LISBON -- Commissioners opened bids Wednesday for Community Development Block Grant street improvement projects for Salem and Columbiana, with RT Vernal the low bidder for both.
Bids were referred to Howells and Baird, the engineering firm for the project, for review and recommendations. In Salem, portions of Newgarden Avenue and Mullins Street will be resurfaced. In Columbiana, a portion of Union Street will be resurfaced.
The engineer's estimate for the Salem project was $368,000, with bids at $362,388 from RT Vernal of North Lima and $378,228 from Shelly Company of Twinsburg.
The engineer's estimate for the Columbiana project was $172,000, with bids totaling $168,563 from RT Vernal and $187,794 from Shelly Company.
Commissioners approved contract extensions and also proposed changes to the Prevention, Retention, Contingency (PRC) Plan requested by county Department of Job and Family Services Director Rachel Ketterman. One contract was for transcription software services with Speak Write LLC for a period from May 16 this year to May 15, 2024 with a ceiling of $50,000. She said the program saves a lot of time for Children Services workers.
The other contract was with NESCO for payroll for the summer youth program from May 1 to Sept. 30 with a contract ceiling of $92,907. The change to the PRC Plan was to add the summer youth employment plan for this year.
Ketterman expressed excitement about being involved in the summer youth employment program again, noting children ages 14 to 18 who qualify according to 200 percent below the poverty guidelines will be paid $13 per hour. The hope is to employ at least 14 teens this summer.
In other action, the commissioners authorized the county engineer to apply for funding for the Calcutta Smith Ferry Road repairs and approved a sublease purchase agreement with the Ohio Secretary of State for voting machines and equipment.
The commissioners also approved a proclamation to recognize today, April 28, as Workers Memorial Day in Columbiana County to honor all workers who were injured, fallen ill or suffered a fatality as a result of a workplace incident. The proclamation was suggested by the Cleveland Area Occupational Safety and Health Administration Office, whose jurisdiction includes Columbiana County.
The next commissioners' meeting will be 9 a.m. May 3.
