LISBON -- An east Liverpool man is facing fines and jail time for domestic violence and multiple protection order violations.
Joshua Francis, 45, Louise Street, East Liverpool, was sentenced to 180 days in jail with 105 days suspended and fined $1,000 for domestic violence, possession of drug abuse instruments, and three counts of violation of a protection order. The charge of domestic violence stems from an incident in East Liverpool on Nov. 13, 2025, when Francis struck a woman in the forehead causing a large lump. The charges of violation of a protection order stem from incidents when Francis contacted the protected person in East Liverpool by text on Nov. 21,2025, and by yelling at them from outside their residence on Dec. 14 and 20, 2025. The charge of possession stems from an incident on Dec. 21, 2025, when suspected narcotics and a syringe were located in his vehicle while he was being taken into custody for an outstanding warrant. A fourth count of violation of a protection order was dismissed.
Lila Varner, 82, Eagleton Road, Lisbon, was fined $150 for disorderly conduct amended from domestic violence for allegedly striking a man in Lisbon on April 14 in Lisbon.
Johnny Exline, 51, St. Clair Avenue, East Liverpool was fined $300 for drug paraphernalia, and failure to signal for possessing a burnt metal socket which tested positive for cocaine in his vehicle during a traffic stop in East Liverpool on April 3. A charge of no driver's license was dismissed.
Thomas Reed, 38, St. Clair Avenue, East Liverpool, was sentenced to 5 days in jail and fined $150 for possession of drug paraphernalia for possessing a pipe for the smoking of narcotics and narcotics when being investigated for potential involvement in a theft from a St. Clair Township business on July 1.
John Byler, 23, Mayhem Road, Carrollton, was sentenced to 90 days in jail with 87 days suspended and credit for three days in a driver's intervention program and fined $505 for OVI. A charge of speeding was dismissed.
Juanita Birch, 45, Saint John Street, East Liverpool, was sentenced to 90 days in jail with 87 days suspended and credit for three days in a driver's intervention program and fined $650 for OVI. A second charge of OVI and a charge of failure to control were dismissed.
A preliminary hearing and pretrial were set Aug. 19 for Michael Ashbaugh, 28, Roller Coaster Road, Lisbon, charged with improper handling of a firearm, a fifth-degree felony, OVI, and a headlight violation for allegedly possessing two loaded handguns in his vehicle while driving intoxicated in Lisbon on July 21.
A pretrial was set Sept. 22 for Kristi Wright, 51, Lang Street, East Liverpool, charged with menacing by stalking for allegedly threatening to assault a St. Clair Township woman and collecting her name, birthdate, phone number, and address on July 4.
A pretrial was set Sept. 16 for Emily Wilcox, 21, Pope Avenue, East Liverpool, charged with two counts of domestic violence for allegedly striking a man in the face and leaving "a claw mark on his arm" in East Liverpool on July 22.
A pretrial was set Aug. 5 for Chelsea Wilson, 37, Y and O Road, East Liverpool, charged with domestic violence for allegedly grabbing a man around the neck leaving visible marks in St. Clair Township on July 21.
A pretrial was set Aug. 3 for Tylor Rowe, 32, Georgetown Road, Beloit, charged with menacing for allegedly threatening a nurse while incarcerated at the Columbiana County Jail on July 11.
A pretrial was set Oct. 5 for Christina Penn, 40, Warren Avenue, East Liverpool, charged with obstructing official business for allegedly providing a false name, date of birth, and social security number to officers during a traffic stop in East Liverpool on Dec. 28, 2024.
A pretrial was set Sept. 14 for Jason Jayne, 47, Afton Avenue, Boardman, charged with engaging in prostitution and possessing criminal tools for allegedly arranging to meet with an undercover agent from the Mahoning Valley Human Trafficking Task Force in Unity Township on July 21 for sexual activity in exchange for $80 and possessing the currency and cellular device used to arrange the criminal act at that time.
Curtis Franklin Hunt, 32, North Shadylane Drive, East Liverpool, was fined $200 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, with 20 hours community service, for disorderly conduct amended from obstructing official business. Hunt lied to East Liverpool police concerning an accident, claiming the unknown driver got out and fled when he actually knew who the driver was on Feb. 27.
Romello Shamone Edison, 28, West Sixth Street, East Liverpool, was fined $100 for disorderly conduct for an incident at the Dollar General in East Liverpool on July 14.
Lee A. Courtney, 60, Buckeye Avenue, Salem, was fined $100 and sentenced to one day, with credit for one day already served, for disorderly conduct for punching a vehicle and yelling at the driver in Salem on June 3, continuing to yell profanities and be belligerent toward police who responded to his residence.
Anthony Latrelle Riddle, 38, Steubenville, was fined $200 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for obstructing official business, with 20 hours community service. Riddle gave false names to police during a traffic stop on May 31 in Liverpool Township
Mary Elizabeth Kiehl, 41, old state Route 344, Leetonia, was ordered to serve 20 days in jail, with credit for 12 days already served, leaving eight days still to serve for violating the terms of her probation for a 2025 case of theft.
James Lee Nelson, 38, Warren, was fined $340 for theft for failing to scan and pay for $117 worth of items from the Calcutta Walmart on May 10.
Joseph P. Desalvo Jr., 50, East Third Street, Salem, was fined $1,000 and sentenced to 180 days in jail, with 170 days suspended, leaving a balance of 10 days to serve in jail for operating a vehicle impaired and driving under suspension, with 20 hours community service. He also must serve 30 days of electronically monitored house arrest. A speeding charge was dismissed. His license was suspended for two years.
Craig Wischerman, 52, Park Court, Columbiana, was fined $1,215 and sentenced to 180 days in jail, with 177 days suspended, along with three days credit for a driver intervention program, with $500 of the fine suspended, for OVI and reasonable control. His license was suspended for one year, with driving privileges granted, and 25 hours community service.
A pretrial was set Sept. 21 for James Elliott Cagle, 82, Ohio Avenue, East Liverpool, charged with domestic violence for allegedly pushing a woman and striking her in the stomach on July 18 in East Liverpool.
A pretrial was set Sept. 21 for Keith Lee Scott, 22, state Route 164, Lisbon, charged with domestic violence for allegedly hitting a woman in the head with a camera, scratching her arm and back and pulling the neck of her shirt on July 19 in Center Township.
Walter R. Fortney, 71, state Route 164, Leetonia, was fined $500 and sentenced to 180 days jail, with 179 days suspended and credit for one day served, with 20 hours community service, for violating a protection order. He was ordered to stay away from the victims and to remove surveillance equipment within seven days. Fortney was yelling at a protected person mowing and photographed the property line where grass was being blown on his property, then showed a deputy the photo, which violated the protection order for not using any electronic surveillance on protected persons.
Douglas E. Gill, 45, state Route 7, Rogers, was fined $500, given 20 hours community service and sentenced to 180 days in jail, with 150 days suspended and credit for 13 days served, leaving a balance of 17 days to serve for two counts of violation of a protection order. He was accused of text messaging the relative of a protected person on June 17 and June 18 in Center Township, in violation of a protection order.
Van Lamar Evans, 20, East Cleveland, was fined $500 and sentenced to 45 days in jail, with credit for 26 days served, leaving balance of 19 days still to serve for obstructing official business and resisting arrest for an incident on June 25 in Wellsville when he was a passenger in a vehicle during a traffic stop detectives with the Columbiana County Drug Task Force conducted, knowing he was wanted on warrants. The affidavit said he told the driver to take off and was grabbing the gear shift trying to shift the vehicle into drive, then held onto the gear shift as detectives were trying to remove him. He was tased and taken into custody.
Waldon P. Brunner, 85, Duke Vodrey Road, East Liverpool, was fined 250, given a suspended 90-day jail term and 25 hours community service for theft. He was ordered to pay restitution of $125. He stole a wallet left behind by another customer at Aldi's in St. Clair Township on June 22, then returned and dropped the wallet on the floor, with the owner finding the cash missing.
A pretrial was set Sept. 22 for Bradley Scott Tingler, 46, Hammondsville Road, Wellsville, charged with possession of drug abuse instrument and two counts criminal trespass for allegedly possessing a used syringe and trespassing in an East Liverpool apartment on April 6, 2025 and trespassing on the property of Woodland Hills in East Liverpool on July 17 this year. He was fined $150 for speeding.
Melissa Harrison, 42, Kirk Road, Columbiana, was fined $150, given a suspended 30-day jail term and 25 hours community service for disorderly conduct amended from endangering children. The charge stemmed from a 7-year-old child testing positive for THC (marijuana) in her urine in the emergency room of Akron Children's Hospital in Boardman on April 5.
Jeremy Landon Young, 40, Springfield, was fined $750 and given a suspended 90-day jail term, 20 hours community service and an order for an education course for engaging in prostitution and possessing criminal tools for responding to an undercover ad on an known prostitution website and arranging for sexual activity with a woman in exchange for money, then traveling to East Palestine on Dec. 24, 2025 for the meeting with the phone used to make the arrangements in his possession.
