Court News LISBON — A East Liverpool man who robbed a gas station customer who was pumping gas last fall entered guilty pleas to charges from two separate indictments, included an amended robbery offense. Charles Shelva Lee Bell II, 21, Blakely Street, pleaded guilty to third-degree felony robbery and misdemeanors of assault and theft for coming up to the man at River City Fill Up in East Liverpool and spraying him with pepper spray, then taking his phone and car keys before fleeing the scene on Sept. 14, 2023.
