Lisbon Council placing fire levy renewal on ballot

LISBON -- Village council agreed recently to place a 2.435-mill fire levy renewal on the Nov. 7 general election ballot for the purpose of providing and maintaining necessary fire apparatus.

If renewed for another fire years, the fire levy is expected to generate $91,000 per year and won't cost taxpayers any more money than they're already paying.

In financial matters, Councilwoman Melissa Hiner reported that the Finance Committee talked about the village still having $277,646 available from the American Rescue Plan Act.

She requested $75,000 be transferred to the water department for the purchase of sand filters that have outlived their life span. Council approved. She also suggested giving $100,000 to the street department possibly for a new truck, pointing to costly repairs for the current truck. No action was taken on that suggestion.

Council approved the canine officer policy, which outlines the officer's duties and how he'll be compensated for caring for the dog while off-duty since the K-9 lives in his home.

Police Chief Mike Abraham said it equates to four hours at time and a half at the officer's pay rate.

Council also gave the go ahead to Lisbon Assembly of God Pastor Donna Shuman, Vice President of the Lisbon Ministerial Association, for the ministerial association to donate a park bench to the village. Plans call for a plaque with a scripture reference to be placed on the bench. A determination will be made on where to place the bench.

"We want to thank you for everything you've done and want to give back a little bit to the community," she said.

Mayor Peter Wilson said only 11 permits were secured for the recent yard sale weekend that was funded by the Lisbon Eagles with a $500 donation. Wilson said he called the Eagles' representative to see what they wanted done with the remaining $445. The decision was made by the Eagles to have the remaining money go to the Lisbon Area Chamber of Commerce beautification committee. The Eagles also plan to sponsor two free swim days with a donation of $500, or $250 per day.

Wilson also announced that the first meeting of the Board of Building Appeals to hear challenges to decisions by the Architectural and Historic Board of Review was set for 6:30 p.m. July 13. Members of the board appointed by the mayor and approved by council include Becky Kleinknecht, Sue Reynolds, Justin Duffy, Dave Pancurak and Barb DeCourt. Their terms are one year.

Council agreed to donate $500 to the fire department's fundraising golf outing on Aug. 12.

Councilman Jerry Cox reported that K & R Residential Maintenance Solutions of Lisbon offered to make the repairs for free to the Cedar Park pavilion that was recently damaged by a vehicle.

In other park matters, council agreed to an expense of $200 for a new 8-feet by 8-feet sandbox and to pay $2,500 to Dan Haught to move the playground equipment donated from the school district from McKinley to the village. The equipment will be moved from the school property and placed in storage until the area at the park near the walking path can be prepared.

An issue with juveniles hopping the fence and breaking into the snack shack at the pool was also discussed, with plans calling for replacing the security cameras. It was also announced that a local disc jockey approached the pool manager about a pool party for teens, which will be held from 7 to 9 p.m. July 14.

The village is still looking for quotes for painting the fire department ceiling. The east side hydrant flushing was nearly complete, with plans to start on the west side next.

The next council meeting will be 6:30 p.m. July 11 at village hall.
