Second DORA eyed in Columbiana

COLUMBIANA — A second Designated Outdoor Refreshment Area (DORA) is being considered for the city.

A DORA allows for open carry of alcoholic beverages within a specified area during approved times and events and the proposed area is located at the Town Center at Firestone Farms.

City manager Lance Willard told council at the latest meeting that the Mackall family is requesting a DORA in that area and that the division of liquor control is amenable to the idea.

If approved, this would create a second DORA in the city. The other DORA encompasses just under 10 acres in the downtown business district and was first established in 2019 following council approval.

At that time Ohio Revised Code only allowed for one DORA, however, Willard said the law has since changed to allow for more than one.

“The Division of Liquor actually said it would make things operate smoother,” Willard said referring to the suggested area.

He explained that due to the amount of successful events in that area, and with existing businesses having various liquor licenses, a DORA would be beneficial.

“It would be very similar to the process that we have already been through,” he said.

That process consists of creating legislation that would specify the designated area and include a sanitation plan, as well as other requirements.

The proposed DORA area would cover three segments, which Willard called areas “A,” “B,” and “C.”

He said “A” is the area of Homestead Kitchen and Cocktails, Orange Leaf, Mexico City Grille and other establishments; “B” is the area across from that which will be a “mirror image” of the “A,” and “C,” which is the existing stage/front half replica of Harvey Firestone’s House.

Designated Outdoor Refreshment Areas have gained popularity in the last few years, with others cropping up elsewhere in Columbiana County as well, including Salem.
