LISBON -- In Columbiana County Municipal Court, a preliminary hearing was set Sept. 2 for Anthony J. Lopshansky, 42, Woodland Avenue, Columbiana, charged with fourth-degree felony domestic violence and third-degree felony strangulation. Bond was set at $20,000 cash or surety and he was ordered to have no contact with the victim or any firearms or weapons. He was accused of placing his hands around a woman's throat and striking her in the face, causing her to fall back, then grabbing her by the throat a second time after an argument on Aug. 25 in Columbiana.
A preliminary hearing was set Sept. 2 for Bryan Keith Dilling, 54, North Ellsworth Avenue, Salem, charged with third-degree felony failure to verify change of address after a deputy went to his last registered address for the sex offender registration on Aug. 12 and learned he wasn't there the previous four nights, failing to provide notification of a change in residence.
A preliminary hearing was set Sept. 14 for David J. Welch II, 48, Vine Street, Salem, charged with fourth-degree felony obstructing justice for allegedly harboring a person wanted on felony warrants in his apartment on Aug. 25 in Salem after being warned he would be charged with the person was found there.

Robert McLaughlin, 66, Lincoln Avenue, East Liverpool, was fined $200 and sentenced to 90 days in jail, with credit for 20 days served, leaving a balance of 70 days still to serve in jail for assault. He pushed a woman to the ground on July 24 in East Liverpool.
Nicholas Devan Gardner, 26, Ridge Road, Minerva, was fined $350 and sentenced to 90 days in jail, with 86 days suspended and credit for four days served, for attempted assault amended from endangering children. A domestic violence charge was dismissed. He must complete 20 hours community service. Gardner picked up two knives while yelling at a woman and slamming them off the top of the stove, breaking it, while cursing at a child and then throwing the knives on the ground, with one almost striking the child in the leg on May 19 in East Liverpool.
Kazon L. Carter, 26, Columbus, was fined $850 and sentenced to 180 days in jail, with 160 days suspended and credit for four days served, leaving a balance of 16 days to serve in jail for endangering children, criminal trespass and criminal damaging. Two counts of assault were dismissed. He was ordered to complete 60 hours electronically monitored house arrest and 20 hours community service. He also must pay restitution of $387. On April 20 in Wellsville, he trespassed on a 10th Street property. On Oct. 1, 2025, he struck a window in a vehicle shattering it after an argument with a woman, with three children in the car who were struck by the breaking glass.
A violation of a protection order charge against Mark Donald Knight, 26, East Main Street, East Palestine, was dismissed, with no active protection order in place at the time. He had been accused of allegedly being at a protected person's East Palestine property on Aug. 8.
A violation of a protection order charge against Tanner J. Ewing, 33, Wooster, was dismissed because the protection order was dismissed prior to the charges being filed. Ewing had been accused of allegedly sending a text message to a protected person on July 14 in Negley.
Tracy Lynn Beebout, 62, Connell Street, East Liverpool, was fined $200 and received credit for time served in jail for 15 days for aggravated menacing and criminal mischief. On Aug. 3 in Liverpool Township, she sent threatening text messages about taking another woman out of her misery. On Aug. 11, she was driving through back yards in Liverpool Township causing damage. She was also fined $200 for reckless operation and failure to display valid sticker.
Travis A. Swinehart, 32, Pittsburgh Street, Columbiana, was fined $300 and sentenced to time served with credit for five days served in jail for failure to disclose personal information amended from obstructing official business and for criminal trespass for trespassing in the garage of a property on Oak Street, Leetonia, then lying to police about how he arrived at the property, claiming he rode a bicycle and then that he walked, but police then found a motorcycle on the other side of the property, tracked him down at Wick Park and he admitted to riding the motorcycle found on Oak Street on June 19. Following his arrest and a search, eight syringes and a mirror with residue were found in his possession. A charge of possession of drug abuse instrument was dismissed.
A pretrial was set Oct. 21 for Michael P. Thornton, 50, Baden, Pa., charged with menacing and disorderly conduct for his alleged behavior in booking at the Columbiana County Jail on Aug. 25, when he was yelling at a jail staff member and threatening him and also became extremely belligerent, pounding on the door to the cell while yelling threats of physical violence toward jail staff. The affidavit said he also would yell at other inmates and tell them they have rights and it was unlawful for them to be there. He was warned to stop and failed to comply. Thornton ended up there after Municipal Court Judge Tim McNicol found him in contempt and ordered him to serve one day in jail due to his behavior in the courtroom during a suppression hearing on Aug. 25. He represented himself during the hearing related to a 2025 engaging in prostitution and possession of criminal tools case and when his motion for suppression was denied, he became argumentative and disrespectful to the court and continued making remarks after the hearing was over.
Harry William Clausen, 55, Ashtabula, was fined $750 and sentenced to one day in jail, with credit for one day already served, leaving no time to serve for disorderly conduct amended from engaging in prostitution and possessing criminal tools. The phone was returned to the defendant and $140 seized must be forfeited to the Mahoning Valley Human Trafficking Task Force. Clausen responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for $140, then traveled to Unity Township on March 15 for the meeting with the phone used to make the arrangements in his possession.
Lindsey L. Cope, 39, Lisbon Dungannon Road, Lisbon, was fined $100 and sentenced to four days in jail, with credit for one day served, leaving three days still to serve for theft, amended from a felony to a misdemeanor, for stealing a man's 1994 Honda Accord from a Kensington property on May 27.
Doyle L. Conner Jr., 40, Third Street, Salem, was fined $250 and sentenced to 10 days in jail, with credit for two days served, leaving eight days still to serve for complicity to commit theft for driving a vehicle containing stolen groceries from the Salem Walmart on June 26.
Steven R. Conkle, 74, Dakota Street, East Liverpool, was fined $250 and sentenced to three days in jail for theft for stealing five items totaling $63 from the Calcutta Giant Eagle on June 15.
A pretrial was set Oct. 26 for Arys T. Petties, 29, Youngstown, charged with menacing for allegedly sending a threatening text message to a woman on Aug. 25 in Salem.
A pretrial was set Oct. 26 for Julie Marie McClain, 43, Old Fredericktown Road, East Liverpool, charged with criminal trespass for allegedly walking across the parking lot of a property on Aug. 26 in East Liverpool after being trespassed from the address nearly a year ago.
A pretrial was set Oct. 20 for Michelle N. Rader, 45,, Chester, W.Va., charged with obstructing official business, resisting arrest, open container, operating a vehicle impaired and left of center for allegedly refusing to exit her vehicle during a traffic stop and bracing herself while being removed on Aug. 25.
William E. Vandyke II, 62, state Route 45, Wellsville, was fined $650 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for physical control amended from OVI, with 20 hours community service ordered. A charge of invalid sticker was dismissed. His license was suspended for one year
Brandy D. Virden, 48, Cleveland Street, Salem, was fined $1,050 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days still to serve in jail for two merged OVI charges and lighted lights required, with 40 hours community service ordered. Her license was suspended for two years.
Justin Lee Randolph, 32, Desellem Road, Lisbon, was fined $1,030 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days still to serve for two merged operating a vehicle impaired charges and marked lanes. His license was suspended for two years and he must complete 20 hours community service.
Sentencing was set Oct. 14 for Linda L. Beeler, 76, Slater Road, Salem, who pleaded no contest to operating a vehicle impaired and open container and was found guilty.
Nicholas Boyd, 23, Brush Road NE, Minerva, was fined $600 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, with 20 hours community service ordered. Charges of OVI breath and left of center were dismissed. His license was suspended for one year, with driving privileges granted.
Adam Harrington, 40, McGeehan Road, Lisbon, was fined $650 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and expired license. Another OVI charge and marked lanes were dismissed. His license was suspended for one year, with 20 hours community service ordered.
James John Conrad, 48, Montrose Street, East Liverpool, was fined $1,810 and sentenced to 180 days in jail, with 175 days suspended, leaving five days still to serve in jail for OVI second offense, driving under suspension and reasonable control. He was ordered to complete 18 days electronically monitored house arrest and 40 hours community service. His license was suspended for two years with driving privileges granted.
Clifton L. Jezek Jr., 40, Brookfield Avenue, Lisbon, was fined $200 and sentenced to one day in jail for criminal damaging for jerking on the door handle of a vehicle and breaking it on Jan. 17 in Lisbon.
Joseph R. Adams, 48, Holliday Street, East Liverpool, was fined $1,050 and given credit for time served of 30 days in jail and 81 days in jail concurrently for failure to comply, drug paraphernalia, two counts driving under suspension, reckless operation amended from operating a vehicle impaired. Charges of drug paraphernalia, no license, driving under suspension, use of unauthorized plate, improper/expired registration and a loud exhaust charge was dismissed. Adams possessed a burnt pipe with residue after fleeing from police attempting a traffic stop on his motorcycle on April 3, 2025 in East Liverpool.
Amy Greathouse, 48, Wilbert Avenue, East Liverpool, was fined $150 for a charge of parental responsibility related to an incident on Aug. 18 win East Liverpool.
A pretrial was set Oct. 26 for Jessica Marie Hepfl, 35, Girard, charged with OVI and reasonable control.
Billy D. Sims, 40, Oak Grove, La., was fined $850 and sentenced to 180 days in jail, with 173 days suspended and credit for two days served, leaving a balance of five days still to serve for physical control amended from OVI and marked lanes, with 20 hours community service ordered.
Dale A. Clemmer, 62, West Main Street, East Palestine, was fined $1,245 and sentenced to 180 days in jail, with 174 days suspended, leaving a balance of six days still to serve for merged OVI charges, reasonable control and no seat belt, with 20 hours community service ordered. His license was suspended for one year, with driving privileges granted.
