Grand Jury
LISBON -- Christina M. Penn, 40, Warren Avenue, East Liverpool, was served Monday with a secret indictment issued by the Columbiana County Grand Jury for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Dec. 28, 2024.

LISBON -- An East Liverpool man accused of beating and kicking another man unconscious was ordered evaluated for competency and sanity.
Marcus Lee White, 44, Mulberry Street, was charged earlier this year with felonious assault, a second-degree felony, and misdemeanor domestic violence for allegedly striking another man in the head multiple times with both punches and kicks which rendered him unconscious at the time police and EMS arrived in East Liverpool on March 25.
During a recent hearing, his defense attorney's motions were granted for the evaluations by the Forensic Psychiatric Center of Northeast Ohio for competency to stand trial and for a plea of not guilty by reason of insanity.
Columbiana County Common Pleas Court Judge Megan Bickerton issued the evaluation order and noted a hearing will be set at a later date.

-- Timothy J. Reaggle, 20, Y & O Road, Wellsville, pleaded guilty to a lesser offense of third-degree felony aggravated burglary (originally a first-degree felony), a lesser offense of fourth-degree felony aggravated assault (originally second-degree felonious assault), a lesser offense of misdemeanor failure to comply with an order or signal of a police officer (originally a felony), and misdemeanors of aggravated menacing and two counts of assault. Sentencing was set for Sept. 14. Reaggle assaulted three people on Feb. 14, 2025 in St. Clair Township, first headbutting a woman in the face after she told him to leave, then tackling and assaulting a man outside the residence. Another man reported that when Reaggle first came into the residence and began fighting with everyone, he held a knife to the man's neck, threatening him. He also fled from police.
-- Taylor Allen Holzer, 31, Neely Manor, East Palestine, was ordered evaluated for competency to stand trial and the ability to plead not guilty by reason of insanity, with a status hearing set for Aug. 28 before Judge Scott Washam. Holzer was charged with fourth-degree felony assault, fifth-degree felony aggravated menacing and misdemeanors of domestic violence and resisting arrest for allegedly threatening and punching a police officer in the face while resisting arrest on Jan. 14 in East Palestine. Holzer was being placed in custody for allegedly punching another person in the face during an argument.
-- Olivia Redman, 20, state Route 7, Rogers, was sentenced to 24 months in prison for violating the terms of her probation for two separate cases for fifth-degree felony assault and misdemeanor assault and third-degree felony burglary. She received credit for 472 days served. Redman assaulted another inmate at the Columbiana County jail while she was an inmate, punching the woman on May 2, 2025, then striking a corrections officer who intervened, hitting her in the face and kicking her. The burglary charge involved Redman trespassing in an occupied structure in East Liverpool on Nov. 22, 2024 with the purpose to commit theft.
-- Diego D. Galicia, 31, Johnson City, Tenn., was sentenced to nine months in prison for third-degree felony tampering with evidence and misdemeanors of engaging in prostitution, possessing criminal tools, and resisting arrest. Charges of obstructing official business and failure to disclose one's personal information will be dismissed. Galicia responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for $200 to be paid via the Cash App, then arrived in East Palestine on Jan. 19, 2025 for the meeting. Galicia refused to exit his vehicle and had to be forcefully removed and continued to resist. While being taken into custody, he smashed his phone and destroyed it. He had refused to provide officers his name or identifying information when requested.
-- Derek Thompson, 31, Chester Avenue, Wellsville, was sentenced to six months in prison after pleading guilty to possession of drugs and possession of a fentanyl-related compound, both fifth-degree felonies, for possessing buprenorphine on Sept. 8, 2025 and possessing fentanyl in jail on March 15, 2025.
-- Robert Tanley Jr., 45, Amsterdam, was ordered to spend 54 days in the county jail for violating the terms of his probation for two counts nonsupport of dependents, a fifth-degree felony, for failing to pay support from June 5, 2022 to June 2, 2024.
-- Christopher A. Stauffer, 44, North Street, Beloit, pleaded guilty to nonsupport of dependents, a fifth-degree felony, for failing to pay support from Feb. 26, 2023 to Feb. 23, 2025. Sentencing was set for Sept. 25.
Municipal
LISBON -- In Columbiana County Municipal Court, a preliminary hearing was set July 29 for Raistlin Lee Curtis, 31, Prospect Street, Salem, charged with failure to verify residence address, a fifth-degree felony, for allegedly failing to verify his address for the sex offender registration as of June 23 in Lisbon.
Kyle L. Gloss, 25, last known address North Lincoln Avenue, Salem, was fined $100 and sentenced to eight days in jail, with credit for eight days already served, for misdemeanor assault amended from felonious assault, a second-degree felony, for causing damage to another man's rib area with a weapon during an altercation on July 10 in Salem. Apparently, the two men got into an argument that turned physical while they were sleeping in a tent on Sunset Boulevard, an affidavit said. Scissors were involved.
A pretrial was set Aug. 3 for William Gus McGuckin, 51, Brookdale Avenue, East Palestine, charged with domestic violence for allegedly grabbing a woman by the forearms on July 20 in East Palestine.
A pretrial was set Aug. 3 for Kota C. Borsellino, 24, Bell Road, Lisbon, charged with domestic violence for allegedly making numerous threats in recent weeks to kill a woman, including burning the house down in Elkrun Township, with her escaping and reporting the repeated threats on July 20.
A pretrial was set Sept. 2 for Lucas Haven McKenzie, 22, Broadway Avenue, Wellsville, charged with two counts of menacing for allegedly threatening to cause harm to a woman's vehicle on Dec. 22, 2025 in Wellsville and also said on social media offering to pay someone money $1,000 if they got all four of her tires, including her address on the post.
A pretrial was set Sept. 15 for Michael E. Walz, 67, Old Fredricktown Road, East Liverpool, charged with menacing for allegedly continuously coming onto or just at the property line of a neighboring property, taking a fighting stance and screaming at the neighbor to come fight him on July 20 in St. Clair Township.
A status conference hearing was set Sept. 29 and a court trial was set Oct. 7 for Amari Da Queen Graham Cruz, 34, Youngstown, charged with soliciting and possessing criminal tools for allegedly posting an ad offering sex for hire on a known prostitution website and arranging for sexual activity in exchange for money with an undercover agent who contacted her through the ad, traveling to East Palestine on April 17 with the phone used to make the arrangements in her possession.
Robert L. Hays, 36, Sharp Street, Salem, was fined $500 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for telecommunications harassment, with 20 hours community service. While talking to Salem Police dispatch on March 13 regarding an ongoing custody dispute, he yelled profanity at the dispatcher after becoming agitated when advised of his options. A police affidavit said he called dispatch multiple times in the past using abusive language and yelling profanity.
Alexis Jackson, 22, Globe Street, East Liverpool, was fined $150 and sentenced to two days in jail, with credit for two days served, for disorderly conduct amended from disorderly conduct-presence of emergency facility person for being highly intoxicated and verbally combative with officers on May 9 in East Liverpool, refusing to listen to officer commands to stop yelling.
Richard G. Prendergast, 64, South Lundy Avenue, Salem, was fined $150 for disorderly conduct amended from public indecency for pulling his pants down and defecating in the Salem Family Care parking lot on May 4 in Salem.
