Process to submit bids for EP train depot explained

EAST PALESTINE -- Local Ohio contractors wishing to submit bids to Norfolk Southern for the work related to the renovation of the historic East Palestine Train Depot must attend a pre-bid meeting to do so, the railroad reported Monday. Work needed for the project includes carpentry, roofing, siding, landscape and concrete.

The pre-bid meeting is scheduled for Sept. 27 at 11:45 p.m. at the train depot, located at 58 W. Taggart St., East Palestine, and bids will be due by Oct. 11 at noon. All bids must be submitted by email to Corey.Bauer@nscorp.com.

When submitting bids, contractors are asked to provide a proposal form, Schedule of Values and a Certificate of Insurance

In May, Norfolk Southern announced plans to renovate and donate back to the village the train depot to the village. Norfolk Southern has owned the train depot since its 1998 acquisition of the rail line that runs through the village. Norfolk Southern will restore and upgrade the exterior of the building. The railroad said the interior will be turned into a blank space so the community may shape the future development of this property according to its own vision. To help with that vision, Norfolk Southern will provide a $100,000 grant to support the village's continued development of the space.

Norfolk Southern initially reported that renovations would begin in late August or early September and would be completed by Summer of 2024.

East Palestine interim city manager Traci Spratt said during last week's council meeting that Norfolk Southern is hoping to have a contractor chosen in the next four weeks with work then expected to take another four weeks.
