LISBON — In Columbiana County Municipal Court, a pretrial was set April 1 for Donald Clair Nesselrode, 59, Smithfield Street, East Liverpool, charged with domestic violence for allegedly striking a woman in the ribs with a closed fist three times in East Liverpool on March 23.
A pretrial was set March 30 for Bryan Douglas Adams, 41, Columbus, charged with theft and assault for allegedly punching a woman in the face and taking her phone on March 8 in Wellsville.
Skyiler Russell Crowe, 18, East Clark Street, East Palestine, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a prostitution prevention course. He was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80 in her vehicle, with Crowe allegedly walking to the meeting location on Jan. 2 in East Palestine with the phone used to make the arrangements in his possession.
Uriah Robert Mitchell, 20, McDonald Street, East Liverpool, was fined $250 and given a suspended 180-day jail term for theft. He was ordered to complete 20 hours community service and to have no contact with the Sheetz in East Liverpool. Mitchell was accused of stealing a Twisted Tea totaling $3.42 from the Sheetz in East Liverpool on Jan. 1.
A pretrial was set April 1 for Alex Eugene Farnsworth, 33, Jefferson Street, East Liverpool, charged with telecommunications harassment for allegedly sending 15 harassing and intimidating text messages to a woman in East Liverpool and calling her 20 times, with the victim reporting the harassment on March 14.
A sentencing hearing was set June 8 for Ashley Anderson, 33, Spillway Road, Lisbon, who is being evaluated for In Lieu of Conviction eligibility at the Columbiana County Counseling Center for theft and criminal mischief. Anderson was accused of allegedly stealing items from her place of work at Dollar General, state Route 46, New Waterford, on Nov. 17, 2025 and removing a security camera from another woman’s property in Center Township on Sept. 16, 2025.
Jose Manuel Santana, 54, Martin Avenue, East Liverpool, was fined $400 for two counts of discarding litter for dumping three mattresses near the dumpster of an apartment complex in East Liverpool on March 11 and then dumping one mattress near the dumpster of the same apartment complex on March 15.
Troy Allen Hughes, 53, East Third Street, Salem, was fined $925 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to serve in jail, plus serve 30 days electronically monitored house arrest for two merged charges of operating a vehicle impaired and marked lanes. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.
Henry A. Fink Jr., 65, East Euclid Street, Salem, was fined $915 and sentenced to 180 days in jail, with 174 days suspended and credit for three days to be served in a driver intervention program, leaving three days to serve in jail for traffic control devices and two merged OVI charges. He was also ordered to serve 30 days electronically monitored house arrest with work privileges. His driver’s license was suspended for two years with driving privileges granted and he was ordered to complete 20 hours community service.
Elizabeth Coulter, 45, last known address Harvey Avenue, East Liverpool, was fined $875 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served upon completion of a driver intervention program, for OVI first offense. Her driver’s license was suspended for one year with driving privileges granted and she was ordered to complete 40 hours community service.
A pretrial was set June 3 for Sean M. Golding, 32, Deming Street, Salem, charged with OVI first offense, OVI breath first offense and reasonable control.
A pretrial was set June 8 for Kimberly Lucas, 43, 16th Street, Wellsville, charged with OVI second offense and reasonable control.
A pretrial was set June 1 for Devon Alan Oliver, 29, Ridgewood Drive, Salem, charged with OVI first offense, OVI refusal with prior within 20 years and a turn signal violation.
A court trial was set April 27 for Brian D. Tinker, 43, North Jefferson Street, Lisbon, charged with headlights required and a stop sign violation.
A pretrial was set June 1 for Breontez P. Young, 32, East Sixth Street, Salem, charged with driving under suspension and traffic control devices.
A pretrial was set April 7 for Lori L. Richards, 54, Wintersville, charged with speeding.
A pretrial was set April 6 for Leiann M. Stidd, 35, Bridgeport, charged with driving under suspension and marked lanes.
A pretrial was set June 3 for Kayla Rochele Baker, 32, Youngstown, charged with no valid license and a tail lights violation.
A pretrial was set June 8 for Michael Keally, 53, Aliquippa, Pa., charged with speeding.
William B. Long, 51, Globe Street, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 27 days suspended and credit for three days to be served in a driver intervention program for reckless operation amended from physical control. His driver’s license was suspended for six months and he was ordered to complete 25 hours community service.
Eric Curtis Travis, 44, state Route 14, Columbiana, was fined $700 and sentenced to three days in jail for two counts of driving under suspension.
Charles W. McNeal, 54, West Clark Street, East Palestine, was fined $150 for no headlights amended from speeding.
William Jeffrey Boyd, 40, Manor Lane, East Liverpool, was fined $175 for driving under suspension and a turn signal violation.
Daniel Edward Elliott, 51, state Route 558, Leetonia, was fined $150 for driving under suspension.
Zaine A.M. Husk, 27, Toronto, was fined $250 for driving under suspension.
Eric Peter Saeger, 64, Salem Alliance Road, Salem, was fined $200 for driving under suspension.

LISBON — Motions for second psychiatric evaluations were granted recently in two separate cases in Columbiana County Common Pleas Court before Judge Scott Washam.
Lance Bishop, 20, Walnut Street, Rogers, was ordered evaluated by the Forensic Diagnostic Center of District Nine, Inc., Cambridge after his defense attorney requested second evaluations for current competency and sanity at the time of the offenses. A further status hearing was set for April 30.
Bishop stands accused of second-degree felony robbery and misdemeanors of assault and theft for an incident May 23, 2025 in Rogers at a garage sale hosted by the victim.
Bishop was accused of allegedly grabbing a money pouch from under a woman’s arm, ripping it from her and attempting to leave on a bicycle, then running on foot with the pouch containing $300 and a cell phone. The woman suffered injuries to her arm, leg and belly area and received treatment at a hospital.
In the case against Aiden C. Booth, 22, Center Street, East Liverpool, a state motion for a second competency evaluation was granted, to be done by Heartland Behavioral Healthcare, with a status hearing set for April 2. A defense motion for release was denied. Booth was indicted for 41 counts of pandering obscenity involving a minor or impaired person, a fourth-degree felony, for allegedly possessing images of child pornography on May 6, 2025. During a previous evaluation, the evaluator found that Booth was unable to understand the nature and objective of the legal proceedings or assist in his defense, also noting there was not a substantive possibility of restoring competency.
Also in Common Pleas Court:
— David Todd Gamble, 36, Youngstown, was sentenced to 18 months in jail for third-degree felony burglary and misdemeanors of theft and criminal mischief, with credit for 197 days served in jail. The burglary charge was originally a second-degree felony. Gamble was accused of breaking into another man’s house in East Liverpool and stealing several items on Aug. 27, 2025. Police responded to a report of a man with a sword acting suspicious and found Gamble with the sword lying on the ground with clothing and toys spread out in the parking lots surrounding the building, according to a police affidavit. He told police he removed bricks from the walkway of the alumni association buildings, broke an electrical outlet cover and removed a surveillance camera from the property.
— Taylor Thrasher, 27, Sixth Street, Wellsville, was sentenced to 18 months in prison after being found in violation of the terms of probation for complicity in the commission of an offense, a third-degree felony. Thrasher’s community control was dishonorably terminated. Credit was given for 133 days already served. On Nov. 21, 2021, Thrasher was accused of conspiring with another person to obtain items from Walmart, place controlled substances inside them and provide them to another party for delivery into the Columbiana County jail.
— Philip M. Kelley, 38, North Lincoln Avenue, Salem, was sentenced to 12 months in prison for fourth-degree felony trespass in a habitation when a person is present or likely to be present and misdemeanor obstructing official business, with credit for 140 days already served in jail. Charges of second-degree felony burglary and misdemeanor resisting arrest were being dismissed. He was accused of breaking into a home on North Lincoln Avenue, Salem on Nov. 3, 2025, breaking the front door window, reaching inside to unlock the door and continuing through the entryway and kitchen. After being confronted by the homeowner, he fled southbound on North Lincoln Avenue and was seen by police walking on Superior Avenue. Officers attempted contact and told him to stop multiple times, but a small foot chase took place and he was taken into custody after being caught.
— Melanie R. Leonard, 36, Starkey Lane, East Liverpool, pleaded guilty to endangering children, a third-degree felony, with sentencing set for May 28. Two additional counts of endangering children, one a second-degree felony and one a third-degree felony, will be dismissed. Leonard was accused of abusing an infant, resulting in serious physical harm to the child on Feb. 24, 2024 when the child was less than 2 months old.
— Frank B. Gardner, 30, Toronto, was sentenced to a term at the Eastern Ohio Correction Center until the program is complete for violating the terms of his treatment plan for fifth-degree felony receiving stolen property. His community control was extended to Dec. 9, 2027. Gardner possessed a woman’s stolen debit card on Dec. 25, 2023.
— Bryan A. Veglia Jr., 34, Ruth Street, East Liverpool, was sentenced to a term at the Eastern Ohio Correction Center until the program is complete for violating the terms of his community control for two counts of nonsupport of dependents and one count of possession of cocaine, both fifth-degree felonies. Veglia failed to pay child support for two children from Sept. 27, 2020 to Sept. 25, 2022 and possessed cocaine on Feb. 10, 2024.
— Andrew P. Deal, 47, East Main Street, Washingtonville, was placed under community control for three years after pleading guilty to nonsupport of dependents, a fifth-degree felony. He received credit for one day served in jail. He failed to pay support from Jan. 3, 2021 to Jan. 1,2023.
— Chelsea N. Keyes, 23, Lacroft Avenue, East Liverpool, was placed on an intervention plan for 18 months after pleading guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Oct. 18, 2024.
