200 Main St. The next regular meeting is scheduled for Dec. 21.
