LISBON -- A man accused of attempting to sell heroin in East Palestine was sentenced to six months in prison after withdrawing a motion to withdraw his guilty plea from 2024 in Columbiana County Common Pleas Court.

The case against Nathan Minerd, 39, Youngstown, proceeded to sentencing on the trafficking in heroin charge, a fourth-degree felony, with credit given for 24 days already served in jail. A charge of trafficking in fentanyl-related compound was dismissed. Minerd was accused of attempting to sell drugs in East Palestine on Aug. 16, 2023. The amount of the heroin involved was equal or exceeding 1 gram, but was less than 5 grams.

Also in Common Pleas Court:

-- Chelsea N. Keyes, 24, Lacroft Avenue, East Liverpool, was ordered to serve 270 days in the county jail, with credit for 173 days served, leaving a balance of 97 days still to serve for violating the terms of her probation for aggravated possession of drugs, a fifth-degree felony. Keyes possessed methamphetamine on Oct. 18, 2024.

-- Jamie L. Allen Jr., 27, South Lincoln Avenue, Lisbon, was ordered to serve 102 days in the county jail, with 57 days suspended, leaving a balance of 45 days still to serve for violating the terms of probation for charges of third-degree felony burglary and misdemeanor petty theft. Allen illegally entered a property and stole headphones on Aug. 7, 2019.

Municipal

LISBON -- Child endangerment charges against an East Liverpool woman have been dismissed in Columbiana County Municipal Court.

Kathleen Shasteeen-Dearth, 33, East Liverpool, was sentenced to 90 days in jail with 87 days suspended and credit for three days served and fined $565 for OVI. A charge of endangering children was dismissed. She was alleged to have been unconscious in the driver's seat of a vehicle under the influence of drugs or alcohol while a 1-year-old child was in the rear seat of the vehicle.

Nicholas Sherrill, 25, state Route 154, Negley, was sentenced to 90 days in jail with 87 days suspended and credit for three days served and fined $600 for physical control amended from OVI. A taillight violation was dismissed.

A pretrial was set Dec. 1 for Keven Morrison, 57, East Third Street, East Liverpool, charged with two exterior protection violations, a housing code violation, and falsification for allegedly failing to remediate an East Liverpool property in a state of disrepair in a timely fashion despite verbal and written orders to do so. Issues including but not limited to a dilapidated garage, missing parts of the roof, damaged soffit and fascia, missing and broken windows, missing gutters and downspouts, and ivy growing on wooden clapboards. Morrison also allegedly led city officials to believe he was the registered owner of the property by providing them with a false identity in May of 2026.

A pretrial was set Nov. 23 for Jessica Rodriguez, 47, Menifee, California, charged with reckless operation, OVI, failure to produce license, traffic control devices, and prohibited U-turn.
