LISBON — In Columbiana County Municipal Court, a preliminary hearing was set March 16 for Sean Zett, 40, Ravenna, charged with grand theft auto, a fourth-degree felony, for allegedly stealing a 2024 Ford Raptor under the ruse of identifying himself under a different name and taking the vehicle for a test drive and to his mechanic on Jan. 17 from Tri-State Ford in East Liverpool. He left the business and never returned the vehicle and stopped taking phone calls. The affidavit also said he possessed a fraudulent Ohio BMV document under the other name.

Jaydin Isaiah Delauder, 22, last known address Pennsylvania Avenue, East Liverpool, was fined $150 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for assault amended from domestic violence. He was ordered to complete 40 hours community service. He was accused of pushing a woman down attempting to get keys from her several times on Jan. 31 in East Liverpool.

A pretrial was set March 2 for Darren Latray Pinkins, 31, Cleveland, charged with two counts each of possessing criminal tools and soliciting, with one case from 2022 and the other from 2026. An affidavit for the Nov. 3, 2022 incident in Salem alleged that Pinkins was soliciting sexual activity in exchange for $500, then arrived in Salem for the meeting with the phone used to make the arrangements in his possession. A warrant had been issued for him failing to appear on the 2022 charges filed by the Mahoning Valley Human Trafficking Task Force. An affidavit for a Feb. 14, 2026 incident said Pinkins allegedly posted an ad on a known prostitution website offering sex for hire “under the tag line and name Rico the Frico.” An agent reached out and Pinkins arranged for sexual activity with the agent in exchange for $800 for two hours. The affidavit said Pinkins claimed he forgot his glasses, could not read his GPS and did not see well at night and was two hours late arriving for the meeting in East Palestine. He was in possession of the phone used to make the arrangements.

A pretrial was set April 15 for Jerry Teter, 68, Elkins, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman for $140, then traveling to East Palestine on Feb. 13 for the meeting with the phone used to make the arrangements in his possession. According to the affidavit by an agent with the Mahoning Valley Human Trafficking Task Force, Teter had a prior conviction for prior prostitution offense and had allegedly responded to undercover ads placed by numerous agents as far back as 2021, including ones for minors.

A pretrial was set April 15 for David Joseph Kelsey, 47, Cookesville, Tenn., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $149 and some methamphetamine, then arriving in East Palestine with the phone used to make the arrangements in his possession along with methamphetamine and meth pipes on Feb. 13.

A pretrial was set April 27 for Timothy A. Lansky, 33, Augusta, Ga., last known local address Ravenna, charged with engaging in prostitution, possessing criminal tools and driving under suspension for allegedly requesting sexual conduct from an undercover agent via cell phone in exchange for $100, then driving to Salem for the meeting with the phone used to make the arrangements in his possession on Aug. 7, 2025.

A pretrial was set April 13 for James David Surso, 68, Norton, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman for $140, then traveling to East Palestine on Feb. 12 for the meeting with the phone used to make the arrangements in his possession. According to the affidavit by an agent with the Mahoning Valley Human Trafficking Task Force, Surso allegedly had a prior prostitution-related offense in Florida in 1984.

A pretrial was set April 27 for Christina M. Falconer, 49, Bower Road, Minerva, charged with aggravated menacing for allegedly threatening to shoot a man and his current girlfriend during a domestic dispute on Feb. 15 in Minerva, learning from the Ohio State Highway Patrol a 9mm handgun was found in her vehicle when she was stopped, an affidavit said.

William Payton, 21, Bouquet Street, Negley, was fined $300 and sentenced to 180 days in jail, with 169 days suspended and credit for 11 days served, for failure to comply and two counts of endangering children. His driver’s license was suspended for 180 days. A charge of contributing to unruliness was dismissed. A second-degree felony charge of felonious assault was also dismissed at the request of the state, with the alleged victim consulted and in agreement. He was accused of allegedly initiating an assault on a man with a blunt object on June 13, 2024 at Main Land gas station in East Liverpool and fleeing in a pickup that crashed and failed to stop for police. Two juveniles were in the vehicle.

Carter D. Hollinger, 24, Enon Valley, Pa., was fined $200 and sentenced to 14 days in jail, with credit for three days served, leaving a balance of 11 days still to serve for public indecency. According to an affidavit, on Aug. 28, 2025, he was seen by a juvenile and at least five people on the side of Darlington Road in Negley naked and satisfying himself sexually.

Chase William Haney, 19, Duncan Avenue, East Liverpool, was fined $500 and sentenced to 90 days in jail, with 86 days suspended and credit for four days served in jail, for criminal endangerment and menacing amended from menacing by stalking. He was ordered to complete 30 hours community service, stay out of an Sylvia’s Bar in East Liverpool and stay away from the victim. An affidavit said Haney and another man threw bar stools and ash trays during a bar fight, causing damage to collectible wine bottles on April 26, 2025 in East Liverpool. On May 11, 2025, he almost struck a victim with his vehicle while chasing him in East Liverpool.

Rydar Haney, 18, Lee Street, East Liverpool, was fined $300 and given a suspended 90-day jail term for criminal damaging. He was ordered to complete 20 hours community service and to stay out of Sylvia’s Bar in East Liverpool. An affidavit said Haney and another man threw bar stools and ash trays during a bar fight, causing damage to collectible wine bottles on April 26, 2025 in East Liverpool.

A pretrial was set April 27 for John D. Cook, 42, Oak Street, Leetonia, charged with disorderly conduct for allegedly screaming profusely while inside and outside his residence causing neighbors to call emergency services on two separate occasions and also for striking and punching multiple things inside the residence on Feb. 13. Leetonia Police had allegedly warned him on multiple occasions.

Danielle M. Staats, 38, Ash Street, Salem, was fined $250 and given a suspended 30-day jail term for disorderly conduct amended from endangering children. She was ordered to complete 30 hours community service. Staats was accused of admitting to smoking marijuana prior to walking a baby in a stroller in extreme heat on July 16, 2025 in Salem. The affidavit said she was struggling walking, talking and interacting with police and a glass marijuana pipe was found on the stroller.

A pretrial was set April 6 for Amanda Dawn Bidwell, 23, Wilbert Avenue, East Liverpool, charged with theft for allegedly stealing $450 from a co-worker’s purse and locker at Goodwill in St. Clair Township on Feb. 8.

Samantha J. Jackson, 32, Newgarden Avenue, Salem, was fined $200 for disorderly conduct for arguing with a school bus driver on Dec. 8, 2025 in Salem Township regarding her children not being picked up on an earlier date and then standing in the doorway of the bus to prevent the driver from continuing on the route. Video surveillance from a camera on the bus showed her allegedly arguing with the driver for about 10 minutes.

A pretrial was set April 1 for Aaron J. Soxman, 47, Apollo, Pa., charged with operating a vehicle impaired first offense, traffic control devices, endangering children and improper handling firearm in a motor vehicle for allegedly having a loaded firearm and a child in the vehicle he was operating while impaired on Feb. 13 in Columbiana.

A pretrial was set April 28 for Sarah K. Androlia, 22, Darlington, Pa., charged with OVI first offense, OVI controlled substance marijuana, attempted, possessing marijuana, a headlights violation and expired registration for allegedly possessing burnt marijuana and other marijuana-related items and suspected psilocybin mushrooms during a traffic stop on Nov. 12, 2025 in Unity Township.

Valerie Rosati, 66, Franklin Avenue, Salem, was fined $100 for animals running at large after her dog was running loose and killed someone’s pet rabbit on Feb. 4 in Salem.

Ladonna R. Muschweck, no age listed, East Sixth Steet, East Liverpool, was fined $500 each for two counts of failure to file city income tax, with the fines suspended on the condition she comply with the payment plan and file future returns timely. She was accused of failing for file city income tax returns in East Liverpool in 2024 and 2025. The same two charges were dismissed against Brandon M. Muschweck, no age listed, East Sixth Street, East Liverpool.

A pretrial was set April 22 for William E. Harshman, 63, Pittsburgh, Pa., charged with illegal use or possession of drug paraphernalia for allegedly possessing a prescription pill bottle with a white substance inside next to a torch lighter and suspected crack cocaine in a vehicle reported as a reckless driver and parked in the Sheetz parking lot in Columbiana on Feb. 15.

A pretrial was set April 22 for Michael Charles Demayo, 59, Butler, Pa., charged with OVI first offense and illegal use or possession of drug paraphernalia for allegedly possessing a crack cocaine pipe coated with white/cloudy residue on Feb. 15 at the Sheetz in Columbiana where a reckless driver was reported.

A pretrial was set April 21 for Tara Lynn Montgomery, 25, North Market Street, Lisbon, charged with OVI first offense, OVI breath first offense, driving under suspension and no turn signal.

A pretrial was set April 27 for Michael D. Bruce, 30, South Broadway Avenue, Salem, charged with driving under suspension.

A pretrial was set April 22 for Howard E. Martin, 39, Mary Street, East Liverpool, charged with left of center.

Brian Keith Custer, 43, Claiborne Street, East Liverpool, was fined $665 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for OVI and speeding. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

Mason Anthony Shreve, 19, Duke Vodrey Road, Calcutta, was fined $430 for driving under suspension, driving while texting, no seat belt and expired registration.

Gregory F. Weaver, 68, Seventh Avenue, East Liverpool, was fined $250 for driving under suspension.

Amanda Sierra, 44, Richardson Avenue, Negley, was fined $200 for driving under suspension and improper tag.

Carlos Humberto Lux Quinilla, 28, Franklin Avenue, Salem, was fined $175 for driving under suspension and driving while texting.

Court News

LISBON — A Lisbon man accused of pushing a corrections officer at the Columbiana County jail last year was sentenced to nine months in prison after pleading guilty to assault, a fifth-degree felony.

Donovain M. Casey, 20, Roller Coaster Road, entered the plea in county Common Pleas Court recently. He was charged with pushing the corrections officer while he was an inmate at the county jail on April 23, 2025.

The nine-month prison term was ordered served consecutive to the sentence of two years six months he’s already serving for violating the terms of his probation for charges of second-degree felony robbery and fifth-degree felonies of theft and aggravated possession of drugs. For the robbery case, he received credit for 270 days served. He received credit for 39 days served for the drug case.

The total prison time for all the cases totals three years three months.

For the robbery and theft, Casey was accused of approaching a juvenile with a knife and stealing the victim’s cell phone before fleeing the area on foot on Oct. 29, 2024 in Salem. The drug charge was for possessing methamphetamine on Nov. 4, 2024.
