LISBON -- A man accused of discharging a firearm improperly in 2023 was recently sentenced to an indefinite term of two to four years in prison during sentencing for three separate indictments in Columbiana County Common Pleas Court.

Brandon R. Moore, 23, Annsley Road, East Liverpool, received concurrent sentences, meaning all the time will be served at the same time as the two to four years, with credit for 210 days served.

Charges for the sentence included improperly discharging a firearm at or into a habitation or school zone, a second-degree felony, third-degree felony burglary and fifth-degree felonies of breaking and entering and possessing criminal tools.

Charges of theft, improperly discharging a firearm in a motor vehicle and a firearm specification were to be dismissed. The discharging of a firearm occurred on April 13, 2023, he trespassed in a structure on May 1, 2023 and trespassed in a structure with a flashlight on May 4, 2023.

Also in Common Pleas Court:

-- Andrew Freed, 20, Hadley Road, East Palestine, was ordered to serve 15 months in prison after being found in violation of the terms of his intervention plan, which was dishonorably terminated. He received credit for 282 days served in jail. Charges from two separate cases included fifth-degree felonies of breaking and entering and possessing criminal tools and misdemeanors of theft and criminal mischief, and fourth-degree felony receiving stolen property and misdemeanors of resisting arrest and obstructing official business. Freed was accused of using a metal object to force the door open to unlawfully gain entry to Tiger Smoke and Vape, North Market Street, East Palestine, on June 15 and remove numerous items from the store shelves before leaving, including THC cartons, Mini Pre Rolls and Torch lighters. He also tampered with a camera. On June 23 in East Palestine, he was found in possession of a stolen 2003 Chevy Silverado that was stolen from Feezle's Auto in Enon Valley, Pa. He fled out of a residence in East Palestine and attempted to get back inside the stolen vehicle and then was tased by a police officer.

-- Joshua E. Houston, 46, Canton, was sentenced to 15 months in prison for third-degree felony robbery and fourth-degree felony grand theft of a motor vehicle, with credit for 120 days served, for stealing a 2022 Polaris Ranger from a property on Sept. 28, 2023.

-- Terry M. McDaniel, 30, Alliance Sebring Road, Alliance, was sentenced to seven days in the county jail and placed under community control for two years after pleading guilty to assault, a misdemeanor, with credit for one day served. A strangulation charge was dismissed. The assault of another man occurred on April 21.

-- Christopher L. Joy, 41, Danbury Avenue, Wellsville, was sentenced to 12 months in prison after pleading guilty to two counts of grand theft of a motor vehicle, a fourth-degree felony, and a single count of breaking and entering, a fifth-degree felony, with credit for 23 days served. He was ordered to make restitution of $4,300. Joy entered a property and stole two motorcycles on June 16, 2025.

-- Jeffrey W. Burgos II, 35, Wellington, was placed under community control for three years for aggravated possession of drugs, a third-degree felony, for possessing methamphetamine on May 13, 2025.

-- Alex G. Perez Calel, 26, West Pershing Street, Salem, was sentenced to six months in prison, with credit for one day served, for one count of operating a vehicle under the influence of alcohol, a drug of abuse or combination other them-OVI, a fourth-degree felony for an incident Nov. 7, 2025. Charges of OVI and endangering children were dismissed. He was fined $1,540 and his license was suspended for 10 years.

Grand Jury

LISBON -- A man accused of having a weapon while prohibited from having one was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury.

Shaun P. DeLauder, 46, West Clark Street, East Palestine, was charged with having weapons while under disability, a third-degree felony, and misdemeanor unlawful operation of a motor vehicle with a suspended license for an incident May 31. He was prohibited from having a weapon due to a previous conviction.

Also served with a secret indictment was Michael A. Howard, 40, Youngstown, charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 6, 2025.

Municipal

LISBON - In Columbiana County Municipal Court, Isaac Flasco, 24, Town Square Boulevard, Columbiana, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control amended from OVI. Another OVI and a failure to control charge were dismissed. He must complete 20 hours community service, with his license suspended for 270 days.

A pretrial was set Oct. 20 for Jacob A. Bezon, 29, Pierce Circle, Salem, charged with OVI, OVI refusal and reasonable control.
