Grand Jury
LISBON — Multiple defendants were served Tuesday with secret indictment issued by the Columbiana County Grand Jury, including:
— Christian J. Frierson, 29, Euclid, fourth-degree felony grand theft and fifth-degree felony theft for allegedly stealing a Bobcat with attachments valued at $36,625 and an Appalachian trailer valued at $7,115 on April 17, 2025.
— Sarah L. Hudson, 36, Youngstown, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing the drug Lisdexamfetamine on March 15, 2024.
— Thomas R. Welsh, 40, East Third Street, Salem, aggravated possession of drugs and aggravated trafficking in drugs, both third-degree felonies, for allegedly possessing and trafficking methamphetamine in an amount equal or greater than bulk but less than five times bulk on April 27, 2025.
— Jeremy Pruden, 44, Calcutta Smith Ferry Road, East Liverpool, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on April 24, 2024.
— Joah I. Leffler, 42, Sherwood Road, Wellsville, failure to comply with the order or signal of a police officer, for allegedly fleeing from law enforcement on June 19, 2025.
— Timothy Moore Jr., 28, Ashtabula, fifth-degree felony vandalism and misdemeanor criminal damaging for an incident of vandalism involving damage to a tablet on Oct. 6, 2025.

LISBON — An East Liverpool man charged with passing bad checks was found not currently competent to stand trial, but with a probability of being restored to competency.
Shawn Peddicord, 43, Wilbert Avenue, was charged with one count of fourth-degree felony passing bad checks for allegedly attempting to defraud a man with a check written for $17,650 on Jan. 30.
Based on an evaluation by the Forensic Psychiatric Center of Northeast Ohio, Columbiana County Common Pleas Court Judge Scott Washam made the ruling regarding Peddicord’s competency.
He also found there was a reasonable probability that with appropriate treatment, the defendant could be restored to competency to stand trial within the time period allowed by law, which is six months.
Washam ordered that the least restrictive treatment alternative consistant with public safety and the defendant’s needs is outpatient restoration treatment at the Forensic Center in Youngstown.
For now, all proceedings in the case will be stayed, pending treatment.
