MUNICIPAL LISBON — A Columbiana County jail inmate who allegedly escaped from East Liverpool City Hospital and a man who allegedly lied to deputies about the ride he gave him both had their cases bound over to the county grand jury. Joseph R. Adams, 48, Holliday Street, East Liverpool, waived his preliminary hearing Wednesday in county Municipal Court for escape, a second-degree felony, and vandalism, a fifth-degree felony. Court News LISBON — An East Liverpool man charged with passing bad checks had his case dismissed recently after being found still not competent and unable to be restored to competency. Shawn Peddicord, 44, Wilbert Avenue, was charged with one count of fourth-degree felony passing bad checks for allegedly attempting to defraud a man with a check written for $17,650 on Jan. 30, 2025.
