Grand Jury

LISBON — David C. Gouge, 49, South Lincoln Avenue, Salem, was served Monday with a secret indictment issued by the Columbiana County Grand Jury for fourth-degree felonies of theft from a person in a protected class, misuse of credit cards and telecommunications fraud for stealing $3,200 from a woman and misusing a debit card belonging to the woman on Sept. 30, 2022.

Municipal

LISBON — In Columbiana County Municipal Court, a pretrial was set Sept. 25 for Joseph F. Helpy, 60, Garfield Avenue, East Liverpool, charged with assault for allegedly striking another man in the face and knocking him to the ground, after he claimed the victim stood in a fighting stance towards him and swung and missed on Sept. 15 in East Palestine.

Vaneesa Marie Pressley, 33, Manor Lane, East Liverpool, was fined $250 and given a suspended 180-day jail term for assault. She was also ordered to complete 40 hours community service and have no contact with the victim. Pressley punched a man in the eye with a closed fist on Aug. 22 in East Liverpool.

A charge of aggravated menacing against Brandon E. Hacker, 32, Jimtown Road, East Palestine, was dismissed at the request of the state, with costs taxed to the state. Hacker had been accused of allegedly threatening a woman on Aug. 18 in Lisbon.

Christopher Lee McMillan, 39, St. Clair Avenue, East Liverpool, was fined $200 and given a suspended 30-day jail term for disorderly conduct amended from domestic violence. He was ordered to complete 30 hours community service. He was accused of throwing flower pots and beer on a woman and biting her during a domestic on June 4 in East Liverpool.

Justin A. Gibbs, 38, Cleveland Street, Salem, was fined $250 and given a suspended 90-day jail term for theft. He was ordered to complete 20 hours community service. Gibbs was accused of taking a bicycle from a Salem property on March 30, 2024.

A pretrial was set Nov. 25 for Vincent Anthony Circelli, 45, Calcutta Smith Ferry Road, East Liverpool, charged with theft for allegedly concealing merchandise in his pockets at the Sheetz in St. Clair Township on Sept. 2.

A pretrial was set Dec. 8 for Christina M. Seybert, 39, Crestview Road, New Waterford, charged with driving under suspension. She was fined $400 and sentenced to three days in jail with credit for three days already served for criminal trespass, drug paraphernalia and chapter violation for trespassing on a New Waterford property and possessing two glass smoking pipe with residue and a small bag containing a crystal substance on Oct. 1, 2022 and for failing to comply with a county health board order to abate a nuisance in 2021.

Austin Lee Smith, 28, Diamond, was fined $200 for drug paraphernalia for possessing a clear glass smoking device with burn marks present during a traffic stop when he was a passenger in Salem Township on May 22, 2023.

Kawand E. Woodbridge, 33, Youngstown, was fined $200 and sentenced to two days in jail with credit for two days served for drug paraphernalia for possessing a snort straw, envelope tear off and several flyers all with white residue during a traffic stop on Dec. 15, 2024 in Columbiana.

Justiano Calel Ajanel, 26, Dover, was fined $850 for a wildlife violation, hunting without permission and hunting ordinance violation. The deer was forfeited to the Ohio Department of Natural Resources and he was prohibited from applying for a hunting license for one year. Ajanel admitted to hunting on a property in Columbiana County on Nov. 19, 2024 without a hunting license or deer permit.

Nathaniel Dane Carter, 43, Maple Avenue, Wellsville, was fined $600 and given a suspended 30-day jail term for drug paraphernalia, driving under suspension, marked lanes, and expired license. He was ordered to complete 20 hours community service. Carter was accused of possessing a pink straw with a white powder substance inside during a traffic stop on July 17 in Liverpool Township.

Jerry L. Malone II, 45, West Fifth Street, Salem, was fined $2,250 and sentenced to 180 days in jail, with 110 days suspended and credit for six days served in jail, leaving a balance of nine days to serve in jail and 55 days of electronically monitored house arrest for operating a vehicle impaired third offense and driving under suspension. Another OVI charge was dismissed. His driver’s license was suspended for four years and he was ordered to complete 35 hours community service.

Hope Marie Steed, 27, South Lundy Avenue, Salem, was fined $1,100 and sentenced to 180 days in jail, with 156 days suspended and credit for three days served in a driver intervention program, with three days still to serve in jail and 18 days of electronically monitored house arrest for OVI and speeding. She also must serve an additional five days in jail for violating her probation from a 2023 case of OVI, bringing her total jail time to eight days. Her driver’s license was suspended for one year and she was ordered to complete 40 hours community service. Another OVI charge was dismissed.

Brian Keith Walker, 34, Youngstown, was fined $900 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and speeding. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Kimberly Ann Papadeonise, 59, East Eighth Street, Salem, was fined $925 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI and reasonable control. Another OVI charge was dismissed. Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.

A pretrial was set Dec. 9 for David B. Turner, 18, New Brighton, Pa., charged with OVI first offense and speeding.

A pretrial was set Dec. 16 for Anthony Tyler McKay, 19, Chester, W.Va., charged with speeding.

A pretrial was set Dec. 8 for Ethan D. Boyd, 28, Elkton Road, Lisbon, charged with driving under suspension and a tail lights violation.

A pretrial was set Dec. 4 for William D. Hively Jr., 54, West Seventh Street, Salem, charged with driving under suspension.

A charge of expired license against Jacora Nicole Jackson, 21, Youngstown, was dismissed.

Madyson Elizabeth McCue, 21, Shadylane Drive, East Liverpool, was fined $100 for an equipment violation amended from speeding.

Richard Allen Wilson, 76, Plymouth Street, Hanoverton, was fined $50 for stopped school bus.

Kory Jose Flowers, 33, Youngstown, was fined $100 for texting while driving.

Kenneth Cochrane, 48, Youngtown, was fined $130 for left of center and no seat belt.

Court News

LISBON — A man accused of multiple drug charges for a 2023 incident must serve at least two years nine months in prison after facing sentencing recently in Columbiana County Common Pleas Court.

Davante Jackson, 32, Cleveland, could also receive up to an additional one year in prison if the Ohio Department of Rehabilitation and Corrections decides it’s necessary. He received an indefinite sentence of two to three years for the second-degree felony possession of a fentanyl-related compound charge, meaning he must serve the two years, then it’s up to the state whether the additional year is served.

He also received an additional nine months in prison for third-degree felony tampering with evidence, misdemeanors of obstructing official business and resisting arrest, and fourth-degree felony possession of cocaine, with specifications for forfeiture of money in a drug case. He received credit for 244 days already served in jail.

Charges of trafficking in a fentanyl-related compound and trafficking in cocaine were dismissed.

He was also given a mandatory fine of $7,500 and was ordered to forfeit $863.

Jackson was accused of dropping a bag of narcotics after taking off on foot from officers who responded to an alleged drug deal in East Liverpool on April 3, 2023. A patrolman was injured while chasing him down and had to deploy his taser to stop Jackson. According to the indictment, he was attempting to sell and possessed fentanyl in an amount equal to or greater than 10 grams but less than 20 grams and also cocaine equal to or greater than 5 grams but less than 10 grams. He also possessed $863.

Also in Common Pleas Court:

— John R.Wolfe Jr., 42, West Fourth Street, Salem, pleaded guilty to felonious assault, a second-degree felony, and third-degree felony domestic violence, with sentencing set for Nov. 20. He was accused of striking a woman in the face multiple times and hitting her head off of the bathroom door and also placing his forearm against her throat and attempting to strangle her on Oct. 18, 2024 in Salem. He had six previous domestic violence convictions on his record.

— Anthony Allan Thompson, also known as Jessica Thompson, 41, Akron, was placed under community control for three years, but also ordered to serve 90 days in the county jail, with credit for 13 days served, leaving a balance of 77 days still to serve for fourth-degree felony promoting prostitution, fifth-degree felony possessing criminal tools and misdemeanor procuring, with a charge of misdemeanor soliciting dismissed. He was designated a Tier I sex offender with a sex offender registration requirement. He was accused of posting an ad on a known prostitution website offering sexual acts for hire. When contacted by an undercover agent, Thompson offered to provide sexual acts in exchange for $200 and then offered a female for sex acts and transported her to the location in East Palestine on April 14, 2024.

— William J. McFarland Jr., 34, Lisbon Road, Salem, pleaded guilty to third-degree felony having weapons while under disability for having a 9mm pistol in his possession on Jan. 26 in Salem when he was prohibited from having a weapon due to a previous felony conviction. Sentencing was set for Nov. 20.

— Chad R. Shillingburg, 52, Mogadore, pleaded guilty to theft from a person in a protected class, a third-degree felony, with sentencing set for Nov. 10. He was accused of stealing a check for $12,000 from an elderly victim on Oct. 3, 2023.

— Robert C. Cochran Jr., 36, Newgarden Avenue, Salem, pleaded guilty to two counts of cocaine and single counts of possession of drugs and aggravated possession of drugs, all fifth-degree felonies, with specifications for forfeiture of money in a drug case. Sentencing was set for Nov. 14. Cochran possessed cocaine on Sept. 13, 2023. On Feb. 5, 2024, he possessed cocaine, alprazolam and methamphetamine and $869.
