Municipal LISBON — In Columbiana County Municipal Court, a case against Jessy Paul Lee, 35, Chester, W.Va., was bound over to the county grand jury for felonious assault, abduction and grand theft auto for allegedly holding a woman against her will, punching her in the face multiple times then holding a knife to her throat while they were traveling in a vehicle in East Liverpool on Feb. 17.
