Salem man faces 34 sex related charges

LISBON — A Salem man is facing 34 charges for his alleged involvement in attempting to procure a teenage prostitute in May and for materials investigators with the Mahoning Valley Human Trafficking Task Force found in his possession after a search warrant was obtained for his home. The 23-year-old man was one of five men indicted on prostitution-related charges when the Columbiana County Common Pleas Court grand jury met this week.

The grand jury issued 44 indictments, including the following list of 23 open indictments and one superseding indictments. The remaining 20 secret indictments will be released as they are served to the defendants.

Anthony Christopher Smith, 23, South Howard Street, Salem, is charged with importuning, a fifth-degree felony; six counts of disseminating matters harmful to juveniles, each a fifth-degree felony; attempted unlawful sexual conduct with a minor, a fifth-degree felony; possessing criminal tools, a fifth-degree felony; 10 counts of pandering obscenities involving a minor or impaired person, each a fourth-degree felony; and 15 counts of illegal use of a minor or impaired person in nudity-oriented material or performance, each a fifth-degree felony. Smith is accused of attempting to solicit law enforcement posing as a child between 13 and 16 years of age, into sexual conduct on May 29, providing that “child” with obscene materials; and traveling to East Palestine to meet the person he believed to be a child for sex. The other charges are for obscene materials allegedly found on Smith’s phone or at his home on June 1.

Paul Joseph Schrag, 32, Monaca, Pa., is charged with attempted unlawful sexual conduct with a minor, a fourth-degree felony, and fifth-degree felony charges of importuning, disseminating matter harmful to juveniles and criminal tools. On May 24, Schrag allegedly initiated a conversation with someone he believed to be a 15-year-old girl, sent her an obscene photo of himself and requested she meet him for a sexual encounter on May 25.

Bruce J. Crawford, 32, Garrettsville, is charged with compelling prostitution, a third-degree felony; and possessing criminal tools, a fifth-degree felony. On June 17, Crawford allegedly agreed to pay a 16-year-old girl’s agent $70 for sexual conduct with her and drove to East Palestine to meet her.

Daniel J. Evans, 44, Jefferson, is charged with compelling prostitution, a third-degree felony; and possessing criminal tools, a fifth-degree felony. On June 14, Evans allegedly offered to pay an undercover agent posing as a 16-year-old foster care run away $100 for sexual acts and then went to meet the girl to carry out the deal on June 16.

Kenneth James Smart, 44, Ellwood City, Pa., is charged with attempted unlawful sexual conduct with a minor, a fourth-degree felony, and fifth-degree felony charges of importuning and possession of criminal tools. Smart allegedly used a phone in order to solicit sexual conduct with a law enforcement officer, who was posing as a child at least 13 years old, but less than 16 years old on June 9.

Edward B. Bailey, 37, Allison Street, East Liverpool, is charged with attempted aggravated arson, a third-degree felony, for allegedly attempting to set a fire on the backporch of an occupied structure at 668 Riley Ave., East Liverpool, on April 11.

James V. Wiebe, 51, North Walnut Street, East Palestine, is charged with having weapons while under disability, a third-degree felony; aggravated trafficking in drugs, a third-degree felony; aggravated possession of drugs, a third-degree felony; and two counts of aggravated possession of drugs, a fifth-degree felony. The charges include a specification for the forfeiture of alleged drug-related funds for $10,500 reportedly in Wiebe’s possession on Dec. 27, along with weapons, more than the bulk amount of methamphetamines, morphine and oxycodone.

David W. Willis, 56, East Main Street, Salineville, is charged with felonious assault, a second-degree felony, and having weapons while under a disability, a third-degree felony. On April 18, Willis allegedly brandished a firearm, a 22-caliber handgun, making Tammie Tice believe he was going to harm her. Additionally, Willis reportedly has a prior conviction of aggravated assault, a fourth-degree felony, in Carroll County in 2005, which prohibits him from owning a firearm.

Kira E. Dunn, 35, Weber Lane, East Liverpool, is charged with burglary, a second-degree felony, and assault, a misdemeanor charge. Dunn is accused of entering a structure in order to assault or attempt to assault Misty Conrad on May 8.

Eric Joplin, 29, Raleigh, W.Va., is charged with carrying a concealed weapon, a fourth-degree felony, for allegedly having a handgun available, either loaded or with the ammunition at the ready, on May 29.

Stephen Thomas Vishak, 27, state Route 518, Lisbon, is charged with assault, a fourth-degree felony, as well as misdemeanor charges of assault and obstructing official business. On June 3, Vishak allegedly harmed or attempted to harm patrolman Michael King of the Salem police department and Austin Smith, as well as impeding the ability of police to perform their duties.

Shawn Ashely Osborn, 40, Clark Avenue, Wellsville, is charged with burglary, a second-degree felony; two counts of third-degree felony charges of violating a protection order; two fifth-degree felony charges of violating a protection order; a fourth-degree felony domestic violence; and misdemeanor charges of petty theft, endangering children and criminal damaging or endangering. On May 30, Osborn allegedly went into an occupied home in order to commit an alleged domestic violence offense against Jessica Lynn Ehlers. He also allegedly took $80 belonging to Ehlers, created risk to a child who was 3 years old, and damaged or endangered her property – an iPad, four pairs of tennis shoes and a kitchen chair.

Corey M.S. Evans, 19, state Route 154, Lisbon, is charged with improperly handling firearms in a motor vehicle, a fourth-degree felony, and a misdemeanor charge of domestic violence. On May 25, Evans allegedly had a loaded firearm in his vehicle and attempted to harm Thomas R. Hughes II, a family or household member.

Melissa K. Johnson, 29, Canal Street, Hanoverton, is charged with aggravated possession of drugs, a third-degree felony, driving under suspension and two counts of fourth-degree felony OVI, for her alleged actions on Feb. 19, when she allegedly had methamphetamines.

Joshua D. Vishak, 46, Y Camp Road, Lisbon, is charged with three counts of violating a protection order, each a fifth-degree felony, for allegedly recklessly violating an order on both March 26 and March 27.

Steven W. Watters II, 43, Elk Avenue, Lisbon, is charged with theft, aggravated possession of drugs and possession of heroin, each fifth-degree felonies, for allegedly having a stolen license plate belonging to Robert Kurilko, methamphetamines and heroin on Aug. 8, 2020.

Todd A. Kolodziej, 48, Monaca, Pa., is charged with tampering with evidence, a third-degree felony, and a misdemeanor charge of possessing drug abuse instruments. On March 22, Kolodziej allegedly had attempted to hide evidence and had a syringe in his possession.

Tammy L. Johnson, 53, McGavern Road, Salineville, is charged with tampering with evidence, a third-degree felony, and misdemeanor charges of obstructing official business and illegal use or possession of drug paraphernalia, for her alleged actions on May 12.

Shane J. Linden, 42, Crestview Road, Leetonia, is charged with grand theft of a motor vehicle, a fourth-degree felony, for allegedly stealing a 2008 Chevy Silverado belonging to Harold Feezle on May 15.

Irina Sprankle, 23, Boardman, is charged with aggravated possession of drugs, a fifth-degree felony, for allegedly having methamphetamines in her possession on Dec. 24.

Patrick Moore, 45, Corydon, Ind., is charged with tampering with evidence, a third-degree felony, and misdemeanor charges of falsification and resisting arrest. On May 23, Moore allegedly was attempting to hide evidence from police, made a false statement and attempted to interfere with his arrest.

Lance J. Steffel, 66, East Main Street, Washingtonville, is charged with grand theft of a motor vehicle, a fourth-degree felony, for allegedly taking a 1995 Chevy S-10 belonging to Dexter Dennis on April 22.

Brian Dwayne Powell, 49, Stagecoach Road, East Liverpool, is charged with domestic violence, a fourth-degree felony, for allegedly harming Lena Berdine on June 12, when he reportedly has a prior domestic violence conviction in East Liverpool Municipal Court on March 24, 2020.

Christy Ann Harpold, 42, Sherwood Avenue, East Liverpool, is charged with a misdemeanor falsification charge for allegedly making false statements to authorities on April 18.

A superseding indictment was issued for Paul J. Kern Jr., 41, Wood Street, East Palestine, charged with second-degree felony charges of aggravated trafficking in drugs and aggravated possession of drugs, as well as fifth-degree felony charges of permitting drug abuse, aggravated possession of drugs and possession of drugs. Kern allegedly had and was selling methamphetamines in an amount of at least five times the bulk amount from his home on Dec. 24, when he also was in the possession of morphine and diazepam.
