LISBON – In Columbiana County Municipal Court, Rickey L. Smith, 70, Warren, was fined $150 for attempted possession of drug paraphernalia for attempting to possess a corner bag tear off coated in white residue during a traffic stop in Columbiana on Nov. 6, 2025.

A pretrial was set Sept. 14 for Indiah Marie Pullie, 24, South Walnut Street, East Palestine, charged with operating a vehicle impaired and assured clear distance.

A pretrial was set Sept. 14 for Joseph S. Skrinjar, 59, state Route 518, Lisbon, charged with OVI second offense, OVI breath second offense and a headlights violation.

Patricia A. Pray, 61, state Route 45, Lisbon, was fined $565 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI, with 20 hours community service ordered. Her license was suspended for one year, with driving privileges granted.

A case against Robert James Davis, 40, LaCroft Avenue, East Liverpool, was bound over to the grand jury. Davis is charged with theft, a fifth-degree felony, for allegedly stealing a cement saw valued at $2,249.99 from a Calcutta Smith Ferry Road business May 27 and then attempting to sell it for $500 at a local consignment shop.

A status conference hearing was set Sept. 21 for Nicholas Dalton Desimore, 26, Alpha Street, East Liverpool, charged with sexual imposition for allegedly touching a minor in a sexual manner at a Michigan Avenue, East Liverpool, home Dec. 15.

A pretrial was set Aug. 5 for Charles D. Green, 40, South Cross Street, Columbiana, charged with strangulation, a second-degree felony, and domestic violence, a fourth-degree felony, for allegedly entering the victim’s state Route 558, Leetonia, home June 26 and strangling her unconscious with his belt and then striking her in the face several times.

Green was also sentenced to 80 days in jail (10 credited) and fined $500 for assault and aggravated menacing for headbutting the victim, striking her multiple times and threatening to kill her at the victim’s home June 9.

A pretrial was set Aug. 12 for Kacandra I. Seddon, 45, Lisa Lane, Lisbon, charged with a protection order violation for allegedly approaching a Depot Road home of a protected individual July 8.

A pretrial was set Sept. 14 for Rick Allen Fisher, 35, Allison Road, Chester, W.Va., charged with theft for allegedly stealing along with two other individuals $849.64 in merchandise from the Calcutta Walmart July 1.

A pretrial was set Sept. 14 for Tammy F. Kent, 48, charged with OVI first offense and marked lanes.

Zacheus Inalien, 43, Orlando, Florida, was fined $750, sentenced to 90 days in jail (11 credited, 79 suspended), placed on one year probation and ordered to complete 20 hours community service and an online anti-prostitution class for engaging in prostitution and possession of criminal tools.

John J. Sisson, 44, Racine, Ohio, was fined $150, sentenced to 30 days in jail (suspended) and ordered to complete 20 hours community service and have no contact with the victim for disorderly conduct amended from a protection order violation.
