Commissioners: No political signs on county-owned property

By MARY ANN GREIER 3 min read

LISBON -- Columbiana County Commissioners put an unwritten rule in writing Wednesday, prohibiting the placement of political, campaign and other content-based signs on county-owned property.

"You don't put political signs, for example, in front of the Board of Elections," Commissioner Mike Halleck said.

He explained that the county prosecutor's office had received some phone calls with questions about sign placement and wanted the rule codified. The commissioners approved a resolution to prohibit the signs on county property, noting that had been the longstanding unwritten policy anyway.

County Prosecutor Vito Abruzzino confirmed his office had received calls last fall near the time of the general election and more recently and Halleck mentioned signs being placed near the Board of Elections in May.

Abruzzino said having the policy in writing allows his office to refer to that resolution when the calls come about signs. According to the resolution, any political, campaign and content-based signs found on county-owned property will be immediately removed regardless of form or content.

In business related to the county Department of Job and Family Services, presented by Director Rachel Ketterman, commissioners approved a contract between CCDJFS and the county Sheriff's Office for school liaison services from Aug. 1 this year to July 31, 2023. The contract ceiling amount was set at $152,954 covered by Temporary Assistance for Needy Families funding. Ketterman said this is the fifth year for the contract, which helps to fund deputies being at United Local and the county Career Center during the school day.

The commissioners also approved an amendment to the contract between CCDJFS and Terry's Furniture Showcase for mattresses, foundations, beds and chest of drawers for Children Services clients, recognizing an increase in the product prices for the agency. The contract ceiling is remaining the same, with the contract from March 15 this year to March 14, 2023. The costs will be reviewed at the end of the quarter.

The hiring of Colette Mascher of Lisbon as human resource assistant at CCDJFS was approved. Ketterman said the position had been vacant since a retirement in January and Mascher has a bachelor's degree in Human Resources.

In other action, the commissioners also approved legislation related to the capital projects fund and a sublease-purchase arrangement with the Ohio Secretary of State for voting machines and equipment.
