Municipal LISBON — In Columbiana County Municipal Court, a former promoter for the Fraternal Order of Police Quaker Lodge #88, Richard Csernik, 64, Youngstown, was fined $250 and given a suspended 30-day jail term for unauthorized use of property amended from theft for presenting the FOP with false records to receive a payment last year.
