Grand Jury
LISBON -- Paul A. Barney, 43, Clarks Mill Road, Salineville, was served recently with a secret indictment for theft, a fifth-degree felony, for allegedly stealing merchandise from Walmart on Sept. 16 2025.

LISBON -- A Lisbon man accused of multiple drug-related counts, including trafficking, possession and being part of a plot to get drugs into the Columbiana County jail entered guilty pleas recently, with sentencing set for Oct. 22.
Adam M. Gallimore, 39, East Liverpool Road, Lisbon, pleaded guilty to second-degree felony aggravated possession of drugs, third-degree felony complicity in the commission of an offense related to illegal conveyance of drugs of abuse into a detention facility and fifth-degree felonies of possession of a fentanyl-related compound, aggravated possession of drugs and two counts of possession of drugs.
A trafficking charge will be dismissed.
He was accused of possessing methamphetamine in an amount equal or greater than five times bulk but less than 50 times bulk, and possessing fentanyl, xylazine and 6-monoacetylmorphine (6-MAM), all on July 2, 2025.
According to the other indictment, on Dec. 23, 2025, he aided and abetted another in the commission of an offense to bring drugs into the county jail and possessed buprenorphine. The plot was a coordinated plan to drop a package of buprenorphine near the entrance of the Columbiana County Courthouse, then arrange for a third person to pick up the package while being transferred from jail to court and then back to jail.

-- Leland Xavier Monte, 19, Newell, W.Va., pleaded guilty to misdemeanor assault, a lesser-include offense of the original charge of felonious assault, a second-degree felony, for taking another man to the ground and striking him multiple times in the face after a fight in Wellsville on Oct. 14, 2025. Sentencing was set for Nov. 9.
-- Shaun P. DeLauder, 46, Echo Dell Road, East Liverpool, entered guilty pleas to two counts of having weapons while under disability, a third-degree felony, with sentencing set for Nov. 19. The charges stemmed from two separate incidents when he possessed a gun and was prohibited from having one due to a previous conviction, with one incident on May 31 this year and one on Sept. 16, 2025. A driving under suspension charge was dismissed.
Municipal
LISBON -- In Columbiana County Municipal Court, a case against Kayla R. Mennell, 30, last known address Grant Street, Rogers, was bound over to the county grand jury for two counts fourth-degree felony assault, fifth-degree felonies of harassment with a bodily substance and vandalism and misdemeanors of resisting arrest and disorderly conduct.
Mennell allegedly kicked two East Liverpool police officers while being placed under arrest for disorderly conduct after being found drunk trying to get into an apartment and not lowering her voice when warned several times on Sept. 8, according to a police affidavit. After being taken to East Liverpool City Hospital when she bashed her head in the cruiser several times after her arrest, she allegedly spit into the mouth of a fire department employee. She also allegedly damaged the taser of the one of the officers she was accused of kicking.
A case against Thomas Price, 56, last known address Fair Avenue, Salem, was bound over to the county grand jury for second-degree felony notice of residence address change for allegedly failing to notify the sheriff's office of a change in address as required for the sexual offender registration on Aug. 12 in Salem. He was also ordered to serve 10 days in jail for violating the terms of his probation for a 2026 domestic violence case.
A preliminary/pretrial hearing was set Sept. 30 for Robert Lee Vincent Garner, 30, Youngstown, charged with attempted (related to alleged promoting prostitution according to the complaint), a fifth-degree felony, and misdemeanors of endangering children and possessing criminal tools for an alleged incident related to responding to an undercover ad on a known prostitution website and offering to transport a woman to her sex-for-hire date in exchange for money and narcotics. He allegedly arrived in New Waterford in Unity Township on Sept. 19 to pick up the woman, with his girlfriend, who was unaware, driving the vehicle with two children in the car and the man possessing the phone used to make the arrangements.
Keith Lee Scott, 23, state Route 164, Lisbon, was fined $250 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for assault amended from domestic violence, with 20 hours community service ordered. Scott physically assaulted a woman on July 19 in Center Township, causing a knot on her head, scratches on her arm and back and the neck of her shirt was ripped.
James Elliott Cagle, 83, Ohio Avenue, East Liverpool, was fined $150 for disorderly conduct amended from domestic violence for pushing a woman and striking her in the stomach with his fist on July 18 in East Liverpool.
Michael L. Baxter, 44, West Fifth Street, Salem, was fined $200 for disorderly conduct amended from assault and possess instrument to ingest for striking a juvenile multiple times in the face on July 3 in Salem and for possessing a glass pipe containing suspected narcotic residue on Aug. 10 in Lisbon.
A pretrial was set Oct. 5 for Corey Lee Boso, 58, Springview Street, East Liverpool, charged with domestic violence for allegedly squeezing and injuring a woman's hand during an argument on Sept. 19 in East Liverpool.
A pretrial was set Sept. 30 for Jason D. Rowland, 50, Summit Street, Lisbon, charged with domestic violence for allegedly striking a woman in the face and pulling her by her necklace on Sept. 18 in Lisbon.
Brock Ray Ward, 43, East Sixth Street, East Liverpool, was fined $100 and sentenced to 120 days in jail, with credit for eight days served, leaving a balance of 112 days still to serve for domestic violence for smacking a woman in the face on Sept. 13 in East Liverpool.
Jamie Ellsworth Barker, 52, Clark Avenue, Wellsville, was fined $600 and sentenced to 30 days in jail, with credit for 11 days served, leaving a balance of 19 days to serve for disorderly conduct amended from assault, possession of drug abuse instrument, and two counts of drug paraphernalia for hitting a woman multiple times on Aug. 3 in Wellsville, for possessing two burnt glass pipes, unknown rock-like substance, and loaded syringe on Sept. 10 in East Liverpool and possessing a burnt glass pipe during a traffic stop on June 5 in East Liverpool.
A charge of sexual imposition against Nicholas Dalton Desimone, 20, Alpha Street, East Liverpool, was dismissed without prejudice, with a notation on the judgment entry that the alleged victim was not cooperative. Desimone was accused with allegedly having improper contact with a woman on Dec. 15, 2025 in East Liverpool.
A pretrial was set Nov. 16 for Kevin Lamont Street, 51, Wilbert Avenue, East Liverpool, charged with menacing, public indecency, disorderly conduct, speeding and driving under suspension for allegedly getting out of his vehicle and urinating on the side of state Route 7 facing oncoming traffic during a traffic stop on Aug. 23 in Liverpool Township, then saying he had chest pains and making multiple threats to police on the way to the hospital, then once at the hospital, making more threats and being transferred to Trinity, which is a health facility in Steubenville. He was also fined $250 for another driving under suspension charge.
Jessica M. Combs, 35, South Beaver Street, Lisbon, was fined $700 and sentenced to 180 days in jail, with 167 days suspended and credit for 13 days served, with 20 hours community service, for six counts of endangering children and one count of drug paraphernalia. Combs was taken into custody on a warrant on Sept. 10 in East Liverpool where she possessed a glass bubble pipe and black pipe with unknown residue. The endangering children counts stemmed from an incident on April 1, 2025 in Lisbon after Lisbon police found no water or heat in her house and very little food for a family of seven, noting ice cubes being melted for drinking water, an affidavit said. Six children were removed from the home by child protective services, with piles of dirty clothes, trash and dirty dishes in the house.
A pretrial was set Oct. 14 for Marie Rose Shelt, 31, Toledo, charged with engaging in prostitution and possessing criminal tools for allegedly posting an ad on a known prostitution website offering sex for hire for $320 per hour and offering the services out of the Quality In in East Liverpool, an affidavit said. An undercover agent with the Mahoning Valley Human Trafficking Task Force arranged to meet her on March 15, 2025 and she was taken into custody by St. Clair Township officers with the phone used to make the arrangements in her possession.
Gordon G. Appel, 30, Main Street, Wellsville, was fined $400 and sentenced to 90 days in jail, with 84 days suspended and credit for six days served, for misdemeanor aggravated trespass amended from fifth-degree felony breaking and entering, and misdemeanor obstruction official business for breaking into an unoccupied space on Main Street, Wellsville on Sept. 14 and when police arrived, not stopped when ordered to stop running. He must complete 20 hours community service.
Ali Lynn Ammon, 28, East Liverpool Road, East Liverpool, was fined $150 for disorderly conduct amended from theft for failing to pay for $42 worth of items from the Calcutta Walmart on May 3.
Thomas E. Morrison, 55, Marion, was fined $150 and given credit for one day served in jail for criminal trespass for entering the Fawcett Apartments building in East Liverpool after being evicted and trespassed from all Columbiana Metropolitan Housing Authority property.
A pretrial was set Nov. 18 for Dorothy Michelle Molter, 23, Wilbert Avenue, East Liverpool, charged with criminal trespass and reasonable control for allegedly entering an apartment in East Liverpool without permission on Aug. 27.
A pretrial was set Nov. 16 for Frank B. Gardner, 31, Toronto, charged with criminal damaging for allegedly throwing a brick through an upstairs bedroom window and breaking a bay window to the first floor living room of a house in St. Clair Township on April 10, 2025.
A pretrial was set Nov. 17 for Shawn Phillips Warren, 51, Globe Street, East Liverpool, charged with theft for allegedly stealing a package leaning against a woman's mailbox on July 7 in East Liverpool.
Cassandra R. Manley, 38, West Fourth Street, East Liverpool, was fined $400 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for aggravated trespassing, a misdemeanor, amended from fifth-degree felony breaking and entering, and misdemeanor obstructing official business for breaking into an unoccupied space on Main Street, Wellsville on Sept. 14 and failing to listen to police commands to stop running. She was ordered to complete 20 hours community service.
Charges of possession of drug abuse instrument and drug paraphernalia against Terrianne P. Hiehle, 30, Lincoln Street, East Liverpool, were dismissed due to the defendant being indicted for the matter through grand jury. The charges stemmed from a 2025 traffic stop.
Antonio Paul Doerr, 24, Bethel Park, Pa., was fined $875 and sentenced to 180 days in jail, with 177 days in jail, with credit for three days served in a driver intervention program and $500 of the fine suspended, for physical control amended from operating a vehicle impaired and 10 hours community service ordered. His license was suspended for 180 days in jail, with driving privileges granted.
Charlee Rae Williams, 32, Harding Avenue, East Liverpool, was fined $925 and sentenced to 180 days in jail, with 176 days suspended and credit for one day served in jail for OVI and reasonable control. Upon completion of a driver intervention program, Williams will receive credit for three days served and $500 of the fine will be suspended, with 25 hours community service ordered, along with a one-year license suspension with driving privileges granted.
A pretrial was set Oct. 7 for Louis Landon Michael Reynolds, 40, Silliman Street, New Waterford, charged with OVI second offense, reasonable control and open container.
