LISBON -- A man accused of trafficking and possessing cocaine was served Thursday with a secret indictment issued by the Columbiana County Grand Jury.
Perry Emmanuel Wells, 48, St. George Street, East Liverpool, was charged with possession of cocaine and trafficking in cocaine, both fourth-degree felonies, with specifications for forfeiture of money from a drug case for allegedly trafficking and possessing 5 to 10 grams of cocaine and possessing $60 on June 12.
Also served was Jaclyn S. Koch, 42, West Main Street, East Palestine, who was charged with trespass in a habitation when a person is present or likely to be present, a fourth-degree felony, and possessing criminal tools, a fifth-degree felony, for an incident on April 4.

LISBON -- A Lisbon man accused of threatening to kill a woman while choking her and punching her last fall was sentenced to at least nine years in prison after being found guilty of all charges.
Frederick E. Krueger, 35, Shelby Road, appeared recently before Columbiana County Common Pleas Court Judge Scott Washam to receive his punishment after Washam found him guilty during a trial to the court.
Washam sentenced him to six years for felonious assault, a second-degree felony, plus an additional three years for strangulation, a third-degree felony, bringing the minimum total to nine years.
A 180-day term in the county jail for misdemeanor aggravated menacing was ordered served at the same time as the prison sentence. Two counts of misdemeanor domestic violence merged with the other charges for sentencing.
Krueger received credit for 28 days served.
The maximum imprisonment he could face could be up to 12 years if the Ohio Department of Rehabilitation and Corrections decides to tack on an additional three years for the felonious assault charge, which carries in indefinite sentence of six to nine years.
The incident occurred Oct. 4 in Center Township when Krueger threatened to kill a woman and put both hands around her neck and chokedher, putting his fingers in her mouth as she gasped for air. He also punched her multiple times in the face. He was found lying on his belly in a wooded area of the property trying to hide from deputies.
The victim was transported to St. Elizabeth Hospital in Youngstown by Hanover Township EMS due to her injuries.
-- Thomas C. Summers, 47, Haiti Road, Salineville, was sentenced to two years in prison after violating the terms of his probation for open burning or open dumping of solid waste, an unclassified felony, and two counts of nonsupport of dependents, a fifth-degree felony, with credit for 68 days already served in jail. His participation in drug court was dishonorably terminated. Summers failed to pay child support for two children from Oct. 3, 2021 to Oct. 1, 2023. He was accused of disposing of solid waste by open burning or open dumping from April 2, 2023 to Sept. 5, 2024.

LISBON -- In Columbiana County Municipal Court, cases against James Barshaw, 60, state Route 172, Kensington, were bound over to the county grand jury for fourth-degree felony assault and misdemeanors of obstructing official business and resisting arrest for allegedly walking away, fighting with deputies, being aggressive and failing to listen to commands after they responded to a domestic disturbance on Aug. 3 in West Township.
A case against Thomas A. Hurst, 72, Sell Road, Salem, was bound over to the county grand jury for failure to verify change of address, a first-degree felony, for allegedly failing to notify the sheriff's office on Aug. 3 that he moved and had a new address for the sex offender registration.
A preliminary/pretrial hearing was set Aug. 24 for Michael Lee Reinhold, 31, Youngstown, charged with fourth-degree felony domestic violence and misdemeanor obstructing official business for allegedly biting a woman and hitting her eye during an altercation in a vehicle in East Liverpool on Aug. 13. During his arrest, he refused to comply with an officer's request to fingerprint him. He was fined $50 for open container.
A preliminary/pretrial hearing was set Aug. 24 for Shawn P. DeLauder, 46, last known address Echo Dell Road, East Liverpool, charged with third-degree felony having weapons while under disability and misdemeanors of failure to display valid sticker and driving under suspension, with a probation violation hearing also set for Aug. 24 for a 2025 case of falsification. DeLauder possessed a firearm in Lisbon on May 31 when he was prohibited from having one due to a prior conviction.
A pretrial was set Aug. 31 for Megan Richards, 45, East Fifth Street, Salem, charged with two counts of aggravated menacing for an incident in Salem on Aug. 13 when police were called for a domestic dispute involving a gun and a woman threatening two men while she allegedly had the gun. Richards was apparently upset with the two men over a rent issue when she threatened to shoot them, the affidavit said, and had a gun in her hand when she was beating on their door.
A pretrial/bond hearing was set Aug. 26 for Brandon J. Miller, 35, Bell Road, Lisbon, charged with two counts of misdemeanor domestic violence for allegedly dragging a woman around the house on Bell Road in Elkrun Township on July 28 and then grabbing a woman by the neck in a vehicle, holding her while punching her in the face on July 3, also in Elkrun Township on Low Road.
A pretrial was set Aug. 19 for Jon L. Turner Jr., 22, Maple Avenue, Wellsville, charged with endangering children for allegedly striking a child while assaulting a woman on Aug. 11 in Wellsville.
Glenn Bender 50, Anderson Avenue, Wellsville, was fined $500 and sentenced to 90 days in jail, with 70 days suspended and credit for five days served, leaving 15 days still to serve in jail for cruelty to animals. He was ordered to not own or possess any companion animal and must complete 30 hours community service. According to an affidavit by the Columbiana County Dog Warden, two deceased dogs were found on Bender's property on Sept. 26, 2025, with one dog in early stages of decomposition in a dog house near the porch and another dog found in a garbage bag in advanced stages of decomposition. Bender said the dogs were sick before dying and he did not take them for veterinary care. Three living dogs were removed from the property after a search warrant was obtained.
Charles Ray Shreve, 28, College Street, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence, with 40 hours community service. He was ordered to have no contact with the juvenile victim. On July 21 in St. Clair Township, Shreve shoved a woman and hit her and also hit a juvenile and shoved her down.
A pretrial was set Aug. 26 for Bruce Merryman, 36, Woodland Avenue, Salem, charged with resisting arrest and disorderly conduct for allegedly running down the road screaming, then becoming agitated and yelling at police in Salem on Aug. 12.
Chelsea Wilson, 37, Y & O Road, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one served, for disorderly conduct amended from domestic violence, with 30 hours community service. Wilson grabbed a man by the throat in St. Clair Township on July 21.
David Alan Michael Talbott, 35, Ravine Street, East Liverpool, was fined $500 and sentenced to 15 days in jail, with credit for three days served, leaving a balance of 12 days to serve in jail for possessing drug abuse instruments, drug paraphernalia and criminal trespass for trespassing at an East Liverpool residence on June 12 and possessing a pipe and used syringes.
Shane LaFlame, 25, Ravenna, was fined $750 and sentenced to 13 days in jail with credit for 13 days already served, leaving no time to serve for two counts of criminal trespass and a single count of hit/skip. The hit skip stemmed from an incident in the Giant Eagle plaza parking lot in Salem, with his license suspended for 180 days. The criminal trespass charges accused him of entering the Foundry in Salem on July 25 and on Aug. 1 after previously being trespassed from the bar.
A pretrial was set Aug. 19 for Ariel L. Durham, 37, last known address Duck Creek Road, Salem, charged with criminal trespass for allegedly lying down on the ground at a Salem property after previously being trespassed from it.
Tylor J. Rowe, 31, Akron, was fined $200 and sentenced to180 days in jail, with 140 days suspended and credit for 23 days served, leaving a balance of 17 days still to serve in jail for menacing. He must complete 20 hours community service and stay away from the victim. While he was an inmate at the Columbiana County jail, Rowe made a throat-cutting gesture to an LPN and then made threatening statements to a corrections officer, stating he would have the LPN killed on July 11.
Charges of engaging in prostitution and possessing criminal tools against Christopher L. Delaney, 58, New Castle, Pa., were dismissed after Judge Danielle Menning granted a defense motion for dismissal due to the state's lack of compliance with the rules for discovery, or sharing of evidence and information. The judgment entry noted the court "considered several less severe sanctions which were not the appropriate action under these specific facts." The charges stemmed from an alleged sex-for-hire incident on Jan. 30 in East Palestine.
Thomas Summers, 47, Haiti Road, Salineville, was fined $150 and sentenced to 35 days in jail, with credit for 35 days served, leaving no time to serve for criminal mischief for taking the doors apart to gain entry into an outbuilding at the Salineville Assembly of God Church on July 16, 2025 in Salineville.
Bob Frederick Pierce, 36, Calcutta Smith Ferry Road, East Liverpool, was fined $200 and sentenced to four days in jail, with credit for four days served, leaving no time to serve for three counts of criminal trespass and one count of drug paraphernalia. Pierce trespassed at Heights Manor Apartments in East Liverpool on Oct. 24 and Oct. 18 after being trespassed from the property in September and possessing drug paraphernalia.
A probation violation hearing was set Sept. 29 for Michael Allen Howard, 40, Jackman Street, East Liverpool, for a 2025 case involving charges of obstructing official business, drug paraphernalia and criminal trespass for a May 6, 2025 incident in East Liverpool.
A pretrial was set Oct. 14 for Dillon Riley Everhart, 25, Lincoln Avenue, Salineville, charged with drug paraphernalia for allegedly possessing a pipe on Aug. 8 in East Liverpool.
David R. Winters, 42, Walnut Street, Leetonia, was fined $1,365 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended for operating a vehicle impaired, speeding and marked lanes. He must complete 25 hours community service and his license was suspended for one year, with driving privileges granted.
