Grand Jury
LISBON -- Edith L. Martin, 58, Sunnyside Street, East Liverpool, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury for possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Aug. 20, 2025.
Municipal
LISBON -- In Columbiana County Municipal Court, a preliminary/pretrial was set Aug. 5 for Robert E. Vaughn Jr., 27, state Route 517, Lisbon, charged with felonious assault, a second-degree felony, and misdemeanor domestic violence for allegedly saying he was going to kill during an argument with a woman and then taking two shots at her as she was walking away from the confrontation on July 28 in Elkrun Township. An affidavit from a deputy sheriff said both shots missed and went out towards a field and an additional shot was reported but no holes could be found inside the residence or garage. The firearm, a .38 special, was located with a holster and six rounds, with three empty.
A case against Ashley Dawn Nelson, 35, Mingo Junction, was bound over to the county grand jury for burglary, a fourth-degree felony, for allegedly being in an East Liverpool residence then fleeing on July 23, found by police hiding in thick brush on the side of a hill.
A case against Raistlin Lee Curtis, 31, Prospect Street, Salem, was bound over to the county grand jury for failure to verify residence address, a fifth-degree felony, for allegedly failing to verify his address for the sex offender registration as of June 23 in Lisbon.
A pretrial was set Aug. 10 for Preston Matthew Brown, 18, Hammond School Road, Wellsville, charged with domestic violence for allegedly striking a woman in the face and several times on her left arm on July 28 in Wellsville.
A pretrial was set Aug. 10 for Terry David Adkins, 72, St. Clair Avenue, East Liverpool, charged with domestic violence for allegedly striking a woman in the face, neck and arms on July 29 in East Liverpool.
A pretrial was set Sept. 16 for Tiffiany Lyn Wright, 35, Avondale Street, East Liverpool, charged with domestic violence for allegedly slapping and punched a man in the face during an argument on July 29 in East Liverpool.
Michael Lee Delturco, 22, Richmond, was fined $150 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for disorderly conduct amended from domestic violence, with 40 hours community service, for a domestic disturbance, striking a woman in the face who struck him back and they both proceeded to strike each other on Feb. 11 in East Liverpool.
Travis Lee Newman, 38, West Main Street, East Liverpool, was fined $200 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct amended from domestic violence, with 25 hours community service. Newman grabbed a woman and forced her into a cabinet, hurting her shoulder, and put both hands around her neck after she initially slapped him in the arm during an argument on May 18 in East Palestine.
Brittany Renee Lockhart, 32, Lisbon Street, East Liverpool, was fined $150 for disorderly conduct amended from domestic violence for striking a man in the face during a domestic on May 21 in East Liverpool.
Jeffrey Wade Ketchum, 64, Crawford Road, Wellsville, was fined $150 for disorderly conduct amended from criminal damaging for damaging a neighbor's security camera on March 30 in Yellow Creek Township.
A pretrial was set Aug. 10 for Candice L. Desanzo, 46, North Market Street, East Palestine, charged with two counts of endangering children for two small children, ages 3 and 5 years old, being outside unattended for at least 30 to 40 minutes on North Market Street in East Palestine on July 17. She was fined $50 for failure to confine dog for her dogs being in the road on July 22 in East Palestine.
John B. Weaver, 51, Waterloo Street, East Liverpool, was fined $250 for disorderly conduct amended from attempted for attempting to steal two items totaling $59 from the Calcutta Walmart on March 4.
A pretrial was set Oct. 7 for Andrea L. Gibson, 48, Market Street, Youngstown, charged with theft for allegedly stealing $238 from a shoe while at a residence in East Rochester on June 15.
Alexander Allen Wright, 54, McKinnon Avenue, East Liverpool, was fined $250 for theft for failing to scan and pay for 10 items for a total of $101, using a clearance tag for $3 to scan all of the items he had at the Calcutta Walmart on May 3.
A pretrial was set Aug. 11 for Joseph Samuel Kaminsky, 28, West Martin Street, East Palestine, charged with obstructing official business and drug paraphernalia for allegedly possessing a red cut straw with white residue and attempting to flee with handcuffs on in East Liverpool on July 23.
A pretrial was set Sept. 22 for Kevin E. Roupe, 35, Ashbaugh Lane, East Liverpool, charged with housing code violation buildings and structure, litter and maximum permissible height of weeds for allegedly having litter, junk and debris, grass and weeds in excess of 12 inches and a severely deteriorated deck railing on April 13 on Ashbaugh Lane in East Liverpool.
Matthew E. Loy, 25, Park Place Avenue, East Liverpool, was fined $250 for failure to file tax return for sales tax from October 2025 through February 2026 for the Avenue Bagel Co. in East Liverpool.
A status conference hearing was set Oct. 7 and a court trial was set Oct. 14 for David Rodney Krebs, 48, Middlefield, charged with operating a vehicle impaired and marked lanes.
Bruce A. Whittaker, 67, Bill Smith Road, Wellsville, was fined $400 and given a suspended 30-day jail term for reckless operation amended from OVI and traffic control devices, with another OVI charge dismissed. His license was suspended for 180 days and he must complete 40 hours community service.
A pretrial was set Aug. 12 for Nathanael Clayton Martens, 32, Littleton, Colo., charged with OVI and failure to display valid sticker.
A pretrial was set Oct. 5 for Jamaine Delvin Finney, 35, Ohio Avenue, East Liverpool, charged with OVI second offense, no valid license and marked lanes.
A pretrial was set Oct. 6 for Bradley Donald Hall, 61, South Shadylane Drive, East Liverpool, charged with OVI, OVI breath and a turn signal violation.
A pretrial was set Oct. 7 for Dustin T. Whaley, 31, West Chestnut Street, Lisbon, charged with menacing for allegedly threatening a woman in Lisbon on July 27. He was allegedly seen on video screaming at her while his fists were balled up and saying he was going to whoop her.
A pretrial was set Sept. 23 for Jacob Cameron, 21, New Cumberland, W.Va., charged with endangering children for allegedly inhaling a narcotic and consuming an alcoholic beverage with a juvenile in the vehicle on May 26 in East Liverpool.
A sentencing hearing was set Sept. 8 for Timothy Robert Browning, 20, Campbell, who pleaded no contest to criminal damaging. He was accused of spray painting graffiti on the back and side of a building on North Market Street in East Palestine on May 5.
David Grimm, 51, New Castle, Pa., was fined $750 and given a suspended 180-day jail term, with 25 hours community service, for engaging in prostitution and possessing criminal tools. He already completed a prostitution prevention course. Grimm responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for $140, then drove to East Palestine on May 26 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set Aug. 12 for Ryeasha Laelle Jordan, 30, Youngstown, charged with obstructing official business for allegedly leaving the county Municipal Court building after being served with a bench warrant for failing to appear on traffic charges. She had been told she was in custody and to stay in the lobby while paperwork was being done, but left the building and drove away and did not return.
Kenneth Paul Bach, 50, Market Street, Salineville, was fined $250 and given a suspended 180-day jail term, with 25 hours community service, for theft. He was ordered to have no contact with the Calcutta Walmart, where he left without paying for $155 in merchandise on Jan. 2.
Nevaeh L. Weidner, 22, Canfield, was fined $250 and sentenced to 30 days in jail, with 26 days suspended and credit for four days served, for underage consumption, with 30 hours community service. Weidner was a passenger in a vehicle during a traffic stop on June 11, 2024 in Columbiana and admitted an open container of Twisted Tea belonged to her.
Payton Carter Robey, 20, Lincoln Avenue, Salem, was fined $1,165 and sentenced to 180 day in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for operating a vehicle impaired and no license, with 40 hours community service. His license was suspended for one year.
