LISBON — A Salineville man accused of running over a deputy’s foot and fleeing after an incident when he allegedly threatened another man in the Spring Valley Road area in 2020 was one of 15 defendants openly indicted this week.

Scott M. Haines, 51, state Route 164, was charged with felonious assault, a first-degree felony, third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of aggravated menacing and criminal damaging.

Haines was accused of allegedly running over a deputy’s foot after being stopped in the Spring Valley Road area, backing up and driving forward and turning toward the deputy while accelerating near Salineville on July 19, 2020. He then fled from deputies. Prior to the incident, he had been at a property on Spring Valley Road where he allegedly threatened another man by threatening to beat him and “smash his skull in” and he allegedly broke pool steps, threw the thermometer and threw a glass table, causing it to shatter.

The Columbiana County Grand Jury met for two days and issued the 15 open indictments and 33 secret indictments. Secret indictments aren’t revealed until the defendants are served with the paperwork and taken into custody.

Other open indictments issued included:

— Matthew D. Porter, 36, Vesper, Wisc., third-degree felony compelling prostitution and fifth-degree felony possession of criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website depicting an adult mother trafficking her minor daughter and arranging to have sexual conduct with both mother and daughter in exchange for $220. The affidavit said he was given multiple chances to only see the adult and requested the mother keep the minor there for the sex acts, arriving in East Palestine on Oct. 25, 2025 for the meeting, with the phone used to make the arrangements in his possession.

— Stephen James McRae, 43, Davidsville, Pa., third-degree felony tampering with evidence and misdemeanors of engaging in prostitution, possessing criminal tools and obstructing official business for allegedly responding to an undercover ad on a known prostitution website of two women and arranging for sexual activity with them in exchange for $30, then arriving in East Palestine on Oct. 31, 2025 for the meeting. He allegedly started to delete the texting application he was using and not exiting the vehicle. An officer had to physically hold the window down to prevent him from rolling it up on officers and he would not unlock the door, which had to be unlocked by officers.

— Romello Shamone Edison, 27, West Sixth Street, East Liverpool, fourth-degree felony failure to comply with the order or signal of a police officer for allegedly failing to move over for emergency lights on state Route 39 and fleeing from police who attempted a traffic stop, accelerating and losing control, with the vehicle sliding sideways and coming to rest in an empty gravel lot on Nov. 2, 2025 in East Liverpool.

— Alex G. Perez Calel, 25, West Pershing Street, Salem, two counts of fourth-degree felony operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI, impaired-fourth offense and misdemeanor endangering children. Calel allegedly had a child in a vehicle that he was driving and crashed while he was allegedly impaired on Nov. 7, 2025 in Salem. According to an affidavit, this was his fourth OVI offense in 10 years.

— David Sinclair Durbin, 52, Duke Road, East Liverpool, third-degree felony having weapons while under disability for allegedly possessing a loaded .22-caliber handgun in a bedroom in plain view when East Liverpool police officers assisted the city housing department in executing a search warrant at his residence on Nov. 19, 2025. Durbin was prohibited from having a weapon due to a drug indictment.

— Ronnie L. Jackson, 68, Rose Drive, Lisbon, third-degree felony strangulation and misdemeanor domestic violence for allegedly choking a woman and throwing her to the ground on Nov. 20, 2025 in Center Township.

— Crystal R. Hoskinson, 34, North Lundy Avenue, Salem, fifth-degree felony receiving stolen property and misdemeanor drug paraphernalia for allegedly possessing a man’s registration validation sticker, along with drug paraphernalia on Nov. 28, 2025.

— Courtney L. Troyer, 34, Gavers Road, Hanoverton, fourth-degree felony trespass in a habitation when a person is present or likely to be present and misdemeanor resisting arrest for allegedly illegally entering a residence on McCracken Road in Salem Township on Nov. 10, 2025 and then resisting when a deputy was taking her into custody.

— David Heck, 20, Shadyside Road, East Liverpool, fifth-degree felony complicity in the commission of an offense for allegedly knowingly aiding and abetting a woman who shoplifted from the Calcutta Walmart on Nov. 12, 2025 by allegedly picking her up in a van at the front door.

— Randall C. Culler, 46, Bell Road, Lisbon, fifth-degree felony theft for allegedly failing to scan and pay for 144 items totaling $1,637 at the Calcutta Walmart on Nov. 10, 2025.

— Jaminlee David Morris, 26, Oakwood Street, East Liverpool, fifth-degree felony theft for allegedly stealing $1,236 from the cash register while working at the Calcutta Walmart from Oct. 24, 2025 to Nov. 8, 2025.

— Thomas R. Welsh Jr., 40, East Fourth Street, Salem, fourth-degree felony trespass in a habitation when a person is present or likely to be present for allegedly crawling through a window with another person and entering a recently sold residence in Salem on Oct. 17, 2025.

— Brooke A. Potts, 24, East Lincoln Way, Lisbon, misdemeanor menacing for allegedly shoving another woman, who was pregnant, during an altercation on Oct. 13, 2025 in Lisbon. Her case will be transferred back to county Municipal Court.

— Brian J. Fattler, 51, U.S. Route 30, Kensington, third-degree felony abduction and misdemeanors of domestic violence and unlawful restraint for allegedly holding a woman down against her will and not letting her go, with a knife in his hand which he put down by her side on Sept. 21, 2025 in West Township.
