LISBON -- An East Liverpool man accused of attempting to steal a woman's purse during a break-in has been ordered evaluated for competency and sanity.
Robert K. Barrett, 41, West Ninth Street, was indicted earlier this year for second-degree felony burglary, fourth-degree felony trespass in a habitation when a person is likely to be present, fifth-degree felony possessing criminal tools and misdemeanor attempted theft.
The Forensic Psychiatric Center of Northeast Ohio will conduct the evaluation for competency to stand trial and the ability to plead not guilty b y reason of insanity. A status hearing will be set for 8:30 a.m. Aug. 28.
Barrett was charged for an alleged incident March 20 in East Liverpool when he allegedly trespassed in an occupied structure when a person was present, had a screwdriver in his possession and attempted to take the woman's purse and all the contents.
Grand Jury
LISBON -- A Leetonia man accused of allegedly having sexual contact with a 5-year-old child was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury.
Scott E. Arter, 61, Leetonia Road, was charged with gross sexual imposition, a third-degree felony, for allegedly having the sexual contact with the child victim on August. 24, 2025. Arraignment is scheduled for July 30 in Common Pleas Court.
A charge of obstructing official business was also filed against him through county Municipal Court.
Also served with secret indictments were:
-- Derek J. Thompson, 31, Chester Avenue, Wellsville, possession of drugs, a fifth-degree felony, for allegedly possessing buprenorphine on Sept. 8, 2025.
-- Nicholas O'Hanlon, 28, Cleveland, two counts possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Jan. 9 and April 6.
Municipal
LISBON -- In Columbiana County Municipal Court, cases against Albert M. Fullerton, 63, Mick Road, Wellsville, were bound over to the county grand jury for fifth-degree felony violate temporary protection order and misdemeanors of unauthorized use of a motor vehicle, operating a vehicle impaired and OVI breath. Charges of marked lanes and no valid license were dismissed. He was accused of allegedly attempting to get inside a protected person's residence in Yellow Creek Township and then being found in a camper on the property on July 3. Prior to this incident, also on July 3, he was charged with the OVI and other traffic charges during a traffic stop and it was discovered he was driving the vehicle without permission.
A preliminary/pretrial hearing was set July 22 for Aaron M. Delo, 33, Fairfield School Road, Columbiana, charged with fifth-degree felony breaking and entering and misdemeanors of criminal trespass improper/expired registration, suspended license, expired plate, no license and failure to display valid sticker for allegedly posting items for sale on Facebook Marketplace after breaking into the Crestview School under construction on July 13 and stealing tools from inside the building. One of the tools had a victim's handwritten initials on it in black marker and that was one of the items posted for sale. Employees working on the school identified the tools advertised for sale as their own.
A preliminary/pretrial hearing was set July 27 for Ryan L. Pritt, 44, Lisbon Street, East Liverpool, charged with fifth-degree felony receiving stolen property and misdemeanors of drug paraphernalia, criminal damaging and use of unauthorized plate for allegedly possessing a stolen dirt bike in East Liverpool on July 13. On July 15 in East Liverpool, he possessed a glass pipe commonly used to inhale/ingest methamphetamine. He was also accused of flushing a large number of sporks down the toilet in his cell while he was an inmate at the Columbiana County jail on June 17, causing the toilet to become clogged and damaged, requiring $650 in repairs.
A preliminary hearing was set July 20 for Gage Matthew Gillespie, 18, Vine Street, East Liverpool, charged with fifth-degree felony obstructing justice for allegedly spray painting a stolen dirt bike to evade detection of authorities on July 13 in East Liverpool.
A preliminary hearing was set Aug. 17 for Timothy Allen Gault, 18, McKinnon Avenue, East Liverpool, charged with fifth-degree felony complicity to commit theft for allegedly helping another person steal a dirt bike from an East Liverpool property on July 13.
Luke Andrew Morrison, 27, Cora Street, East Liverpool, was fined $250 and sentenced to 20 days in jail, with credit for six days served, leaving a balance of 14 days still to serve for domestic violence for striking another man while they were arguing over a household bill, pushing his head down while walking by him on July 9 in East Liverpool.
A pretrial was set July 29 for Terry A. Fluker, 37, Duke Road, East Liverpool, charged with domestic violence for allegedly punching a woman in the face multiple times and throwing a drink on her at Lena's Lounge in East Liverpool on Sept. 3, 2020.
A pretrial was set Aug. 3 for Michael Hipsley, 33, Hazel Run Road, Salineville, charged with violation of a protection order for allegedly being at Southern Local Schools, state Route 39, Salineville, when a protected person was present on July 6. He's prohibited from being at the school grounds, parking lots or buildings.
A pretrial was set July 28 for Lisa Young, 52, Rose Drive, Lisbon, charged with assault for allegedly striking another woman in the face with a trash bag full of fake flowers on July 6 in Lisbon.
John Sheridan Joy, 43, Riverside Avenue, Wellsville, was fined $100 and sentenced to 30 days in jail, with credit for 12 days served, leaving a balance of 18 days still to serve for aggravated menacing for yelling threats to kill a woman and punch her on July 3 in East Liverpool.
A pretrial was set Aug. 12 for Scott E. Arter, 61, Leetonia Road, Leetonia, charged with obstructing official business for allegedly failing to cooperate with deputies when they arrived at his residence to serve an arrest warrant for gross sexual imposition on July 10. Deputies could see him walking inside the residence and when they continued knocking on the doors he looked straight at them and still wouldn't come out, even at gunpoint. They also used police sirens and the radio intercom to try to interact with him to surrender without being successful. He was finally served with the felony warrant on July 15 and taken into custody.
A pretrial was set July 22 for Ariel L. Durham, 37, last known address Duck Creek Road, Salem, charged with criminal mischief, criminal trespass and disorderly conduct for allegedly trespassing on a woman's front porch on West Fifth Street in Salem on July 15, destroying items and refusing to leave. After her arrest, she requested medical attention and was taken to Salem Regional Medical Center where she was given several warnings for yelling profanity and refusing to stop, then grabbing several items off of the wall in the ER treatment room and throwing them on the ground, causing a disturbance.
A pretrial was set Sept. 1 for Justin Rydarowicz, 24, Washington Street, Salem, charged with criminal trespass for allegedly trespassing in a garage on Kelly Park Road, Leetonia on July 16.
Sentencing was set Aug. 4 for Amitkumar Vaghasiya, 44, Bridgeville, Pa., who pleaded no contest for failure to maintain purchase and sales records of all tobacco products. He was accused of failing to provide invoices for electronic cigarettes being sold at River City Fill Up on June 23 in East Liverpool.
A pretrial was set Sept. 2 for Patricia Myers, 56, Dunbury Avenue, Wellsville, charged with operating a vehicle impaired and right of way.
Charles J. Smith, 46, Springview, East Liverpool, was found guilty by a jury of failure to stop after an accident and by the judge of no valid license and assured clear distance during a recent trial. Smith was fined $300 and sentenced to 90 days in jail, with his license suspended for two years.
Diane Clarke, 66, Main Street, Columbiana, was sentenced to 90 days in jail with 87 days suspended and fined $1,065 for OVI.
John Applegate, 69, Thomas Road, Lisbon, was sentenced to 180 days in jail with 177 days suspended and credit for three days served and fined $1,065 for OVI.
Aaron Penny, 34, Stookeseberry Road, Lisbon, was sentenced to 180 days in jail with 175 days suspended, and fined $1,050 for OVI, and a turn signal violation.
A preliminary hearing was set July 20 for Gage Gillespie, 18, Vine Street, East Liverpool, charged with fifth-degree felony receiving stolen property for allegedly possessing a bike which had been obtained by theft on July 13 in East Liverpool.
A preliminary hearing and pretrial were set July 22 for Dreyvan Walton, 29, Erie Alley, Wellsville, charged with third-degree felony failure to comply, and a misdemeanor charge of expired operator's license for allegedly fleeing from officers at speeds reaching 125 mph for approximately 19.6 miles and passing multiple vehicles during the pursuit when officers attempted to conduct a traffic stop in East Liverpool on July 14.
A disposition hearing was set Sept. 21 for Ali Ammon, 28, East Liverpool Road, East Liverpool, charged with theft for allegedly taking $42.50 worth of items from a Saint Clair Township business without paying on May 3.
A pretrial was set Sept. 1 for Beau McGuire, 48, Beavers Road, Hanoverton, charged with third-degree felony strangulation, and misdemeanor assault for allegedly choking another man in Hanover Township on March 22.
A pretrial was set Aug. 25 for Brandon Miller, 35, Bell Road, Lisbon, charged with domestic violence for allegedly grabbing a woman by the neck and punching her in the face repeatedly in Rogers on July 3.
A pretrial was set Sept. 2 for Matthew Crowl, 47, East Third Street, Salem, charged with criminal trespass and complicity to commit theft. The charge of complicity stems from an incident on June 26 when Crowl allegedly was a passenger in a vehicle involved in a theft from a Salem business. The charge of criminal trespass stems from an incident when he allegedly entered a West State Street property he had previously been trespassed from on April 21 in Salem.
A pretrial was set Sept. 15 for Paul Beaver, 36, Wooster Street, East Liverpool, charged with theft for allegedly taking a pair of sandals from an East Liverpool business without paying on June 19.
A disposition hearing was set Sept. 8 for Donald Clark, 57, Cherry Valley Drive, Leetonia, charged with OVI and a turn signal violation.
Karen Ann Skeins, 33, Youngstown, was fined $250 and sentenced to 60 days in jail, with 58 days suspended and credit for two days served, with 20 hours community service and an education course ordered, for soliciting. She posted an ad offering sex for hire on a known prostitution website and arranged for sexual activity with an undercover agent who responded to the ad, traveling to East Palestine on Sept. 23, 2025 for the meeting.
Ammar Omar Zayed, 34, North Olmstead, was ordered to serve 10 days in jail for violating the terms of his probation for a 2023 case of engaging in prostitution and other charges from a sex-for-hire arrangement.
A charge of violation of a protection order against Robert Bortz, 85, Votaw Drive, Lisbon, was dismissed by the state, with the state determining the protection order had expired prior to the incident on June 12 in Hanover Township when he allegedly screamed at a protected person.
A pretrial was set Sept. 15 for Paul Lee Beaver, 36, Wooster Street, East Liverpool, charged with theft for allegedly stealing a pair of sandals from Dollar General in East Liverpool on June 19. Beaver allegedly took off his shoes and hid them, then slid on the pair of sandals and walked out without paying.
A pretrial was set Sept. 21 for Thomas E. Morrison, 55, Marion, charged with criminal trespass for allegedly trespassing at Fawcett apartments on July 13 after previously being evicted and trespassed from the property
Chad Vance Lang, 32, Malvern, was fined $150 for disorderly conduct for being intoxicated and breaking items at a residence in St. Clair Township on May 9.
Rozalyn E. Feliciano, 21, Carbon Hill Road, East Palestine, was fined $150 and sentenced to three days in jail, with credit for three days served, for disorderly conduct. She yelled multiple times during an incident over a lost dog in Wellsville on April 2.
Christopher Lee Joy, 41, Avondale Street, East Liverpool, was fined $250 and sentenced to 22 days in jail, with credit for 22 days served, for disorderly conduct amended from domestic violence, with a note on the judgment entry that the alleged victim failed to appear and cooperate with the state. Joy was accused of pushing a man in the shoulder on Feb. 16 in Wellsville.
Competency and sanity evaluations were ordered for Julia Stephanie Jean Scott, 25, Calcutta Smith Ferry Road, East Liverpool, charged with theft for allegedly failing to pay for three items valued at $8.17 at the Calcutta Sheetz on Feb. 18.
Colt A. Heddy, 53, Niles, was fined $150 and sentenced to 21 days in jail, with credit for 21 days served, for disorderly conducted amended from assault. He was accused of striking a woman in the face with a closed fist after first going after her with a knife before throwing the knife in the woods on June 22 in Madison Township.
Diane K. Clarke, 66, North Main Street, Columbiana, was fined $1,065 and sentenced to 90 days in jail for operating a vehicle impaired, with credit for three days served and $500 of the fine suspended for completing a driver intervention program. Her license was suspended for one year, with driving privileges granted.
A motion hearing was set Aug. 26 for Brandy D. Virden, 47, Cleveland Street, Salem, charged with OVI second offense, OVI breath second offense and lighted lights required.
Jessie Frank Hubbard, 44, Midland, Pa., was fined $1,000 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve for OVI, no license and open container. Another OVI was dismissed. Hubbard must complete 20 hours community service and his license was suspended for two years.
A pretrial was set Sept. 9 for Josiah Jones, 18, Simmons Street, East Liverpool, charged with theft for allegedly stealing another person's bicycle from Circle K in Lisbon on July 3.
Chad E. Williamson, 45, Perry Grange Road, Salem, was fined $150 and sentenced to five days in jail, with credit for two days served, leaving a balance of three days to serve in jail for theft for placing a radio and a bottle of whiskey in his pants at the Salem Walmart on July 11 and leaving without paying.
Justin A. Larkins, 26, Applegate Road, Salem, was fined $250 for disorderly conduct amended from obstructing official business for refusing to provide police officers with his identifying information in Salem on April 25.
Douglas E. Meadows, 57, East North Avenue, East Palestine, was fined $50 for fishing license required for failing to have a fishing license when he was fishing July 4 at Highlandtown Lake boat ramp.
Bridgette Faith Scheer, 19, Georgetown, Pa., was fined $50 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for endangering children, with 40 hours community service ordered. On May 26 in East Liverpool, she knowingly inhaled a narcotic and consumed alcohol while a child was in the vehicle.
A pretrial was set Aug. 4 for Romelo A'ro Harrison, 19, McCoy Avenue, East Liverpool, charged with theft for allegedly stealing someone else's bicycle from Circle K in Lisbon on July 3.
Timothy Monnot, 73, East Beech Street, Alliance, was fined $1,145 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for operating a vehicle impaired, left of center and no seat belt. His license was suspended for one year.
A pretrial was set Sept. 14 for Ryan Matthew Hoschar, 29, Lisbon Road, Salem, charged with OVI second offense, marked lanes, OVI third offense, OVI refusal and reasonable control.

A charge of failure to control was dismissed. His license was suspended for one year, with driving privileges granted.
