LISBON -- In Columbiana County Municipal Court, a case against William R. Payton, 21, Wilbert Avenue, East Liverpool, was bound over to the county grand jury for fifth-degree felony obstructing official business and misdemeanor resisting arrest for allegedly fleeing from deputies who came to arrest him on an active warrant at a Negley property and then becoming physically resistive by using deadweight, pushing and pulling and leveraging himself to not be secured and pushing his way out of the patrol unit, falling to the ground resulting in injury to a deputy on Aug. 15. Charges of felonious assault, a second-degree felony, and fourth-degree felony domestic violence for an Aug. 10 incident in Negley were dismissed at the request of the prosecution due to the victim being uncooperative. He had been accused of allegedly telling a woman he was going to kill her before going after her with a kitchen knife at the property in Middleton Township, causing a minor laceration on top of her head.
Cases against Austin R. Lemasters, 28, Malone Road, Salineville, were bound over to the county grand jury for two counts of second-degree felony burglary, fifth-degree felonies of two counts theft and possessing criminal tools and misdemeanor criminal trespass for allegedly breaking into a state Route 39, Wellsville home twice in August. According to affidavits, video surveillance showed the defendant arrive at the property, enter the home through a kitchen window by removing duct tape at the bottom of the window and climbing through into the kitchen. He then allegedly removed two blank checks from the homeowner's checkbook, climbed back out the window and left. He was also seen on video carrying a blue-handled screwdriver, with pry marks on the window. Lemasters also allegedly crawled through a window and stole $75 cash at the property. The victim identified him as a former employee.
A case against Alvin W. Carnes, 42, West Washington Street, Lisbon, was bound over to the county grand jury for fourth-degree felony theft for allegedly stealing a woman's 2018 Buick Envision, driving away without the woman's consent on June 30 in Center Township.
A case against Michael Lee Reinhold, 31, Youngstown, was bound over to the county grand jury for fourth-degree felony domestic violence and misdemeanor obstructing official business for allegedly biting a woman and hitting her eye during an altercation in a vehicle in East Liverpool on Aug. 13. During his arrest, he refused to comply with an officer's request to fingerprint him.
A case against Jordan Michael Franklin, 31, Main Street, Wellsville, was bound over to the county grand jury for domestic violence, a third-degree felony, for allegedly punching a woman in the face an unknown number of times, causing a broken nose and other injuries, and then grabbing her by the neck on Aug. 15 in East Liverpool, with prior convictions on his record.
A preliminary hearing was set Aug. 31 for Kieran J. James, 39, Canton, charged with fourth-degree felony grand theft auto for stealing an AWP Safety work truck after getting fired on Sprucevale Road, Rogers on Aug. 21.
A pretrial was set Sept. 9 for Steven R. Dexter, 43, Old Monroeville Salineville, Salineville, charged with assault for allegedly assaulting a security officer at East Liverpool City Hospital on Aug. 23. The victim had been called to assist with a combative patient, identified as Dexter, who tried to push him and kicked him in the knee causing him to fall, then grabbed his arm when he stood back up.
A pretrial was set Sept. 9 for Christopher Allan Dorsey, 25, Erie Street, East Liverpool, charged with assault for allegedly assaulting another man at Mainland gas station in East Liverpool on Aug. 3, opening the man's car door and snatching his glasses off of his face, then punching him and striking him in the eye.
A pretrial was set Sept. 2 for Wade Austin Schneider, 50, French Street, East Palestine, charged with domestic violence for allegedly grabbing a woman by the shirt and throwing her down on the porch before getting on top of her after an argument Aug. 22 in East Palestine.
A pretrial was set Sept. 2 for Cody Allen Oiler, 30, Thompson Avenue, East Liverpool, charged with telecommunications harassment for allegedly messaging a woman after she told him to stop contacting her on Aug. 12 in St. Clair Township. He was fined $250 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for domestic violence, with 20 hours community service ordered. He was told to stay away from the victim. On May 27, he told a woman he was going to kill her and also sent a threatening text message in East Liverpool.
Natalie L. Smith, 29, North Lima, was fined $150 for disorderly conduct amended from telecommunications harassment for sending a text message to another woman on May 29 in Salem Township after being told she would face a charge if she contacted the victim again.
A pretrial was set Sept. 15 for Shawn Timmons, 40, East Third Street, Salem, charged with disorderly conduct after being found laying on the curb lawn outside of a house at the intersection of East Eighth Street and East School Street allegedly intoxicated on Aug. 16 in Salem.
Ariel Durham, 37, Spillway Road, Lisbon, was fined $200 and sentenced to four days in jail, with credit for two days served, leaving another two days still to serve for criminal trespass and disorderly conduct for refusing to leave the Valley View gas station in Lisbon after being told to leave multiple times and for littering the store with clothing and belongings on Aug. 22.
James Ellis Maxcy, 19, Belmont Avenue, East Liverpool, was fined $250 for disorderly conduct amended from domestic violence for allegedly threatening to slit a woman's throat and her family's on Aug. 6 in East Liverpool.
A pretrial was set Oct. 27 for Taylor James Botsford, 33, Canton, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then traveling to Unity Township on Aug. 21 for the meeting with the phone used to make the arrangements in his possession. The affidavit noted that he was a registered sex offender with an extensive record.
A jury trial was set Dec. 3 for Dustin Vaughn McGlumphy, 42, Uniontown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140, then traveling to East Palestine on May 20 for the meeting with the phone used to make the arrangements in his possession.
Landon Xavier Linville, 18, Thompson Avenue, East Liverpool, was fined $150 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for theft, with 20 hours community service ordered, for taking bicycles from the back patio of an East Liverpool property on June 7. He was ordered to make restitution of $350.
A theft charge against Ronald L. Keller, 53, Rochester Road, East Rochester, was dismissed, with a notation the matter was prosecuted in Stark County. The case involved a stolen vehicle on April 6 in Salem.
Brooke E. Heath, 31, Memorial Road NE, Kensington, was fined $250 and sentenced to 180 days in jail, with 179 suspended and credit for one day served, with 25 hours community service, for criminal damaging. She was ordered to have no contact with the victims. Heath hit another woman's vehicle with her truck and a man tried to place himself between the two vehicles, with the man pinned and suffering a minor injury on March 30 in West Township.
A pretrial was set Oct. 26 for Ryan L. Pritt, 44, Lisbon Street, East Liverpool, charged with theft and criminal trespass for allegedly trespassing in an abandoned home in East Liverpool on July 15 and taking items which were found in the area of his vehicle
A status conference hearing was set Sept. 9 for Jeffrey Allen Jackson Jr., 31, last known address Sanford Street, East Liverpool, charged with theft for allegedly stealing a chainsaw and selling it to a pawn shop in West Virginia on July 12, 2025. He was fined $100 for no license. Probation violation hearings were set Sept. 9 for two 2024 cases against Jackson for attempted possession of drugs and criminal damaging.
A pretrial was set Sept. 30 for Michael J. Roesti, 69, Lake Front Drive, Beloit, charged with violation of a protection order for allegedly stepping onto the driveway of a protected person on Aug. 18 while mowing grass.
Jaime Anne Rickerd, 39, Ravine Street, East Liverpool, was fined $350 and sentenced to 14 days in jail, with credit for 14 days already served, leaving no time to serve for resisting arrest and disorderly conduct for an Aug. 10 incident. She also received credit for 14 days served for probation violations for theft cases in 2024 and 2025.
Sarah Robb, 39, state Route 558, Leetonia, was fined $565 and sentenced to three days in jail, with credit for three days already served in a driver intervention program, leaving no jail time to serve for operating a vehicle impaired, reasonable control and no seat belt. Her driver's license was suspended for one year, with driving privileges granted. The case was handled by a visiting judge, retired Warren Municipal Court Judge Terry Ivanchak, and a special prosecutor, Shawn Burns, due to conflicts cited by the Columbiana County judges and prosecutor's office.
Shawn P. DeLauder, 46, last known address Echo Dell Road, East Liverpool, was sentenced to jail for 30 days, with credit for 12 days served, leaving a balance of 17 days still to serve in jail for violating the terms of his probation for a 2025 case of falsification. A third-degree felony having weapons while under disability charge was dismissed, with a notation that he was already indicted for the weapons charge through the county grand jury. DeLauder allegedly possessed a firearm in Lisbon on May 31 when he was prohibited from having one due to a prior conviction.
William D. Hernan, 24, Canfield, was fined $1,065 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for operating a vehicle impaired. His license was suspended for one year, with driving privileges granted.
Jennifer M. Maroun, 44, Alliance, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control amended from OVI. His license was suspended for 180 days, with driving privileges granted.
Arthur R. Knox, 60, Monaca, Pa., was fined $1,100 and sentenced to 180 days in jail, with 174 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended for physical control amended from OVI and speeding. He still must serve three days in jail and complete 40 hours community service.
A pretrial was set Oct. 27 for Brittany Michelle Milliron, 34, Wilbert Avenue, East Liverpool, charged with OVI, a headlights violation and no seat belt.
A pretrial was set Oct. 21 for Madison Mae Weimer, 21, Youngstown, charged with OVI, OVI breath and driving under suspension.
