Grand Jury

LISBON — Megan Stofen, 30, Cleveland Avenue, East Liverpool, was served recently with a secret indictment issued by the Columbiana County Grand Jury for aggravated trafficking in drugs and aggravated possession of drugs, both second-degree felonies, for allegedly preparing for sale and possessing methamphetamine in an amount equal or greater than five times bulk, but less than 50 times bulk on July 26, 2024.

LISBON — A Lisbon man is facing felony charges for charges related to possessing obscene material of minor children. William Kiehl, 66, West Spruce Street, is charged with second-degree felony pandering obscenity involving a minor and fifth-degree felony minor in nudity-oriented material/performance. A preliminary hearing has been set July 28 in Columbiana County Municipal Court. Kiehl allegedly uploaded an image of an adult performing a sex act on a child appearing to be under the age of 5 on April 10 and when questioned admitted to uploading the image as well as other images of child sexual assault.

A preliminary hearing was set July 28 for Bradley Cianni, 39, Riverside Avenue, Wellsville, charged with fifth-degree vandalism. Cianni allegedly damaged a sink while incarcerated at the Columbiana County Jail.

A preliminary hearing has been set Aug. 18 for Homer Carnes Jr., state Route 154, Lisbon, charged with felony-four domestic violence. Carnes allegedly assaulted a juvenile in his home by grabbing him around the neck, striking him in the head and throwing him to the ground. Officers observed injuries to the face and neck of the juvenile.

Jamie Tice Jr., 25, Malone Road, Salineville, was fined $675 and sentenced to 180 days in jail with 135 suspended and 30 hours of community service for two counts of theft, drug paraphernalia and aggravated menacing. Tice failed to pay for 17 items totaling $254 at Walmart on April 24, 2024 and was found with the unpaid for merchandise and a glass pipe used to smoke crack cocaine in his car in the parking lot. On. Aug. 30, Tice was observed on video taking a container filled with vapes and walking out of the store at Barnett’s in Salem. On Aug. 22, Tice threatened a man with a lead pipe to give Tice his property in Salem. Price was also ordered to pay restitution in the amounts of $350 for Barnett’s Market and $254 to Walmart in Calcutta.

Zacary Halfill, 22, Beech Street, Wellsville was fined $1,300 for failure to comply, failure to stop after an accident, failure to control light, speed, leaving the scene of an accident and six counts of disobeying a traffic control device. He was also sentenced to 30 days in jail with credit for 10 served and a six-month license suspension. Halfill did not stop for an initiated traffic stop in Lisbon on July 11 and led officers on a high-speed chase through the village before stopping after losing a tire on state Route 45.

Danielle Doughty, 34, Ohio Avenue, Salem, was fined $400 and sentenced to 180 days in jail with 150 suspended, 10 imposed and credit for two days served. She was also ordered to two years probation as well as 40 hours of community service. Doughty was found to be intoxicated while caring for three children with one of the children requiring constant care due to a medical condition in Salem on June 19, 2024. Doughty had to be transferred to the hospital due to her level of intoxication. On Jan. 29, officers again reported to Doughty’s residence for a welfare check of the children and found Doughty intoxicated and unable to care for her children.

Stephanie Hertsine, 29, England Drive, East Palestine was fined $300 for texting while driving and driving under suspension.

A pretrial hearing was set Sept. 11 for Damien Shannon, 22, Salineville Road, Salineville, charged with telecommunications harassment. Shannon allegedly continued to text a woman who repeatedly asked him to stop communicating with her.

A pretrial hearing was set Nov. 17 for Ricardo Alvarez, 53, Grant Street, East Liverpool, charged with criminal trespass. Alvarez allegedly entered a home in East Liverpool he did not have permission to enter on July 19.

A pretrial hearing was set Aug. 4 for Caleb Collins, East Sixth Street, Salem, charged with aggravated menacing. Collins allegedly made a man believe he was going to cause physical harm to him using a knife on July 19 in the City of Salem.

A pretrial hearing was set for Deborah Benner-Davis, 57, New Brighton, Pa., charged with stop sign violation.

Kevin Kazzuro, 59, Washington Street, Newell, was fined $150 for equipment violation amended from failure to stop.

Rachel Evans, 50, East Martin Street, East Palestine, was fined $100 for wrongful entrustment.

Mark McCauley, 67, Mars, Pa. was fined $950 for OVI and failure to display. He was also sentenced to a one-year license suspension, 40 hours of community service and 180 days in jail with 177 suspended and three imposed and two years of probation.

Jaymee Cayo, 32, Steubenville, was fined $200 for criminal trespass. Cayo repeatedly entered a restricted area of the Calcutta Giant Eagle on April 21 after being told by police to not return to the store.

A pretrial hearing was set Oct. 23 for Joseph Molesky, 34, Minerva, charged with OVI and reasonable control.

A pretrial hearing was set July 28 for Todd Ritchie, 47, East Third Street, Salem, charged with failure to comply. Ritchie allegedly refused to stop when officers initiated a traffic stop on May 10 in Knox Township and led police on a high-speed chase into Alliance that crossed the Iron Bike Trail.

Vicki Crowe was fined $250 for assault amended from domestic violence and sentenced to 180 days in jail with 166 suspended and 14 imposed as well as 25 hours to community service. A charge of endangering children was dismissed. Crowe assaulted a juvenile in her home on Sept. 25. The victim had a bruise on his jaw and advised Crowe had punched him in the head.

Gregory Cresap, 63, Steubenville was fined $250 for reasonable control. Charges of OVI were dismissed.

Caleb Starcher, 22, Minerva, was fined $1,125 and sentenced to 20 days in jail suspended and a one-year license suspension for OVI and reasonable control.

A pretrial hearing was set Oct. 27 for Gary McCabe Jr., 52, Steubenville Pike, Lisbon, charged with telecommunications harassment. McCabe allegedly called a woman five times and sent 23 text messages after the woman asked him to stop contacting her around June 28.

Jo Marie Broffman 74, Cherry Valley Drive, Leetonia, was fined $50 for failing to produce a driver’s license.

Robert Simms, 33, Ohio Avenue, East Liverpool was fined $250 for domestic violence and sentenced to 180 days in jail with 140 suspended and 20 hours of community service. He is to have no contact with the victim. Simms assaulted a woman in his home by grabbing her by the arms and chest area and tossing her on the couch, breaking her necklace.

Joseph Riggs, 33, state Route 39, Salineville was sentenced to 180 days in jail, 120 suspended and 39 for credit served for assault. He was also sentenced to two years probation, 20 hours of community service and to have no contact with the victim as well as two others. Riggs placed his hands around the neck of a woman on June 12 in Salineville, causing the woman to urinate on herself.

Leana Hall, 29, Akron was fined $200 for driving under suspension and traffic control devices.

A pretrial hearing was set Nov. 3 for Jannie Crawford, 36, Ottawa Trail, Negley, charged with assured clear distance.

Jeffery Roberts, 56, East Martin Street, East Palestine was fined $150 for driving under suspicion.
