Grand Jury

LISBON — Two defendants were served Monday with secret indictments issued by the Columbiana County Grand Jury.

Jessica L. Hilderbrand, 35, Spillway Road, Lisbon, was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on March 20, 2024.

Scott M. Haines, 51 last known address state Route 164, Salineville, was charged with three counts of nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for three children from July 19, 2020 to July 17, 2022.

LISBON –A Pennsylvania woman accused of possessing psilocyn, a psychedelic drug, during a traffic stop on Sept. 3, 2023 lost her attempt to have the evidence suppressed.

Columbiana County Common Pleas Court Judge Megan Bickerton denied the motion to suppress filed by counsel for Melissa J. Hill, 54, Enon Valley, finding the search of her vehicle was proper.

Hill was charged with aggravated possession of drugs, a fifth-degree felony, and tried to claim the search by a Columbiana police officer was unlawful. During the traffic stop, the officer saw an open container of alcohol and then searched the vehicle, finding psychedelic mushrooms.

Also in Common Pleas Court:

–Phillip Jackson, 69, Riverview Street, East Liverpool, was ordered evaluated by the Forensic Psychiatric Center of Northeast Ohio for competency and sanity, with a status hearing set for Dec. 19. Jackon was indicted earlier this year with second-degree felonies of strangulation and felonious assault and misdemeanor domestic violence for allegedly punching a woman in the face, slamming her head against the wall and floor, stomping on her arms and ribs area and strangling her with his hands, causing her to go in and out of consciousness on Aug. 2 in East Liverpool.

— Deon A. Richmond, 57, Smithfield Street, East Liverpool, was ordered evaluated by the Forensic Psychiatric Center of Northeast Ohio for current competency. Richmond was indicted earlier this year with failure to register, a third-degree felony, for allegedly failing to register as a sex offender in Columbiana County on Dec. 10, 2024.

— Randy Wilkerson, 29, Old Fredericktown Road, East Liverpool, was ordered evaluated again by the Forensic Psychiatric Center of Northeast Ohio for continued conditional release for a 2019 case for felonious assault, a second-degree felony. Wilkerson had been found not guilty by reason of insanity as a mentally ill person and granted conditional release into the community. A review hearing is set for Dec. 1. Wilkerson had been accused of causing physical harm to another man on Oct. 7, 2019.

— Abby Pierson, 31, Youngstown, appeared for sentencing recently and was placed under community control for three years for fourth-degree felony assault and fifth-degree felony possession of cocaine. She was sentenced to 10 days in jail and received credit for 10 days served, leaving no days to serve in jail for misdemeanors of criminal mischief and operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them-OVI. She also received a mandatory fine of $715 and her driver’s license was suspended for one year. She received credit overall of 134 days served in jail. Charges of OVI, illegal use or possession of drug paraphernalia and driving under suspension were dismissed. Pierson was accused of trying to bite several police officers and EMTs during an incident on Nov. 28, 2024 in Columbiana. She also possessed cocaine and tried to damage a Columbiana police cruiser.

— Chad R. Shillingburg, 52, Mogadore, was placed under community control for three years during sentencing for theft from a person in a protected class, a third-degree felony. He was ordered to pay restitution of $12,000. Shellingburg was accused of stealing a check for $12,000 from an elderly victim on Oct. 3, 2023.

— Macey L. Blair, 29, Youngstown, was placed on a treatment plan for two years after pleading guilty to aggravated possession of drugs and possession of a fentanyl-related compound, both fifth-degree felonies. Blair possessed fentanyl and a synthetic opioid known as para-fluorofentanyl on Sept. 26, 2024.

— Mackenzie A. Myers. 48, 12th Street, Minerva, was sentenced to six months in prison after violating the terms of her probation for attempted aggravated possession of drugs, a fifth-degree felony. Her community control was dishonorably terminated and she received credit for four days served in jail. Myers was indicted for possessing methamphetamine on April 22, 2023.
