Grand Jury LISBON — A Tennessee man accused of having sexual contact with a child over a five-year period starting when the child was 6 years old was served Tuesday with a secret indictment for two sex-related counts. Allen Owens, 59, Riceville, was served with the paperwork in Athens, Tenn. for two counts of gross sexual imposition, a third-degree felony.
