Grand Jury

LISBON -- Drug defendants were served recently with secret indictments issued by the Columbiana County Grand Jury.

Helmut E. Purvis, 66, Samuel Street, East Liverpool, was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Aug. 15, 2025.

Duallen J. Stanford, 33, state Route 170, Negley, was charged with possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Oct. 6, 2024.

Municipal

LISBON -- In Columbiana County Municipal Court, a case against Gavin E. Irvine, 27, Bradshaw Avenue, East Liverpool, was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly beating a juvenile on Aug. 5 in Wellsville. Wellsville Police had been called to East Liverpool City Hospital where the juvenile was being treated for a broken nose and concussion and marks on his face and neck.

A preliminary hearing was set Darodd L. Paige, 33, Franklin Avenue, Salem, charged with felonious assault, a second-degree felony, for allegedly throwing a woman into a wall, striking her in the face with his fist and striking her in the back with a baseball bat on Aug. 16 in Salem.

A preliminary hearing was set Aug. 31 for Lee E La Mar, 40, Youngstown, charged with fourth-degree felonies of assault and burglary and fifth-degree felony attempted theft for allegedly assaulting an EMT after he was placed in an ambulance to be transported to a hospital on Aug. 21. According to a police affidavit, the ambulance was called for La Mar by Wellsville Police for an alleged meth-induced psychosis. La Mar allegedly unbuckled himself from the cot, ripped a chunk of hair from the EMT's head before EMTs ran out of the ambulance and then he climbed into the front seat and attempted to steal the ambulance. He was unsuccessful due to an anti-theft device. He then chased the EMTs down the road before pushing his way through the door of a residence on Main Street in Wellsville and was apprehended by police.

A preliminary hearing was set Aug. 31 for Rodger L. Haney, 47, Johnstown, Pa,, charged with complicity to commit theft, a fourth-degree felony, for allegedly aiding and abetting another person in the alleged theft of cable wire in East Liverpool on Aug. 13.

A preliminary hearing was set Aug. 31 for Morgan R. Cox, 39, Wilson Street, Salineville, charged with fourth-degree felony theft and fifth-degree felony possessing criminal tools for allegedly stealing cable wire in East Liverpool on Aug. 13 and being in possession of a ladder, bolt cutter, pair of pliers, pruning shears and a book bag to use criminally.

A pretrial was set Aug. 31 for Chantelle N. Woods, 33, North Ellsworth Avenue, Salem, charged with aggravated menacing and domestic violence for allegedly grabbing a man and shoving him up against a window during a domestic incident on Aug. 20 on North Ellsworth Avenue, Salem. She also allegedly made threats to harm the victim.

A pretrial was set Aug. 31 for Arianna L. Hall, 19, East Liverpool Road, East Liverpool, charged with aggravated menacing and domestic violence for allegedly threatening to shoot another woman on July 28 in Madison Township

A pretrial was set Oct. 20 for Jeffrey Ray Kopf, 64, Pittsburgh, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, then traveling to Unity Township on Aug. 14 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Sept. 2 for Joseph R. Bradford, 48, Main Street, Salem, charged with obstructing official business for allegedly failing to disclose to Leetonia police officers on the scene of a deceased woman on Columbia Street on Aug. 20 that another woman high on drugs was sitting in the passenger side of his truck parked in the back of the house. He had been asked several times if he knew anything else about the death. The affidavit said, during the course of the investigation, the other woman was found passed out in his truck.

A pretrial was set Aug. 31 for Shawna M. Lewis, 40, West Martin Street, East Palestine, charged with possession of drug abuse instrument and drug paraphernalia for allegedly possessing hypodermic syringes and drug paraphernalia at her residence when a search warrant was executed on Aug. 19.

A pretrial was set Aug. 31 for Stephanie Jean Ito, 37, Jimtown Road, East Palestine, charged with possession of drug abuse instrument and drug paraphernalia for allegedly possessing hypodermic syringes and drug paraphernalia at a residence in East Palestine when a search warrant was executed on Aug. 19.

Sarah Robb, 39, state Route 558, Leetonia, was fined $565 and sentenced to three days in jail, with credit for three days already served in a driver intervention program, leaving no jail time to serve for operating a vehicle impaired, reasonable control and no seat belt. Her driver's license was suspended for one year, with driving privileges granted. The case was handled by a visiting judge, retired Warren Municipal Court Judge Terry Ivanchak, and a special prosecutor, Shawn Burns, due to conflicts cited by the Columbiana County judges and prosecutor's office.

A pretrial was set Oct. 27 for Brittany Michelle Milliron, 34, Wilbert Avenue, East Liverpool, charged with OVI, a headlights violation and no seat belt.

A pretrial was set Oct. 21 for Madison Mae Weimer, 21, Youngstown, charged with OVI, OVI breath and driving under suspension.
