Grand Jury
LISBON -- A Wellsville man accused of engaging in sexual activity with a 13-year-old earlier this year is facing five counts of sexual battery.
Wayne R. Tate, 51, Broadway Avenue, was served with a secret indictment Thursday in Beaver County. The Columbiana County Grand Jury issued two counts that are second-degree felonies and three counts that are fourth-degree felonies.
According to the indictment, all the charges stem from Tate allegedly engaging in sexual activity with the child victim on Feb. 8 this year.
Also served with secret indictments were:
-- Richard H. Stoddard, 57, Minerva Street, East Liverpool, fifth-degree felonies of aggravated possession of drugs, possession of heroin and possession of a fentanyl-related compound for allegedly possessing methamphetamine, heroin and fentanyl on Jan. 7.
-- Robert Lee Vandyke, 32, Blakely Street, East Liverpool, third-degree felonies of aggravated possession of drugs and aggravated trafficking in drugs for allegedly possessing and preparing for sale methamphetamine on Sept. 19, 20-25 and fifth-degree felony aggravated possession of drugs for allegedly possessing methamphetamine on Aug. 20, 2025.

LISBON -- In Columbiana County Municipal Court, a case against Aaron M. Delo, 33, State Line Road, Negley, was bound over to the county grand jury for breaking and entering, a fifth-degree felony, for allegedly posting items for sale on Facebook Marketplace after breaking into the Crestview School under construction on July 13 and stealing tools from inside the building. One of the tools had a victim's handwritten initials on it in black marker and that was one of the items posted for sale. Employees working on the school identified the tools advertised for sale as their own. He was fined $100 and given credit for five days served in jail for criminal trespass for trespassing at a Fairfield Township property on July 1. He was also fined $425 for driving under suspension, expired plate, no license, failure to display valid sticker and expired registration.
A case against Dreyvan Shakore Walton, 29, Lang Street, East Liverpool, was bound over to the county grand jury for failure to comply with an order or signal of a police office, a third-degree felony, for allegedly fleeing from police on a motorcycle while officers were attempting at traffic stop in East Liverpool on July 14. He was fined $100 for unsafe vehicle amended from expired license.
A preliminary hearing was set Aug. 3 for Michael Villegas, 29, Haiti Road, Salineville, charged with domestic violence, a fifth-degree felony, for allegedly pushing her while she was gathering her belongings from a Salineville residence on July 24, then hitting her when she was bent down. She is pregnant, which made the charge a felony, an affidavit said.
A preliminary hearing was set July 29 for Ashley Dawn Nelson, 35, Mingo Junction, charged with burglary, a fourth-degree felony, for allegedly being in an East Liverpool residence then fleeing on July 23, found by police hiding in thick brush on the side of a hill.
A pretrial was set Aug. 3 for Allen S. Vancooney, 30, Franklin Avenue, Salem, charged with assault for allegedly punching another inmate in the face as he was exiting his cell in the Columbiana County jail on Feb. 11 while incarcerated.
A pretrial was set July 29 for William T. Poling, 65, Van Buren Avenue, Salem, charged with assault for allegedly grabbing a woman by the arm and striking her during a dispute over mowing grass near her property line when she pointed her finger at him on July 23 in Perry Township.
A pretrial was set Sept. 21 for Sophia J. McDonald, 19, Valley Road, Salem, charged with assault for allegedly slapping a man and grabbing him by the neck as he tried to leave, then striking him with a piece of fencing outside on July 9 in Butler Township.
A pretrial was set Aug. 5 for Randall C. Culler, 46, Bell Road, Lisbon, charged with domestic violence for allegedly shoving a woman into an open car door after following her to storage units in Wellsville on June 22.
A pretrial was set Aug. 3 for Matthew Christopher Ward, 38, Michigan Avenue, East Liverpool, charged with disorderly conduct after being erratic, and yelling and cursing at police officers in East Liverpool on July 23 after calling 911 and admitting to being on methamphetamine. He continued yelling at officers after going inside his home, then walked outside and called 911 while emergency personnel were still there.
Ryan S. Romigh, 32, Gamble Road, Lisbon, was fined $450 and sentenced to 30 days in jail, with credit for 10 days served, leaving a balance of 20 days still to serve for criminal damaging, drug paraphernalia and driving under suspension. He was accused of pouring sugar into the gas tank of a man's vehicle on May 25 in Butler Township. On Dec. 22, 2025, he was stopped by police in Salem and possessed a pipe with residue for use with dangerous drugs.
A pretrial was set Aug. 18 for Thomas Ira Taylor, 57, Nelsonville, charged with theft and drug paraphernalia for allegedly stealing a bag of Cheetos from Smith Oil gas station in Lisbon on June 15 and possessing a cut straw and unknown crystal-like substance on July 22 in East Liverpool.
Austin Michael Johnson, no age listed, Opal Drive, Wellsville, was fined $100 for litter, with the fine suspended due to the property being cleaned up. Johnson was cited for litter, junk and debris on his property on Pennsylvania Avenue, East Liverpool on June 24.
A pretrial was set Sept. 30 for James Thomas Cheeks, 49, St. Clair Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing three burnt glass pipes typically used for inhaling narcotics on May 10 in East Liverpool.
A court trial was set July 29 for Ariel L. Durham, 37, last known address Duck Creek Road, Salem, charged with criminal mischief, criminal trespass and disorderly conduct for allegedly trespassing on a woman's front porch on West Fifth Street in Salem on July 15, destroying items and refusing to leave. After her arrest, she requested medical attention and was taken to Salem Regional Medical Center where she was given several warnings for yelling profanity and refusing to stop, then grabbing several items off of the wall in the ER treatment room and throwing them on the ground, causing a disturbance.
A pretrial was set Sept. 30 for Kevin Roy Leport, 55, Blair Alley, East Liverpool, charged with theft for allegedly taking a bottle of Fireball liquor and placing it down the front of his pants at the Giant Eagle on Bradshaw Avenue in East Liverpool on Jan. 9, then leaving without paying. The property was valued at $27. He was also fined $180 for unauthorized plate, expired registration and expired tag.
A pretrial was set Sept. 16 for Maria A. Pugliano, 42, Commerce Street, Wellsville, charged with endangering children, operating a vehicle impaired second offense, OVI breath first offense and speeding for having three children in the vehicle while allegedly impaired on July 22 in Liverpool Township.
A pretrial was set Oct. 5 for Michael P. McKenzie Jr., 30, Fair Avenue, Salem, charged with OVI, OVI breath and marked lanes.
A pretrial was set Sept. 29 for Tyler John Fullum, 27, Second Street, Hanoverton, charged with OVI, OVI breath and marked lanes.
A pretrial was set Sept. 21 for Amanda Sue Evans, 40, Berlin Center, charged with OVI, OVI breath and left of center.
Melissa R. Brink, 46, McKinley Avenue, Lisbon, was fined $715 and sentenced to 90 days in jail, with 84 suspended and credit for six days served for physical control amended from OVI and driving under suspension, with 20 hours community service. A charge of failure to display valid sticker was dismissed. Her license was suspended for one year.
