LISBON — In Columbiana County Municipal Court, cases against Rebecca Lynn Simpson, 53, state Route 7, New Waterford, were bound over to the county grand jury for second-degree felony discharge firearm prohibited premises and misdemeanor aggravated menacing for allegedly making threats to cut a woman with a box cutter on June 12 and then showing up at the woman’s residence in Liverpool Township on June 14 and shooting into her house with a gun, then fleeing.

According to the police affidavit filed with the aggravated menacing charge, Simpson contacted the woman’s daughter to say she was going to harm her mother with a box cutter style knife. On a video sent to the woman from her daughter, a female called “Becky” could be heard saying she was going to the residence and telling the woman her grandchild was killed so she’ll open the door, then she said she will cut the woman’s forehead with the box cutter style knife, then cut her legs, mouth and cut her tongue out.

The police affidavit for the June 14 incident said that the woman looked out the side window near her front door after her stepdaughter said a grey car was in the driveway. She then said she saw Simpson allegedly standing outside the grey car pointing a gun at the residence in the direction where the victim was standing and then the victim heard gun shots ring out. The woman yelled for the stepdaughter to grab the 6-year-old grandchild, who was also near the front door, and flee to the back bedroom for safety where they barricaded themselves into the bedroom and hid in the closet. Officers found two spent shell casings and one live round in the driveway in the area where the grey car had been parked. They found the spent rounds, with one on the sideway area and one in the ashtray on the front porch. One round grazed the wood trim around the top of the porch and struck the brick above the front door where the victim had been standing. The other round went through a lawn chair and struck the brick. Simpson allegedly fled the area, but crashed her vehicle on Sprucevale Road and was taken into custody by St. Clair Township police. An officer located a black 9 mm handgun undeneath the driver seat of her vehicle with a live round in the chamber and additional rounds in the magazine.

Cases against Anthony Gregory, 38, Plymouth Place, Salem, were bound over to the county grand jury for third-degree felony strangulation and misdemeanor assault for allegedly grabbing a woman by the hair, throwing her to the floor, smacking her in the face, kicking her several times and choking her on April 24 in Perry Township.

Cases against Andrew Freed, 19, Hadley Road, East Palestine, were bound over to the county grand jury for fourth-degree felony receiving stolen property and misdemeanors of resisting arrest and obstructing official business for allegedly being found on June 23 in East Palestine in possession of a stolen 2003 Chevy Silverado that was stolen from Feezle’s Auto in Enon Valley, Pa. He allegedly fled out of a residence in East Palestine and attempted to get back inside the stolen vehicle and then was tased by a police officer.

A preliminary/pretrial hearing was set July 7 for Adam J. Hileman, 44, Brackenridge, Pa., charged with felonious assault, a first-degree felony, third-degree felony compelling prostitution, fourth-degree felonies of attempted and failure to comply with the order or signal of a police officer and misdemeanor engaging in prostitution. On Feb. 1, 2024 in East Palestine, Hileman allegedly responded to an undercover ad posted on a known prostitution website of an adult female and a 15-year-old female and arranged for sexual conduct with both females in exchange for money. When Hileman arrived in East Palestine for the meeting, he fled, purposely striking a police officer with his vehicle in an attempt to get away. He allegedly fled into Pennsylvania at speeds reaching 120 mph and was boxed in by Pennsylvania authorities, then engaged in a standoff with authorities until surrendering.

A preliminary/pretrial hearing was set July 24 for Marques Marquell Kimmie, 29, East Eighth Street, East Liverpool, charged with fourth-degree felony assault and misdemeanor drug paraphernalia for allegedly attempting to run back inside an East Liverpool residence while the Columbiana County Drug Task Force was executing a search warrant and slamming the door shut on a police officer’s wrist, using his body weight to hold the door shut on June 27. Kimmie also allegedly possessed several used digital drug scales with white residue and packaging material near the scales.

A preliminary/pretrial hearing was set July 7 for Jesse M. Jackson, 45, Lorain, charged with fifth-degree felony strangulation and misdemeanor assault for allegedly choking another man in Lisbon on June 28. He also allegedly shoved the victim through a table and pinned him to the ground after a verbal confrontation over dishes.

A preliminary/pretrial hearing was set July 7 for Tanner Minor, 19, Smith Street, East Liverpool, charged with third-degree felony failure to comply with the order or signal of a police officer and reckless operation for allegedly fleeing from police attempting a traffic stop after he was seen traveling 100 mph and going around another vehicle. He allegedly continued fleeing until crashing into a ditch on June 29 in St. Clair Township.

A pretrial was set July 21 for Eric Travis, 43, state Route 14, Columbiana, charged with domestic violence, aggravated menacing, using weapons while intoxicated and domestic violence for allegedly putting a 9mm pistol in the mouth of a woman while they were arguing in Fairfield Township on June 27 and also discharging three rounds from the pistol into the floor of the living room, with one shell casing jammed into the slide and two shell casings on the floor. He also allegedly pushed the woman to the ground and pinned her down.

A pretrial was set Oct. 21 for Orlando Walker, 34, Pennsylvania Avenue, East Liverpool, charged with domestic violence for allegedly grabbing a woman by the hair and striking her in the face on June 22 in East Liverpool.

A pretrial was set July 17 for Kristina Radcliff, 46, West Martin Street, East Palestine, charged with aggravated menacing for allegedly retrieving a 13-inch knife from the kitchen and threatening to stab a man, allegedly leaning forward in her chair with the knife in her hand making him believe he was going to be stabbed on June 29 in East Palestine.

Fred Struble III, 48, Chain School Road, East Palestine, was fined $500 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for aggravated menacing and assault amended from domestic violence. He was ordered to complete 25 hours community service. On Feb. 20 in East Palestine, Struble was accused of taking a woman’s cell phone and telling her five times that if she came near him, he would kill her. He also was grabbing her and trying to stop her from leaving after they had an argument.

Nicole Hart, 39, Walnut Street, Damascus, was fined $250 and given a suspended 30-day jail term for disorderly conduct amended from endangering children. She was ordered to complete 20 hours community service. Hart was accused of letting a child go to a park by himself on Sept. 10, 2024.

A pretrial was set Oct. 16 for Patrick Joseph Conlon, 29, Alice Street, East Palestine, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for $260, then traveling to East Palestine on June 28 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Oct. 2 for Jeffrey Burkey, 53, Bessemer, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $80, arriving in East Palestine on June 27 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Oct. 27 for Tara Rayne Balestrino, 24, Youngstown, charged with soliciting for allegedly posting an ad on a known prostitution website used for the solicitation of prostitution and soliciting two sex acts to an undercover agent posing as a purchaser of sex for $400, then driving to Salem for the meeting on June 11.

A pretrial was set Aug. 4 for Christopher Joy, 40, Avondale Street, East Liverpool, charged with theft for allegedly having two stolen dirt bikes on June 16 in Wellsville.

A pretrial was set Oct. 21 for Rebecca Tami, 42, state Route 45, Lisbon, charged with obstructing official business for allegedly admitting on June 27 that a man who had been trespassed from the property was staying there, while on June 14, she claimed he wasn’t there, however his clothes and dog were there.

A pretrial was set Oct. 28 for Zachary Taylor, 37, state Route 45, Lisbon, charged with two counts of criminal trespass for allegedly trespassing on a property on June 27 and on June 14 after he had received a trespass letter prohibiting him from being on the Center Township property.

A pretrial was set July 3 for Gregory Dailey, 37, Bloomfield Drive, East Liverpool, charged with possession of drug abuse instrument and drug paraphernalia for allegedly possessing used syringes and glass meth pipes during a standoff with police on June 26 in St. Clair Township.

A probation violation hearing was set July 10 for Denis Palacios, 22, state Route 45, Lisbon, for a 2024 case for disorderly conduct and open container.

Jennifer Perrot, 53, Howland, was fined $350 and sentenced to two days in jail, with credit for two days served, for possession of drug abuse instruments and illegal use or possession of drug paraphernalia for possessing three spoons with residue, a wet cotton swab, loaded hypodermic needle with a dark liquid substance, a paper fold containing a rock of suspected crystal methamphetamine, a glass crack pipe and a rock of suspected meth on Dec. 12, 2023 in Columbiana.

Briel Cook, 25, Penn Avenue Extension, East Liverpool, was fined $200 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 20 hours community service. Cook had a burnt glass crack pipe with chore boy in her possession on April 4 in East Liverpool.

A sentencing hearing was set July 17 for Jacqueline Sue Fickes, 55, Wyoming Avenue, East Liverpool, who pleaded guilty to theft for failing to scan and pay for six items totaling $30 on June 23 at the Calcutta Walmart.

A pretrial was set July 17 for Johnathan Crow, 28, North Ellsworth Avenue, Salem, charged with misdemeanors of failure to comply with the order or signal of a police officer, obstructing official business, operating a vehicle impaired second offense, OVI refusal second offense and reckless operation for allegedly fleeing from a traffic stop and failing to follow police commands on June 28 in Salem.

A pretrial was set Oct. 27 for Gary Keister Jr., 61, Rochester Road, East Rochester, charged with OVI first offense, no seat belt and marked lanes.

A pretrial was set Oct. 28 for Gary White, 34, Youngstown, charged with no operator’s license.

A pretrial was set Aug. 14 for Devin Shawn Earich, 30, West Third Street, Salem, charged with OVI second offense, OVI refusal second offense, no seat belt, driving while texting and two counts driving under suspension.

A pretrial was set Oct. 20 for Judson Edling, 39, East State Street, Salem, charged with possession of drug paraphernalia for allegedly possessing a pipe with residue during a traffic stop on June 27 in Salem.

John Seddon IV, 40, Barclay Avenue, Salem, was fined $1,000 and given a suspended 180-day jail term for physical control. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 35 hours community service.

Mackenzee Owens, 30, Akron, was fined $380 for driving under suspension and no seat belt.

Hope Ingram, 31, Wilbert Avenue, East Liverpool, was fined $230 for driving under suspension and lighted lights.

Cheriff Jamison, 23, Youngstown, was fined $150 for marked lanes ad child restraint.

Dutch Morris, 35, Old Irondale Road, Wellsville, was fined $200 for driving under suspension and no motorcycle endorsement.

Joseph Garwood, 37, Vine Street, Salem, was fined $50 for speeding.

Darius Wise, 27, Midland, Pa., was fined $150 for driving under suspension.

Julia Dunn, 22, Parma, was fined $50 for speeding.

Taylor Saunders, 33, Camelot Drive, Columbiana, was fined $20 for driving under suspension.
