LISBON — Gloria Lykens, 35, Steubenville Pike Road, Lisbon, was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for two counts of nonsupport of dependents, a fifth-degree felony, for failing to pay child support for two children from July 2, 2023 to June 29, 2025.

LISBON –A Lisbon man who kicked a police officer after an incident Feb. 5 when he was intoxicated and hitting windows of passing cars while standing in the street will face sentencing Sept. 18 in Columbiana County Common Pleas Court.

Richard Vecchio, 63, state Route 164, entered a guilty plea recently to fourth-degree felony assault and misdemeanors of resisting arrest and disorderly conduct for standing in the middle of North Market Street in Lisbon while intoxicated, approaching vehicles as they slowed down and hitting their windows on Feb. 5. He also resisted arrest and pulled away from officers attempting to take him into custody, kicking an officer in the shin twice while being placed in the cruiser.

LISBON — In Columbiana County Municipal Court, a man who was found hiding in the attic insulation of a woman who had a protection order against him on Aug. 4 and tried contacting her again four days later was sentenced to 71 days in the county jail.

James Elliott, 34, West Sixth Street, East Liverpool, pleaded no contest and was found guilty of two counts of violation of a protection order, one count of domestic violence and one count of obstructing official business by Judge Kelly Linger. He was fined $700, ordered to complete 100 hours community service and have no contact with the victim and three juveniles.

He had been charged with domestic violence for making the woman believe he was going to cause her harm by harassing her and sending a threatening voice message on July 13 in East Liverpool, plus there was an alleged audio of him saying he was going to go to her relative’s house and “start lopping heads off,” the police affidavit said.

The charges of obstructing official business and violation of a protection order stemmed from an incident Aug. 4 at the woman’s East Liverpool residence. She had a concern that he might be there and arrived with police to find all the doors nailed shut and windows locked and blacked out. Officers entered the house and found a blanket on the attic door and then St. Clair Township police officers pepper balled the attic, made entry and saw someone’s leg coming out of the insulation. An officer gave multiple commands to come out, the person did not comply and two cartridges were deployed from a taser, with the officer having to pull the person from the insulation. The person was identified as Elliott.

The second charge of violation of a protection order resulted from Elliott again going to the protected house in East Liverpool on Aug. 8, which was video recorded on security footage, and also contacting the victim via text messages with his location at Thompson Park, saying he was going to kill himself. Police officers found him and placed him under arrest.

Also in Municipal Court, Richard Dowling, 19, Wells Hollow Road, Wellsville, was fined $300 and sentenced to 14 days in jail, with credit for three days served, leaving 12 days to serve in jail for violation of a protection order. He was accused of being in the company of a protected person on Aug. 1 in East Liverpool.

A domestic violence charge against Kyle Adams, 29, Georgetown Damascus Road, Beloit, was dismissed due to the alleged victim failing to appear for the court hearing. Adams had been charged with domestic violence for allegedly grabbing a woman’s arm and pushing her on April 15 at the Beloit property.

Jedidiah Wilson, 34, Westfield Road, East Liverpool, was fined $200 and sentenced to 180 days in jail, with 165 days suspended and credit for three days served, leaving a balance of 12 days still to serve in jail for telecommunications harassment. He was ordered to complete 70 hours community service and to have no contact with the victims. Wilson was accused of harassing or threatening a woman via multiple social media posts in January in East Liverpool.

Dakota Mays, 26, Michigan Avenue, East Liverpool, was fined $75 for disorderly conduct for alleged fighting in Liverpool Township on Aug. 10.

A pretrial was set Oct. 21 for Matthew Juillerat, 34, East Washington Street, Lisbon, charged with menacing for allegedly threatening a woman, making her believe he would cause her physical harm on Aug. 2 in Lisbon.

A pretrial was set Nov. 3 for Julissa Rojas-Hernandez, 27, Youngstown, charged with speeding.

A pretrial was set Oct. 7 for Colton Bratich, 30, Calcutta-Smith Ferry Road, East Liverpool, charged with speeding.

A pretrial was set Nov. 10 for Christopher Rimoldi, 20, East Clark Street, East Palestine, charged with assured clear distance.

A pretrial was set Nov. 10 for Johnathon King, 27, Farmdale, charged with driving while texting.
