LISBON -- In Columbiana County Municipal Court, cases against Meghan A. McElroy, 33, Maple Hill Road, Salineville, were bound over to the county grand jury for fourth-degree felonies of grand theft of a motor vehicle and disrupting public services and misdemeanors of criminal trespass and drug paraphernalia for allegedly running from a truck with a large amount of stolen AT&T wire from Spring Hill Cemetery and tools and also possessing and dropping a hypodermic syringe after fleeing from Spring Hill Cemetery, all on Aug. 14 in Wellsville. A charge of third-degree felony telecommunications fraud was dismissed.
Mason A. Patchin, 23, Fifth Street, Salem, was sentenced to 90 days in jail, with credit for 43 days served, leaving a balance of 47 days still to serve in jail for violating the terms of his probation for cases from 2025 for permitting underage consumption and theft. He received credit for 30 days served for violating the terms of his probation for a 2024 case of disorderly conduct. For current cases, he was fined $800 and received credit for time served for theft, drug paraphernalia, assault and obstructing official business. He had been evaluated for competency, with both sides stipulating to the findings of the competency report. Patchin was accused of being in an altercation with another man on July 10 in Salem and lunging at him with a pair of scissors, giving a false name to police officers when they caught him after the altercation and possessing a burnt straw with residue during a traffic stop when he was a passenger on June 15 in Salem. The theft charge stemmed from Patchin stealing an e-bike from a garage in Salem on June 28 and then selling it to someone for $40.
A pretrial was set Oct. 20 for Dylan Anthony Miller, 18, West Sixth Street, Salem, charged with assault for allegedly assaulting a juvenile at the West Ninth Street playground in East Liverpool on Aug. 23.
Seth Patrick Talbott, 32, Leland Drive, East Liverpool, was fined $2,400 and sentenced to 180 days in jail, with 175 days suspended, leaving a balance of five days to serve in jail for merged OVI charges, traffic control devices and obstructing official business, with 25 hours community service. His license was suspended for two years with driving privileges granted. During a traffic stop when he was impaired, he was refusing to exit his vehicle after being asked several times on March 14 in East Liverpool.
A pretrial was set Sept. 9 for Jason Maxwell Trosky, 51, East Martin Street, East Palestine, charged with domestic violence for allegedly becoming physically aggressive with a woman while attempting to take her cell phone, placing her in a bear hug, dragging her out of bed and pulling her hair on Aug. 24 in East Palestine.
Colton Lee Wade, 40, Macrum Street, East Liverpool, was fined $200 and sentenced to 120 days in jail, with credit for 13 days served, leaving a balance of 107 days still to serve for violating a protection order for being at a residence in violation of a protection order on Aug. 11 in Liverpool Township.
A pretrial was set Oct. 26 for Ryan L. Pritt, 44, Lisbon Street, East Liverpool, charged with obstructing official business for allegedly running from a deputy placing him under arrest for a warrant, forcing the deputy to pursue him on foot and taser him on Aug. 21 in East Liverpool.
A pretrial was set Oct. 19 for Virginia Rae Thomas, 55, Stooksberry Road, Lisbon, charged with assault for allegedly putting laxatives into a man's food and spreading insulation in his bed in an attempt to cause him physical harm on May 4 in Lisbon.
Collan McClaine Craig, 26, state Route 534, Salem, was ordered to jail for 10 days for violating the terms of his probation for a 2023 case of assault.
Vincent A. Ruiz Tibbs, 23, Cleveland, was fined $250 for disorderly conduct for being extremely intoxicated and urinating outside in Salem on June 20.
Daniel A. Dochterman, 59, West Wilson Street, Salem, was ordered to serve 20 days in jail, with credit for 14 days served, leaving a balance of six days still to serve for violating the terms of his probation for a 2026 case of aggravated trespassing
A pretrial was set Oct. 21 for Ashod Jeremy Lockett, 19, Pennsylvania Avenue, East Liverpool, charged with misconduct at an emergency for allegedly attempting to pull officers away from another person during an emergency on Aug. 24 in East Liverpool.
A status conference hearing was set Oct. 20 for Clinton A. Scott III, 48, Union Street, Columbiana, charged with obstructing official business and two counts of driving under suspension for allegedly becoming argumentative and ignored police commands during his arrest on a warrant on July 25, 2024 in Columbiana. He was fined $100 for no valid license.
Clifton L. Jezek Jr., 40, Brookfield Avenue, Lisbon, was fined $200 and sentenced to one day in jail for criminal damaging for jerking on the door handle of a vehicle and breaking it on Jan. 17 in Lisbon.
Joseph R. Adams, 48, Holliday Street, East Liverpool, was fined $1,050 and given credit for time served of 30 days in jail and 81 days in jail concurrently for failure to comply, drug paraphernalia, two counts driving under suspension, reckless operation amended from operating a vehicle impaired. Charges of drug paraphernalia, no license, driving under suspension, use of unauthorized plate, improper/expired registration and a loud exhaust charge was dismissed. Adams possessed a burnt pipe with residue after fleeing from police attempting a traffic stop on his motorcycle on April 3, 2025 in East Liverpool.
Amy Greathouse, 48, Wilbert Avenue, East Liverpool, was fined $150 for a charge of parental responsibility related to an incident on Aug. 18 win East Liverpool.
A pretrial was set Oct. 26 for Jessica Marie Hepfl, 35, Girard, charged with OVI and reasonable control.
Billy D. Sims, 40, Oak Grove, La., was fined $850 and sentenced to 180 days in jail, with 173 days suspended and credit for two days served, leaving a balance of five days still to serve for physical control amended from OVI and marked lanes, with 20 hours community service ordered.
Dale A. Clemmer, 62, West Main Street, East Palestine, was fined $1,245 and sentenced to 180 days in jail, with 174 days suspended, leaving a balance of six days still to serve for merged OVI charges, reasonable control and no seat belt, with 20 hours community service ordered. His license was suspended for one year, with driving privileges granted.
Ryan Smith, 33, Fisher Avenue, East Liverpool, was fined $1,115 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for OVI and left of center, with 40 hours community service ordered. His license was suspended for one year, with driving privileges granted.
Jaime Anne Rickerd, 39, Ravine Street, East Liverpool, was fined $350 and sentenced to 14 days in jail, with credit for 14 days already served, leaving no time to serve for resisting arrest and disorderly conduct for an Aug. 10 incident. She also received credit for 14 days served for probation violations for theft cases in 2024 and 2025.
Sarah Robb, 39, state Route 558, Leetonia, was fined $565 and sentenced to three days in jail, with credit for three days already served in a driver intervention program, leaving no jail time to serve for operating a vehicle impaired, reasonable control and no seat belt. Her driver's license was suspended for one year, with driving privileges granted. The case was handled by a visiting judge, retired Warren Municipal Court Judge Terry Ivanchak, and a special prosecutor, Shawn Burns, due to conflicts cited by the Columbiana County judges and prosecutor's office.
Shawn P. DeLauder, 46, last known address Echo Dell Road, East Liverpool, was sentenced to jail for 30 days, with credit for 12 days served, leaving a balance of 17 days still to serve in jail for violating the terms of his probation for a 2025 case of falsification. A third-degree felony having weapons while under disability charge was dismissed, with a notation that he was already indicted for the weapons charge through the county grand jury. DeLauder allegedly possessed a firearm in Lisbon on May 31 when he was prohibited from having one due to a prior conviction.

Hernan, 24, Canfield, was fined $1,065 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for operating a vehicle impaired. His license was suspended for one year, with driving privileges granted.
Jennifer M. Maroun, 44, Alliance, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control amended from OVI. His license was suspended for 180 days, with driving privileges granted.
Arthur R. Knox, 60, Monaca, Pa., was fined $1,100 and sentenced to 180 days in jail, with 174 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended for physical control amended from OVI and speeding. He still must serve three days in jail and complete 40 hours community service.
A pretrial was set Oct. 27 for Brittany Michelle Milliron, 34, Wilbert Avenue, East Liverpool, charged with OVI, a headlights violation and no seat belt.
A pretrial was set Oct. 21 for Madison Mae Weimer, 21, Youngstown, charged with OVI, OVI breath and driving under suspension.
