LISBON -- In Columbiana County Municipal Court, a case against Kevin W. Short, 53, last known address Desellem Road, Lisbon, was bound over to the county grand jury for operating a vehicle impaired, a third-degree felony, for a traffic stop on Aug. 28 when he was allegedly impaired in Lisbon, with a record that included a felony OVI conviction.
A preliminary hearing was set Oct. 7 for Clint G. Cain, 57, Grant Street, Lisbon, charged with two counts of gross sexual imposition, a third-degree felony, for allegedly inappropriately touching juvenile girls, 11, 12 and 14 while giving them rides on a 4-wheeler on Grant Street, Lisbon on Sept. 27. A witness said the first two victims told him what happened and then he witnessed the defendant touching a third girl who was on the 4-wheeler with him. The witness got her off of the 4-wheeler and they all ran to get help.
A preliminary/pretrial hearing was set Oct. 7 for Kayla Denise Clingerman, 40, West Chalmers Avenue, Salem, charged with third-degree felony intimidation and misdemeanors of obstructing official business and disorderly conduct for allegedly threatening a police officer after being transported to the Columbiana County jail, County Home Road, Lisbon on Sept. 26 for a disorderly incident in Salem on Sept. 25. An affidavit said police were called to East Pershing Street, Salem for an intoxicated woman, finding Klingerman allegedly heavily intoxicated. About an hour prior to this interaction, police had spoken to her and she said she consumed two bottles of vodka and fell three times. After her arrest, she had to be picked up and carried to the cruiser when she refused to stand up.
A preliminary/pretrial hearing was set Oct. 14 for Jerry R. Krzys II, 47, New Buffalo Road, Columbiana, charged with fifth-degree felony improper handling firearms in a motor vehicle and misdemeanors of OVI, OVI breath and left of center for having a loaded handgun in the glove box of his vehicle while allegedly driving impaired on Sept. 26.
A pretrial was set Oct. 14 for Amy Lou Cameron, 56, St. Clair Avenue, East Liverpool, charged with aggravated menacing and menacing for allegedly threatening to shoot another woman, cut her with a knife and get her "9," causing the other woman to feel threatened on Sept. 27 in East Palestine. The defendant was allegedly intoxicated. She also allegedly started aggressively walking toward a different woman after taking off her jacket and taking out her dentures, yelling obscenities at her and making her feel like she was going to be attacked.
A pretrial was set Nov. 18 for Savannah Marie Gulu, 18, Jackman Street, East Liverpool, charged with assault for allegedly pulling a woman's hair and trying to drag her up the stairs at an East Liverpool residence on Sept. 22.
A pretrial was set Nov. 18 for Lori Ann Harris, 49, West North Avenue, East Palestine, charged with domestic violence for allegedly striking a man in the face and putting her hands around his neck on Sept. 27 in East Palestine.
A pretrial was set Oct. 13 for Seth Robert Steele, 34, Carter Street, East Liverpool, charged with domestic violence, resisting arrest and obstructing official business for an alleged domestic incident on Sept. 27 in Liverpool Township when he allegedly failed to comply with several commands from police and was tased and taken down. He had allegedly lunged forward attempting to reach for the taser before he was tased, an affidavit said.
A pretrial was set Oct. 13 for Michelle Lynn Kerr, 44, West High Street, Lisbon, charged with domestic violence and unlawful restraint for allegedly slapping a man in the face multiple times and holding him down on Sept. 25 in Lisbon.
Ronald A. Shaffer Jr., 33, Salineville Road, Salineville, was fined $450 for two counts of disorderly conduct amended from assault and criminal damaging and for driving under suspension. Charges of aggravated menacing and domestic violence were dismissed. Shaffer had been accused of grabbing the steering wheel and making threats against a woman who was driving on Aug. 4 on U.S. Route 30 in Center Township. The vehicle then went off of the roadway. He also came into the passenger side window of a pickup and grabbed a man's arm and also damaged the right turn signal of the vehicle.
A status conference was set Nov. 25 and a court trial was set Dec. 9 for Lisa M. Young, 52, Rose Drive, Lisbon, charged with violation of a protection order and assault for allegedly striking another woman in the face with a trash bag full of fake flowers during an argument July 6 in Lisbon and then coming within 50 feet of a protected person on Sept. 17, also in Lisbon.
Alexander Joseph Paz, 39, Morgantown, W.Va., was fined $750 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, with 20 hours community service, for engaging in prostitution and possessing criminal tools. An education course was already completed. Paz was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for currency, then traveling on March 15 to the meeting in Unity Township, with the phone and used to make the arrangements and $80 in his possession.
Logan L. Peters, 20, Spencerville, was fined $150 for disorderly conduct amended from improper handling of a firearm in a motor vehicle for having two handguns in a vehicle when he didn't qualify to possess the firearms on April 25 in Leetonia.
Katherine R. Nagel, 38, Norwalk, was fined $350 for theft for taking a bag of candy from Giant Eagle in Salem, eating the contents and then placing the bag back onto the shelf on Feb. 7, 2023. The value of the candy was $5.19.
A pretrial was set Nov. 23 for Jamie P. Tice Jr., 25, Malone Road, Salineville, charged with theft for allegedly stealing a bicycle from a yard in Salem on Sept. 25.
Timothy Lamond Jackson, 70, West Fifth Street, East Liverpool, was fined $100 and received credit for two days served in jail for criminal trespass for trespassing in a condemned residence in East Liverpool on Sept. 26.
A pretrial was set Nov. 18 for Ashley Dawn Nelson, 35, Wall, Pa., charged with resisting arrest, drug paraphernalia and criminal trespass for allegedly trespassing in a condemned house in East Liverpool, resisting verbal police commands and possessing a glass bubble for drug paraphernalia.
A pretrial was set Nov. 18 for Blake K. Solmen, 26, Newgarden Avenue, Salem, charged with criminal trespass for allegedly trespassing at a bar on South Broadway Avenue, Salem after previously being trespassed from the establishment a year ago.
A pretrial was set Nov. 24 for Kathryn Ann Bailey, 63, Minerva Street, East Liverpool, charged with criminal trespass for allegedly trespassing in a condemned residence in East Liverpool on Sept. 26.
David M. Butcher, 53, Woodland Avenue, Salem, was fined $200 for criminal trespass for trespassing in a Salem apartment on East Third Street on March 9.
A charge of disorderly conduct against Mark L. Stokes, 33, Jamestown, Pa., was dismissed at the request of the prosecutor due to insufficient evidence. The charge allegedly stemmed from an incident at a bar on North Ellsworth Avenue, Salem on May 23.

Lovett, 33, Prospect Street, Salem, charged with illegal use or possession of drug paraphernalia for allegedly possessing a clear bag with a white crystal-like substance and a red container with white powder while a passenger during a traffic stop on Sept. 25 in Salem.

A pretrial was set Nov. 17 for Mark Austin Vojnovich, 31, Church Street, East Liverpool, charged with OVI third offense, OVI refusal with prior within 20 years and reasonable control.
Michael L. Bess, 43, Pittsburgh, Pa., was fined $500 and sentenced to 90 days in jail, with 87 days suspended and credit for one day served, leaving two days still to serve in jail for obstructing official business amended from endangering children. He was ordered to have no in-person contact with the juvenile victim, but can attend sporting events and have electronic communications, but with no discussions regarding football. He was accused of creating a risk of health or safety to a juvenile by injecting him with performance-enhancing hormones or steroids with a hypodermic needle over a six-week period, with the last dose April 17, 2025, in East Liverpool, according to the police affidavit.
A pretrial was set Nov. 16 for David James Reeves, 50, Wilbert Avenue, East Liverpool, charged with theft for allegedly concealing two items in his pocket and leaving without paying for the items valued at $81 from the Calcutta Walmart on Aug. 25.
