Lisbon approves Board of Building Appeals

LISBON — The village now has a Board of Building Appeals to hear challenges to decisions by the Architectural and Historic Board of Review.

Village council approved the five appointments announced by Mayor Peter Wilson Tuesday night.

The members of the board include Becky Kleinknecht, Sue Reynolds, Justin Duffy, Dave Pancurak and Barb DeCourt. A question was raised about how long the terms are, but nobody was sure.

The lack of an appointed board came up as an issue after the Architectural and Historic Board of Review denied a window sign request for Shannon Clark, the owner of Lincoln Social Hall on West Lincoln Way.

Fiscal Officer Tracey Wonner previously said no Board of Building Appeals had been formed to hear appeals, even though the law allows for it, so the issue came before council during a special meeting in May.

During that meeting, council granted permission for Clark to put up the window sign until the Board of Building Appeals is formed, then she’ll have to go through the appeal process.

She was going to have to make a separate application to the Architectural and Historic Board of Review for a sign on the building, which is located next to the Columbiana County Republican Headquarters.

In other business from Tuesday’s regular council meeting, senior plant operator Chris Peterson announced a reminder for residents and any contractors working in the village to call 811 before digging to check for any utility lines. Apparently, a contractor recently hit a 12-inch water line in the village while digging.
