LISBON -- Commissioners on Wednesday agreed to try again by giving permission to advertise a second time for bids for a Salineville street repaving project after no bids arrived the first time around.
The Community Development Block Grant project involves the resurfacing of Washington Street from Main Street to the Brookview Apartments in Salineville. Bids will be opened June 14.
In recent meetings, commissioners also approved action related to two other projects, agreeing to advertise for bids for the county line striping program and authorizing county Engineer Bert Dawson to sign documents related to an emergency slip repair on Calcutta Smith Ferry Road in St. Clair Township. The slip repair will measure 320 feet in length and involve design and construction of a retaining wall about 150 feet west of the Ohio and Pennsylvania state line. Emergency funding has been secured from the Ohio Public Works Commission for $621,000, with construction expected in the fall.
Commissioners signed paperwork related to the completion of a flooring project on the second floor of the Eastern Ohio Correction Center women's facility on North Market Street (site of the old county jail). The county owns the building and subleases it to the EOCC, so the commissioners must sign off on the project before the invoice can be sent to the Ohio Department of Corrections to pay the vendor.
Tammy Wolfe, Lisbon director of the EOCC, shared photographs of the project with commissioners and said it "looks really nice."
In other recent business, the commissioners approved the following contracts for the Columbiana County Department of Job and Family Services as recommended by Director Rachel Ketterman: Complete Pest Solutions, extermination and pest treatment in homes of Prevention, Retention, Contingency Plan Children Services clients, contract ceiling $6,000, July 1, 2023 through June 30, 2024; Northeast Ohio Adoption Services, adoption services and special training services, IV-B funding, $6,000 contract ceiling, July 1, 2023 through June 30, 2024; CLEAR, provides location of individuals apart of family services programs, Child Support Enforcement Agency funding, June 1, 2023 through May 31, 2024.
The board also approved the Title XX Biennium County Profile for Oct. 1, 2023 through Sept. 30, 2024 and increased the unit rate to $2.15 for the Catholic Charities Christina House Domestic Violence Shelter, with funding from Temporary Assistance for Needy Families, from Oct. 1, 2022 through Sept. 30, 2023.
The commissioners accepted amounts and rates set by the county Budget Commission for the upcoming tax year, reappointed Tad Herold as the commissioners' representative to the OneOhio Region 11 Board of Directors for a one-year term, authorized the county coroner to sign an agreement with the Cuyahoga County Medical Examiner for a term of five years, and hosted the Investment Advisory Board meeting.
During the Investment Advisory Board meeting, county Treasurer Bryan Blakeman reported that the new kiosk on the first floor of the courthouse and the treasurer's website collected $3 million in electronic funds for the first half tax collection this year, with the majority of those funds coming through the website and $20,000 through the kiosk. He said that the electronic collection helped with the overflow from the counter in the treasurer's office.
The next commissioner meeting will be 9 a.m. June 7 at the courthouse.
