Grand Jury
LISBON — A woman accused of stealing from Walmart was served Thursday with a secret indictment issued by the Columbiana County Grand Jury.
Tiffany M. Sattler, 34, Chester Avenue, Wellsville, was charged with theft, a fifth-degree felony, for allegedly stealing miscellaneous merchandise from Walmart on Nov. 12, 2025.
Also served with a secret indictment was Jalyn M. Gates, 30, Erie, Pa., charged with possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on Oct. 10, 2025.

LISBON — A woman accused of conspiring with others to bring drugs into the Columbiana County jail entered a guilty plea recently in Columbiana County Common Pleas Court.
Bobbi J. A. Wilson, 26, Maple Street, Lisbon, pleaded guilty to complicity in the commission of an offense, a third-degree felony, with sentencing set for May 21. Another count of complicity in the commission of an offense was dismissed. The aiding and abetting with others to bring drugs into the county jail occurred April 22, 2025-April 24, 2025.
Also in Common Pleas Court:
— Mark E. Foden, 55, Sherwood Road, Wellsville, was sentenced to nine months in prison after pleading guilty to possession of cocaine and aggravated possession of drugs, both fifth-degree felonies, with specifications for forfeiture of money from a drug case. He received credit for 14 days served and was ordered to forfeit $91. He possessed cocaine and methamphetamine and the $91 on Nov. 12, 2024.
— Elliott E. Springston, 42, Charles Street, East Liverpool, was sentenced to 58 days in jail, but received credit for 58 days served, leaving no time to serve in jail after pleading no contest and being found guilty of assault, a misdemeanor lesser-included offense. He was originally charged with a fifth-degree felony domestic violence charge. A misdemeanor domestic violence charge was dismissed. He was accused of striking a woman in the face and biting her arm in East Liverpool on Sept. 1, 2025.
— Larry Blakeley, 35, Follansbee, W.Va., was sentenced to 90 days in jail, with credit for 12 days served, leaving a balance of 78 days still to serve for violating the terms of his probation for open burning or open dumping of solid waste. His community control was dishonorably terminated. He was accused of disposing of solid waste by open dumping on March 28, 2021.
— Michael Heverly, 41, Depot Road, Salem, pleaded guilty to three counts of aggravated possession of drugs and two counts of possession of drugs, all fifth-degree felonies, and having weapons while under disability, a third-degree felony, along with a specification for forfeiture of money from a drug case, with sentencing set for May 21. Dismissed will be charges of possession of a fentanyl-related compound and defacing identification marks of a firearm. On Jan. 31, 2024, he allegedly possessed fentanyl in an amount equal or greater than 10 grams, but less than 20 grams, methamphetamine, hydrocodone, alprazolam and $91. He also allegedly possessed a gun when he was prohibited from having one due to a previous conviction and identification marks on the gun were defaced. On May 26, 2024, he allegedly possessed methamphetamine, buprenorphine and $342.
— Krista Pipes, 34, Thompson Avenue, East Liverpool, was placed under community control for four years after pleading guilty to illegal use of supplemental nutrition assistance program benefits or WIC program benefits, a third-degree felony, for misusing benefits from Oct. 1, 2021 to June 30, 2023.
