LISBON -- A man who allegedly arranged for a drug deal with an undercover officer and then rammed the vehicles containing four East Palestine police officers when he arrived appeared for arraignment Monday.
A preliminary hearing was set Aug. 12 in Columbiana County Municipal Court for Micah Ronald Barnes, 27, Pittsburgh, Pa., charged with four counts of felonious assault, a first-degree felony, third-degree felonies of failure to comply and having weapons while under disability and fourth-degree felonies of trafficking in drugs and possessing criminal tools.
According to the police affidavit, Barnes arrived on Feb. 18 in East Palestine after arranging to bring and sell cocaine to the undercover officer using his cell phone to make the arrangements. He was allegedly out delivering narcotics prior to the attempted sale and when he arrived for the delivery, his vehicle was boxed in by three police vehicles.
He backed up and rammed the undercover officer's vehicle in the front, then rammed the vehicle of two more officers, striking the vehicle twice, then struck a marked vehicle of another officer, fleeing the scene, wrecking his vehicle and fleeing on foot, the affidavit said. A loaded 9mm handgun was inside the vehicle and he's allegedly barred from having a weapon due to a previous conviction. Two phones were also in the vehicle used for felony drug transactions. He was located in the woods after fleeing.
Also in county Municipal Court, a preliminary hearing was set Aug. 10 for Dustin James Brooks, 39, Vine Street, East Liverpool, charged with violation of a protection order, a fifth-degree felony, for allegedly entering a protected person's residence without permission, getting into an argument and leaving on July 31 in East Liverpool. He was also fined $200 for two counts of animals running at large/dogs failure to confine for incidents on Jan. 3, 2023 and March 30, 2023 when his dog was running loose and at one point allegedly killed a cat.
Jason Norman Barnes, 38, Canton, was fined $400 and sentenced to 30 days in jail, with 21 days suspended and credit for nine days served, for criminal trespass, a misdemeanor amended from fourth-degree felony burglary, and misdemeanor drug paraphernalia for entering an apartment in East Liverpool on July 23 and attempting to get into a safe. On July 25, he allegedly possessed a cut plastic pen with white residue inside along with other illegal narcotics in East Liverpool.
A pretrial was set Oct. 7 for Shannon M. McCarthy, 31, Commerce Street, Wellsville, charged with domestic violence and endangering children for allegedly cutting a child with a retractable razor while allegedly fake cutting his knee and telling him to tell everybody he fell on glass on May 22 in Wellsville. She was intoxicated at the time, the affidavit said.
A pretrial was set Oct. 6 for Duane J. Stalnaker, 52, Barclay Avenue, Salem, charged with domestic violence for allegedly grabbing a woman by the throat with both hands after she went to see what he was doing when he was racking his gun multiple times after they had an argument on July 31 in Salem.
A pretrial was set Oct. 7 for Ashley M. McKeehan, 45, Camelot Drive, Columbiana, charged with domestic violence for allegedly pushing and slapping another woman on July 24 in Columbiana. The affidavit said she was showing signs of manic behavior and was taken to Salem Regional Medical Center where several drugs were administered to calm her down.
A pretrial was set Oct. 13 for Dean Ray Phillips, 37, Y & O Road, East Liverpool, charged with domestic violence for allegedly pushing a woman down the front steps of a residence, then she went over to his truck not wanting him to leave and she was kneed in the face. The affidavit said she went back inside and didn't want him coming back but he kicked the door open before leaving on July 31 in St. Clair Township.
A pretrial was set Oct. 5 for Robert Joseph Beresford, 41, Park Way, East Liverpool, charged with domestic violence for allegedly throwing a bag with containers of ice cream at a woman, hitting her arm and then exploding in her vehicle on Aug. 1 in St. Clair Township.
Allen S. Vancooney, 30, Franklin Avenue, Salem, was fined $200 and sentenced to 90 days in jail, with 60 days suspended and credit for 15 days served, leaving another 15 days still to serve for assault, with 20 hours community service ordered. He punched another inmate in the face as he was exiting his cell in the Columbiana County jail on Feb. 11 while incarcerated.
A pretrial was set Oct. 7 for Ethan Dallas Zohnd, 35, Bell School Road, East Liverpool, charged with three counts of violate temporary protection order for allegedly attempting to call the protected person on July 18 in St. Clair Township, having two other people at the protected person's residence on July 20 and sending her a text message on July 22 saying he should have killed her when he had the chance.
A pretrial was set Oct. 13 for Michael Hipsley, 33, Honey Lane, Leetonia, charged with violation of a protection order for allegedly being at Southern Local Schools in violation of a protection order on July 6 when the protected person's child was at football practice.
A status conference was set Oct. 6 for David A. Gosselin, 74, Hartford, Conn., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $100, then traveling to East Palestine on April 25 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set Oct. 6 for Trevor Jay Donley, 35, McDonald, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money to be paid via electronic means, then traveling to East Palestine on Aug. 2 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set Oct. 6 for Steven Glover, 34, Columbia, S.C., charged with endangering children, engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for cash for a half hour, then arriving at the meeting location in Unity Township on foot after parking his semi in a parking lot down the street on July 31. It was learned that he left an 11-year-old child in the semi truck alone, unattended, with the window partially down and the truck unlocked.
Catherine Grace Shaffer, 24, New Brighton, Pa., was fined $500 and sentenced to 180 days in jail, with 160 days suspended and credit for 20 days served for obstructing official business and making false alarms, with 40 hours community service ordered. She made a false statement on Jan. 18, 2024 that resulted in arrest of a man for domestic violence, then she came to the police station a few days later and said she made the false statement out of anger to get the man arrested.
