LISBON -- The Shelly Company-Northeast Division submitted the low bid for this year's county paving program through the Columbiana County Engineer's Office for $1,892,889.
Chief Deputy Highway Engineer Bill Helscel advised county commissioners the bids will be reviewed and he'll return next week with a recommendation for the contract.
Bids were opened Wednesday morning and Helscel said the totals were slightly higher than the estimate, but very close. The only other bidder besides The Shelly Company was NLS Paving Inc. for $2,156,150.
The paving list covers portions of the following roads: under the county, Calcutta Smith Ferry Road, East Liverpool Road, 10th Street Extension and Strader Road; for Liverpool Township, Lantern Street, Lighthouse Court, Candle Street and Hess Road; for Washington Township, McGovern Road; and for West Township, Augusta Road.
In other road-related matters, Helscel invited commissioners to join him in Knox Township to see the new equipment for the chip and seal program in action. Last year, the engineer's office purchased a new chip spreader for $350,000 and two new distribution trucks costing $253,000 each.
He noted the county has one of the largest chip and seal programs in the state, with 110 miles of roadway on this year's list in 17 townships, four villages and a handful of county roads, including old state Route 45, Hamilton Road, Neeld Road, Waterford Road, Koontz Avenue and Calcutta Acres. Perry Township was the lone township not taking part.
Villages taking part include: Salineville for North Street, Lincoln Street, South Alley and East End Road; Summitville for Emrick Road and Fink Road; Leetonia for Cemetery, Anglemeyer, Spruce, Stoy and Mill streets; and New Waterford for Court Street.
Townships and villages cover the cost of the emulsion and gravel while the county provides the equipment and labor.
The commissioners approved two Roadway Use and Maintenance Agreements (RUMAs) for EAP Ohio for horizontal drilling projects and infrastructure in Knox Township and Butler Township for sections of Rochester Road and Georgetown Road. Commissioners also approved and authorized Commission President Roy Paparodis to sign the revised irrevocable letter of credit for the RUMAs as presented by EAP. According to Helscel, the company will be repaving sections of Rochester Road and Georgetown Road in two years.
In other business, commissioners authorized Paparodis to sign a letter of support for the Community Action Agency of Columbiana County for the Homeless Crisis Response Program Homeless Shelter activities located in Salem Township. The letter is now required as part of the agency's application for funding to continue operations of the homeless shelter, located on state Route 45.
As requested by county Department of Job and Family Services Director Rachel Ketterman, the commissioners approved a lease agreement for Direction Home of Eastern Ohio to lease space on the second floor of the DJFS/government services building. The lease is from July 1 this year to June 30, 2026 at a cost of $11,910 per year in equal monthly installments of $992.50. The board also approved proposed changes to the Prevention, Retention, Contingency Plan.
The next commissioners' meeting will be 9 a.m. July 5 in the downtown courthouse.
