Grand Jury
LISBON -- Travis R. Culler, 38, South Lincoln Avenue, Salem, was served Monday with a secret indictment issued by the Columbiana County Grand Jury for aggravated trafficking in drugs and aggravated possession of drugs, both third-degree felonies, for allegedly trafficking and possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on Feb. 3.

LISBON -- In Columbiana County Municipal Court, cases against Michael B. Delp, 49, East Eighth Street, Salem, were bound over to the county grand jury for third-degree felony tampering with evidence and misdemeanor illegal use or possession of drug paraphernalia and driving under suspension for allegedly smashing a glass pipe with burnt residue and eating a baggie of white powder during a traffic stop on July 27 in Salem.
A domestic violence charge against Orlando Delvaughn Walker, 35, Pennsylvania Avenue, East Liverpool, was dismissed at the request of the prosecutor, with a notation that the alleged victim was not cooperative. He was accused of allegedly grabbing a woman by the hair and striking her in the face on June 22, 2025.
A pretrial was set Nov. 17 for Joseph L. Bauer Jr., 39, state Route 45, Lisbon, charged with domestic violence for allegedly pushing another man and putting him in a headlock on Sept. 21 in Center Township.
Timothy L. Neal, 24, last known address West Pine Street, Lisbon, was fined $500 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for assault amended from domestic violence, plus 20 hours community service. Neal headbutted a woman in the face on May 3 in Lisbon.
Ashlee Durbin, 30, Wilbert Avenue, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, with 20 hours community service, for disorderly conduct amended from domestic violence. She was accused of punching a juvenile in the arm and putting her hands around her neck on April 28 in East Liverpool.
Amari Da Queen Graham Cruz, 34, Youngstown, was fined $400 and sentenced to 20 days in jail, with credit for three days served, leaving a balance of 17 days still to serve for soliciting and possessing criminal tools. Cruz was accused of posting an ad offering sex for hire on a known prostitution website and arranging for sexual activity in exchange for money with an undercover agent who contacted her through the ad, with Cruz traveling to East Palestine on April 17 with the phone used to make the arrangements in her possession.
Jeffery Ray Crowe, 47, Warren, was fined $750 and given credit for one day served in jail for engaging in prostitution and possessing criminal tools. He was ordered to complete the prostitution prevention course and forfeit $140 to the Mahoning Valley Human Trafficking Task Force. Crowe responded to an undercover ad on a known prostitution website and arranged for sexual activity with women in exchange for money paid via the Cash App, then arrived in East Palestine on Dec. 28, 2025 for the meeting with the phone used to make the arrangements in his possession.
Michael W. Shreve, 69, Alpha Street, East Liverpool, was fined $100 for disorderly conduct amended from discharge firearm, with the judgment entry noting the charge was amended at the request of the East Liverpool assistant law director, who said the dog was shot in defense of property and other persons. The shooting of the dog occurred on April 19 on Alpha Street in East Liverpool.
Megan C. Ripley, 32, East Third Street, Salem,, was fined $550 and received credit for eight days served in jail for possessing drug abuse instrument, possessing drug paraphernalia and theft. During a traffic stop on Aug. 3 in Salem, she possessed hypodermic needles and a digital scale with residue while she was a passenger in a vehicle. On June 26, she walked out of the Salem Walmart with cart full of groceries and other items totaling $381.
A pretrial was set Nov. 17 for Kevin E. Roupe, 35, Ashbaugh Lane, East Liverpool, charged with housing code violation buildings and structures, litter and maximum permissible height of weeds for allegedly failing to cut weeds growing higher than 8 inches, littering and having a severely deteriorated deck railing on April 18 at his property on Ashbaugh Lane in East Liverpool.
Charges of operating a vehicle impaired, speeding, marked lanes and drug paraphernalia against Sarah C. Mullins, 32, Carbon Hill Road, East Palestine, were dismissed, with a notation that the case will be heard by the county grand jury. According to the affidavit, during a traffic stop, she possessed a metal tray with white residue on it in her glove compartment. A search of the vehicle also yielded two medium-sized packages of suspected fentanyl, two paper folds and several items of marijuana.
Kenneth Allen Miller, 65, Salineville Road, Salineville, was fined $580 for physical control amended from operating a vehicle impaired, no turn signal and no seat belt.
Christa M. Hutton, 48, Chestnut Street, Lisbon, was fined $815 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI and driving under suspension, with an open container charge dismissed. Charges of OVI and open container from another incident were dismissed. Her license was suspended for 180 days.
A pretrial was set Nov. 23 for Tracy None Sullivan, 55, Johnson Road, Lisbon, charged with OVI and reasonable control.
A pretrial was set Nov. 18 for Dorothy Michelle Molter, 23, Wilbert Avenue, East Liverpool, charged with criminal trespass and reasonable control for allegedly entering an apartment in East Liverpool without permission on Aug. 27.
A pretrial was set Nov. 16 for Frank B. Gardner, 31, Toronto, charged with criminal damaging for allegedly throwing a brick through an upstairs bedroom window and breaking a bay window to the first floor living room of a house in St. Clair Township on April 10, 2025.
A pretrial was set Nov. 17 for Shawn Phillips Warren, 51, Globe Street, East Liverpool, charged with theft for allegedly stealing a package leaning against a woman's mailbox on July 7 in East Liverpool.
Cassandra R. Manley, 38, West Fourth Street, East Liverpool, was fined $400 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for aggravated trespassing, a misdemeanor, amended from fifth-degree felony breaking and entering, and misdemeanor obstructing official business for breaking into an unoccupied space on Main Street, Wellsville on Sept. 14 and failing to listen to police commands to stop running. She was ordered to complete 20 hours community service.
Charges of possession of drug abuse instrument and drug paraphernalia against Terrianne P. Hiehle, 30, Lincoln Street, East Liverpool, were dismissed due to the defendant being indicted for the matter through grand jury. The charges stemmed from a 2025 traffic stop.
Antonio Paul Doerr, 24, Bethel Park, Pa., was fined $875 and sentenced to 180 days in jail, with 177 days in jail, with credit for three days served in a driver intervention program and $500 of the fine suspended, for physical control amended from operating a vehicle impaired and 10 hours community service ordered. His license was suspended for 180 days in jail, with driving privileges granted.
Charlee Rae Williams, 32, Harding Avenue, East Liverpool, was fined $925 and sentenced to 180 days in jail, with 176 days suspended and credit for one day served in jail for OVI and reasonable control. Upon completion of a driver intervention program, Williams will receive credit for three days served and $500 of the fine will be suspended, with 25 hours community service ordered, along with a one-year license suspension with driving privileges granted.
A pretrial was set Oct. 7 for Louis Landon Michael Reynolds, 40, Silliman Street, New Waterford, charged with OVI second offense, reasonable control and open container.
