LISBON -- A woman who stole money from Wellsville Youth Baseball Inc. two years ago entered a guilty plea recently in Columbiana County Common Pleas Court to grand theft.
Shanice N. Thompson, 34, Aliquippa, Pa., will face sentencing Nov. 5 for the fourth-degree felony charge.
According to the indictment issued earlier this year, she stole the money from Jan. 29, 2024 to May 28, 2024 from Wellsville Youth Baseball. According to the stipulated felony plea agreement, she may be facing a sentence of community control, along with an order for restitution of $9,748.
Also in Common Pleas Court:
-- Matthew A. Bays, 39, East Perry Street, Salem, was placed under community control for three years and received credit for 40 days served in jail for third-degree felony aggravated possession of drugs, fifth-degree felonies of three counts aggravated possession of drugs and one count possession of a fentanyl-related compound and two counts misdemeanor possession of drugs with a forfeiture specification for money from a drug case. He was fined $5,000 and ordered to forfeit $376. He possessed methamphetamine, $376, amphetamine, fentanyl, psilocyn, xylazine and alprazolam during a drug raid on Feb. 28, 2025 when the county Drug Task Force and county Sheriff's Office executed a search warrant at an old state Route 344, Leetonia property. He also possessed methamphetamine on Aug. 8, 2025.
-- Chelsea Howells, 32, East Ninth Street, Salem, was placed under community control for five years after pleading guilty to illegal use of supplemental nutrition assistance program benefits or WIC program benefits, a third-degree felony, for illegally using the money from July 1, 2021 to Oct. 31, 2025. She was ordered to make restitution of $41,369 to the Columbiana County Department of Job and Family Services in the form of payments.
-- Scott A. Bailey, 56, East Third Street, Salem, was placed under community control for three years after pleading guilty to violating a protection order, a fifth-degree felony. He was ordered to serve 173 days in the county jail, with credit for 83 days, leaving a balance of 90 days to serve. He violated a protection order on June 13.
-- Frederick A. Kirby, 50, Chester Avenue, Wellsville, was sentenced to eight months in prison for fifth-degree felonies of possession of cocaine, possession of a fentanyl-related compound and aggravated possession of drugs for possessing cocaine, fentanyl and methamphetamine on July 27, 2025.
-- Frank D. Aracich, 53, Steubenville, was sentenced to 12 months in prison for obstructing official business and two counts aggravated possession of drugs, a fifth-degree felony, with credit for 39 day served in jail. He possessed methampethamine on Aug. 2, 2024 and again on Dec. 28, 2024.
-- Joseph W. Perez, 44, Youngstown, was sentenced to nine months in prison after violating his probation for obstructing justice, a fifth-degree felony which had been amended from promoting prostitution for an incident in July 27, 2025. He received credit for 79 days served. The sentence was ordered served at the same time as a Mahoning County sentence.
-- Carter D. Hollinger, 24, Carmel Achor Road, Rogers, was sentenced to 96 days in jail, with credit for 16 days, leaving a balance of 80 days to serve for violating his probation for possession of drugs, a misdemeanor, for possessing methamphetamine on April 10, 2025.
-- Ashley A. Harvey, 35, Birch Road, East Liverpool, was placed under community control for five years and ordered to pay restitution of $48,748 for illegal use of supplemental nutrition assistance program benefits or WIC program benefits, a third-degree felony. The misuse of the benefits occurred from July 1, 2020 to August. 31, 2025.
-- Derek M. Calvin, 36, Canfield, was ordered evaluated for competency and sanity by the Forensic Psychiatric Center of Northeast Ohio for a case of trespassing in a habitation, a fourth-degree felony, and criminal damaging, a misdemeanor, for an incident that occurred March 4, 2025. A status hearing was set for Oct. 30.
-- Perry A. Ross II, 31, West Fourth Street, East Liverpool, was ordered to serve three days in jail for violating his probation for an arson registration violation, a fifth-degree felony, with his community control continued. He failed to report his address as required for the arson offender registration on August. 6, 2024.
-- Jakob D. Bell Sr., 36, Youngstown, was sentenced to 90 days in jail, with credit for 18 days served, leaving a balance of 72 days to serve for violating his probation for aggravated possession of drugs, a fifth-degree felony. He possessed methamphetamine on March 16, 2024.
-- Andrea E. Brown, 49, Canton, was sentenced to 75 days in jail, with credit for 30 days, leaving a balance of 45 days to serve for violating her probation for possession of a fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on Oct. 2, 2023.
-- Michael D. Bruce, 30, Glenn Street, East Liverpool, pleaded guilty to operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI and failure to reinstate license, both misdemeanors, with sentencing set for Oct. 15. A felony OVI will be dismissed. The incident occurred on Jan. 4.
-- Jason L. Conkle, 48, Hollywood Avenue, East Liverpool was ordered to serve 90 days in jail, with credit for 68 days, leaving a balance of 22 days to serve for violating his probation for nonsupport of dependents a fifth-degree felony, with his community control to continue. Conkle failed to pay support from Jan. 1, 2023 to Dec. 29, 2024.
Municipal
LISBON -- In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Sept. 21 for Kayla R. Mennell, 30, Grant Street, Rogers, charged with two counts fourth-degree felony assault, fifth-degree felonies of harassment with a bodily substance and vandalism and misdemeanors of resisting arrest, disorderly conduct and open container in public. Mennell allegedly kicked two East Liverpool police officers while being placed under arrest for disorderly conduct after being found drunk trying to get into an apartment and not lowering her voice when warned several times on Sept. 8, according to a police affidavit. After being taken to East Liverpool City Hospital when she bashed her head in the cruiser several times after her arrest, she allegedly spit into the mouth of a fire department employee. She also allegedly damaged the taser of the one of the officers she was accused of kicking.
A preliminary hearing was set Sept. 21 for Thomas Price, 56, last known address Fair Avenue, Salem, charged with second-degree felony notice of residence address change for allegedly failing to notify the sheriff's office of a change in address as required for the sexual offender registration on Aug. 12 in Salem.
A pretrial was set Sept. 21 for Jamie Ellsworth Barker, 52, Clark Avenue, Wellsville, charged with assault, possession of drug abuse instrument, and two counts of drug paraphernalia for allegedly hitting a woman multiple times on Aug. 3 in Wellsville, for possessing two burnt glass pipes, unknown rock-like substance, and loaded syringe on Sept. 10 in East Liverpool and possessing a burnt glass pipe during a traffic stop on June 5 in East Liverpool.
James Lee Spurlock III, 30, Front Street, Negley, was fined $750 and sentenced to 180 days in jail, with 149 days suspended and credit for 31 days served for aggravated menacing, theft, resisting arrest and criminal trespass, with 20 hours community service ordered. He was ordered to stay away from the victims. On Aug. 8 in Negley, he banged on the window of a home after driving through the yard, threatening the residents to open the door and saying he had a firearm and was going to pull it out, then he left when they said police were called and stole the swing set out of their yard, putting it on the roof of his vehicle. He also tried to claim deputies pushed him down the stairs after he purposely fell down them while being taken to cruiser, an affidavit said.
A pretrial was set Nov. 17 for Willow Ann Eisenman, 26, North Market Street, Lisbon, charged with assault for allegedly striking a man in the head with a glass drinking cup on Sept. 10 in Lisbon.
A pretrial was set Nov. 10 for William Jeffrey Boyd, 40, Manor Lane, East Liverpool, charged with assault for allegedly throwing an object at a woman and striking her in the arm on Sept. 10 in East Liverpool.
A pretrial was set Nov. 17 for Charles Nicholas Gough, 27, Echo Dell Road, East Liverpool, charged with menacing for allegedly threatening to pull a man out of his vehicle and beat him at an intersection in East Liverpool on Sept. 7.
A pretrial was set Nov. 10 for Joshua Shiva Odonahoe Chavers, 44, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, traveling to Unity Township on Sept. 4 with the phone used to make the arrangements and $50.
A pretrial was set Sept. 21 for Jessica M. Combs, 35, South Beaver Street, Lisbon, charged with six counts of endangering children and one count of drug paraphernalia. Combs was taken into custody on a warrant on Sept. 10 in East Liverpool where she possessed a glass bubble pipe and black pipe with unknown residue. The endangering children counts stemmed from an incident on April 1, 2025 in Lisbon after Lisbon police found no water or heat in her house and very little food for a family of seven, noting ice cubes being melted for drinking water, an affidavit said. Six children were removed from the home by child protective services, with piles of dirty clothes, trash and dirty dishes in the house.
