Court News

LISBON — A Salem man accused of possessing methamphetamine was ordered to prison and fined.

Shane Knepper, 54, Woodland Avenue, was sentenced to 12 months in prison and received a mandatory $5,000 fine for aggravated possession of drugs, a lesser-included third-degree felony, which was reduced from a second-degree felony, with a specification for forfeiture of money in a drug case.

He received credit for two days served in jail and was ordered to forfeit $363. A count of aggravated trafficking in drugs, a second-degree felony, was dismissed. Knepper possessed methamphetamine on Jan. 13, 2024 and the $363.

Also in Common Pleas Court:

— Johnathan Vinkler, 48, Petersburg, was sentenced to 15 months in prison for charges from two separate indictments, including illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony, fifth-degree felony aggravated possession of drugs, fourth-degree felony stangulation and misdemeanor domestic violence. He received credit for 217 days already served. A charge of felony domestic violence was being dismissed. Vinkler tried to physically harm a woman on Dec. 21, 2024 and possessed methamphetamine and tried to take drugs into a detention facility on Oct. 20, 2023.

— Brandi Hissom, 50, McKinnon Avenue, East Liverpool, was sentenced to nine months in prison after pleading guilty to possession of a fentanyl-related compound, a fifth-degree felony. She received credit for 30 days served. Hissom possessed fentanyl on Jan. 5, 2024.

— William Polis, 42, Lake Milton, was placed under community control for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, with a specification for forfeiture of money in a drug case. He received credit for 38 days already served in jail and was ordered for forfeit $122. Polis possessed methamhetamine and $122 on Nov. 10, 2022.

— Christopher Craft, 31, Youngstown, was sentenced to 180 days in the county jail, with credit for 104 days served, leaving a balance of 76 days still to serve for violating his probation for a charge of attempted illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a fourth-degree felony. The charged stemmed from an incident on Jan. 4, 2022. His community control was dishonorably terminated.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Bradly Cianni, 39, Riverside Avenue, Wellsville, was bound over to the county grand jury for vandalism, a fifth-degree felony, for allegedly damaging a sink and a mattress while he was an inmate at the county jail on July 16.

A case against Todd Ritchie, 47, East Third Street, Salem, was bound over to the county grand jury for failure to comply, a third-degree felony, for allegedly fleeing from a traffic stop on May 10 in Knox Township, committing multiple traffic violations and traveling at high rates of speed.

A preliminary hearing was set Aug. 4 for Joseph Walter Perez, 43, Youngstown, charged with promote prostitution, a fourth-degree felony, for allegedly having an interest in an enterprise involving a woman to facilitate engagement in sexual activity on July 27 in East Palestine.

Zachary Kenst, 32, Cedar Ridge Drive, Salem, was fined $500 and sentenced to seven days in jail, with credit for seven days served, for domestic violence and disorderly conduct. Kenst struck a woman in the face causing harm during a domestic on Dec. 23, 2022 in Salem, locking himself inside the residence with a child after the woman fled to a neighbor’s house. He would not come to the door and the fire department responded and used a tool to safely open the door, with police placing him in custody. On Dec. 1, 2022, he was found highly intoxicated and in the middle of the road on Fair Avenue in Salem.

A pretrial was set Aug. 4 for Mason Taylor, 25, Oakmont Avenue, East Liverpool, charged with assault for allegedly striking a man in the face through an open car door during a reported fight in East Liverpool on July 27. Taylor allegedly ran out in front of the man’s vehicle, forcing him to slam on the brakes, then walked around the car and struck the side window, then when the victim tried to pull off of the road, Taylor allegedly threw himself against the vehicle, got up and approached the driver side door and struck the victim.

Alonna Adkins, 25, Campground Road, Wellsville, was fined $250 for assault for striking another woman in her cell while they were both inmates at the Columbiana County jail on Sept. 24, 2024. During the altercation, she bit the other inmate on the arm, breaking the skin and causing injury.

A pretrial was set Oct. 21 for Gregory James Stange, 39, Elizabeth, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website of two females and arranging for sexual activity with the females in exchange for $140, then traveling to East Palestine on July 25 for the meeting with the phone used to make the arrangements in his possession.

Patrick Joseph Dilworth III, 38 New Springfield, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and already completed an education course. Dilworth requested sexual conduct from an undercover agent for an agreed upon price of $160 and traveled to Salem on April 23 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Nov. 4 for Enrique Pique, 35, Market Street, East Liverpool, charged with disorderly conduct for allegedly being intoxicated and verbally combative with police officers, refusing to give his correct address after several attempts of being asked on July 27 in East Liverpool.

A charge of making false alarms was dismissed at the request of the state against William Dean Hively, 54, Salem Grange Road, Salem, who claimed on June 2 while he was in the county jail that a woman wanted to kill herself and he wanted a welfare check done, with investigators learning he had not spoken to the woman.

Thomas Dennis, 46, Safia Street, East Liverpool, was fined $250 for criminal trespass for being inside a condemned property in East Liverpool on May 8.

Allen Vancooney, 29, Franklin Avenue, Salem, was sentenced to 45 days in jail, with credit for 18 days served, leaving a balance of 27 days to serve for violating his probation for a 2024 case of theft and criminal trespass for trespassing at the Salem Walmart and trying to leave without paying for $327 worth of items on Dec. 15, 2024.

A pretrial was set Nov. 4 for Shawn T. Bell, 40, Neeld Road, East Palestine, charged with obstructing official business for allegedly lying in an attempt to mislead Columbiana police officers regarding a fight on July 27 outside Riser’s Tavern in Columbiana.

A probation violation hearing was set Aug. 7 for Keith Dennis, 45, Irondale, for domestic violence and aggravated menacing for threatening to assault a man on April 6, 2023.

Logan Wilson, 28, Winona Road, Winona, was fined $1,075 and sentenced to 180 days in jail, with 176 days suspended, and credit for one day served in jail and credit for three days served in a driver intervention program, for operating a vehicle impaired, driving under suspension, reasonable control and failure to disclose one’s personal information. Another OVI charge was dismissed. His driver’s license was suspended for two years. He was ordered to complete 20 hours community service. During a traffic stop on his motorcycle on Oct. 31, 2024, he refused to provide identification in Columbiana.

Thomas Possage, 53, McAllister Road, Lisbon, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for OVI, with another charge of OVI dismissed. He received no fine for two lights displayed, He was ordered to complete 20 hours community service. His driver’s license was suspended for one year, with driving privileges granted.

A pretrial was set Dec. 1 for Anthony Steele, 36, New Castle, Pa., charged with OVI first offense, OVI breath first offense, two counts driving under suspension, no turn signal, driving on left side, and use of unauthorized plate.

A pretrial was set Nov. 6 for Connin Craig, 21, South Street, Homeworth, charged with OVI first offense, OVI breath first offense, marked lanes and no turn signal.

A pretrial was set Nov. 25 for Jeffrey Fulks, 44, Bayard Road, Minerva, charged with reasonable control and two counts of failure to stop after an accident.

A pretrial was set Dec. 2 for Darren Millhoff, 48, Rochester, Pa., charged with speeding and traffic control devices.

A pretrial was set Nov. 6 for Mariah Bell, 34, Rayland, charged with driving under suspension and no seat belt.
