MUNICIPAL
LISBON -- In Columbiana County Municipal Court, a jury trial was set Dec. 3 for Thomas R. Sniezek, 73, Stone Castle Trail, Salem, charged with menacing by stalking for allegedly taking photos and videos of a neighbor and her family, using a ladder to see over the privacy fence. The affidavit also said he would whistle or laugh at the family, causing the family mental distress.
A pretrial was set Nov. 10 for Scott J. Vogel, 23, Vine Street, Salem, charged with assault for allegedly taking a swing at another man during a fight in Salem on July 23.
James Martin Renner, 60, Youngstown, was fined $500 and sentenced to 180 days in jail, with 175 days suspended and credit for two days served, leaving a balance of three days still to serve for assault amended from domestic violence, with 20 hours community service ordered and no contact with the victim. On April 18, physically assaulted woman by attempting to put her in what he called a "Full Nelson" while trying to physically remove her from an East Palestine residence after she came back through the window on April 18. The victim said he had locked her out and then ripped her out of the house after she crawled back in through a window.
Antone Lester Moman, 51, St. George Street, East Liverpool, was fined $250 and received credit for three days served for obstructing official business for ignoring numerous commands from officers and drug task force agents executing a search warrant at an East Liverpool property on April 6.
David J. Welch II, 48, Vine Street, Salem, was fined $150 and received credit for two days served in jail for misdemeanor obstructing official business amended from felony obstructing justice for harboring a wanted man in his apartment in Salem on Aug. 25.
Troy R. Oyer, 33, Rochester Road, Minerva, was fined $150 for disorderly conduct amended from domestic violence for threatening a woman on April 19 in Minerva.
Paul Adam Bowyer, 50, Longs Church Road, East Liverpool, was fined $1,350 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, with 30 hours community service, for engaging in prostitution, possessing criminal tools and physical control amended from operating a vehicle impaired. He responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman for $140 and some cocaine, arriving in Unity Township for the meeting with the phone used to make the arrangements, a baggy of cocaine and the money
A pretrial was set Nov. 16 for Shane LaFlame, 25, Ravenna, charged with obstructing official business and criminal trespass for trespassing at the Foundry in Salem on Sept. 6 and then running away from police, leading to a foot pursuit.
Joseph Daniel Mason, 42, last known address Vine Street, East Liverpool, was fined $1,200 and received credit for 22 days served in jail for criminal mischief, theft, disorderly conduct amended from theft, and five counts of open container. All the incidents occurred in East Liverpool. On Aug. 7, he pulled flowers from a flower pot and took someone else's cell phone on Aug. 11. He stole a wallet on June 29 and had an open container. Other open container counts were from May 9, June 10, July 11 and Aug. 2.
Rick Allen Fisher, 35, Chester, W.Va., was fined $350 and received credit for one day in jail for theft for being part of a shoplifting group who stole 50 items valued at $849 from the Calcutta Walmart on July 1.
Jason F. Krach, 50, Canton, was ordered to serve 90 days in jail for theft and drug paraphernalia, to be served at the same time as a prison term against him. Krach stole $299 worth of items from the Tractor Supply in Salem on Nov. 24, 2025 and possessed a burnt glass pipe.
A motion hearing was set Nov. 24 for Lee W. Wyant, 50, Eagleton Road, Lisbon, charged with OVI, wrongful entrustment and no seat belt.
A pretrial was set Nov. 4 for Tammy F. Kent, 48, Day Road, Lisbon, charged with OVI and marked lanes.
